ADJOURNMENT  Public Works Committee Meeting Minutes 6:00 PM - Wednesday, March 8, 2023 Council Chambers The Public Works Committee of the City of New Richmond was called to order on Wednesday, March 8, 2023, at 6:00 PM, in the Council Chambers, with the following members present: PRESENT: Craig Kittel, Kari Kraft, Pete Vrieze, Scott Grady ABSENT: Tim Gjovik OTHERS Erik Evenson, Rob Weldon, Lexi Derrick, Katrina Berg, Noah Wiedenfeld, PRESENT: Michelle Scanlan, Jim Zajkowski CALL TO ORDER ROLL CALL ADOPTION OF AGENDA Pete Vrieze made a motion to approve the Agenda, adjusting the order to move Disc Golf Fencing to the first item. Scott Grady seconded the motion. Carried unanimously. APPROVAL OF MINUTES Scott Grady made a motion to approve the minutes from 04 Jan 2023. Pete Vrieze seconded the motion. Carried unanimously. PUBLIC COMMENTS NEW BUSINESS DISC GOLF COURSE FENCING/PARKING Erik Evenson provided a recap on fencing needs at the Disc Golf Course, summarizing the Park Board's preferred layout and estimated costs. This option was brought to Council, who requested it go to Public Works for an opinion and potential funding options. There was discussion around modifications to the plan to make it more affordable while addressing safety concerns. Additional questions were raised on the fencing being a Public Works expense versus a Park Board project. Pete Vrieze made a motion not to approve a funding recommendation and to send the project to Park Board for review and funding. Scott Grady seconded the motion. Carried 3-1 (opposed: Craig Kittel). Public Works Committee Meeting March 8, 2023 PUBLIC WORKS 1/2 TON TRUCK BIDS Rob Weldon explained that at the January 4, 2023, Public Works Committee meeting, staff was given authorization to solicit bids for a new or newer-used 1/2-ton pickup truck. Bids were due March 2, 2023, and one bid was received. The vehicle fits the specifications of the request, funding options were discussed, including the sale of the current Truck #46. Pete Vrieze made a motion to recommend approval to Council to accept the bid from Bernard's for a 2022 RAM 1500 in the amount of $44,453.40. Scott Grady seconded the motion. Carried unanimously. DOWNTOWN ALLEY SNOW REMOVAL Erik Evenson reported on the implementation of the snow removal/hauling procedure for all businesses throughout town. After the updated policy was approved, staff began enforcing the policy for all businesses not to push snow from private property into public streets and alleys. The businesses specifically in the downtown corridor are struggling to keep up with the snowfall this year and finding space to put the snow. Three options were discussed to alleviate issues without putting undo strain on City resources. Pete Vrieze made a motion to have Public Works Staff clear snow pushed into the alley from private parking areas/driveways along the alleys from 1st Street to 4th Street, between Minnesota Ave and Arch Ave, provided it was in the alley prior to 6:00am after a snowfall. Scott Grady seconded the motion. Carried unanimously. TOOLCAT BIDS Rob Weldon explained that staff solicited bids for the purchase a new Bobcat Toolcat Utility Vehicle and Snowblower attachment as outlined in the 2023 Capital Improvement Plan. Two bids were received and shared with the Committee. Pete Vrieze made a motion to recommend approval to City Council to accept the low bid from Tri- State Bobcat for $47,506.68 plus optional winter tires for $2,665.00 and a 5-year/2,000 hour powertrain & hydraulic warranty for $2,400 for a grand total of $52,271.68. Kari Kraft seconded the motion. Carried unanimously. CAPITAL IMPROVEMENT PLANNING - PUBLIC WORKS BUILDING Lexi Derrick reviewed facility upgrades to the Public Work's building as they are included in capital improvement projects for 2023 and 2024. As previously explained, the Public Works Department has inadequate storage space for their needs, options for the facility expansion have been reviewed with City Council and were brought to the Public Works Committee for their recommendation. Pete Vrieze made a motion to recommend approval of the additional storage as presented. Kari Kraft seconded the motion. Carried unanimously. EMERALD ASH BORER (EAB) PLAN UPDATE Katrina Berg presented an update on Emerald Ash Borer (EAB) in the community and shared the City's updated plan. At some point, all Ash trees will need to be removed and replaced. The removal of trees will adhere closely to the following prioritization: 1. Public trees that are a safety hazard must be removed first. Public Works Committee Meeting March 8, 2023 2. Smaller trees should be prioritized because they can be removed by Public Works Staff. 3. Trees near a street project should be removed in conjunction to the street work being completed. 4. Remaining trees shall be removed by a contracted professional. There was discussion on the education components of the plan to help residents understand their responsibilty to remove ash trees on their own properties. Kari Kraft made a motion to recommend approval of the EAB Management Plan to City Council. Pete Vrieze seconded the motion. Carried unanimously. Public Works Committee Meeting March 8, 2023  MEMO Prepared for: Public Works Committee Staff Contact: Lori Brinkman Meeting: Public Works Committee - 18 May 2023 Subject: Appointment of Chairperson/Vice Chairperson BACKGROUND INFORMATION: The May 18th Public Works Committee meeting is the first monthly meeting after the April election and the start of the next legislative session of the City Council. Most boards and commissions appoint a chairperson and vice-chairperson at their first meeting following the April election, as most of the new appointments or reappointments have been approved by this time. The primary role of the chairperson is to preside over the regular meetings, and the vice-chairperson presides over the meeting in the absence of the chairperson.  MEMO Prepared for: Public Works Committee Staff Contact: Rae Ann Ailts Meeting: Public Works Committee - 18 May 2023 Subject: City-Wide Recycling Contract BACKGROUND INFORMATION: Wisconsin State Statute 287 bans a variety of materials from landfills and requires those materials be reused, recycled or composted. Different levels of local government take charge of implementing this law. The City of New Richmond acts as the responsible unit in implementing state law under city ordinance 66-23. In 2018, the City issued a Request for Proposals (RFP) for residential recycling services. As a result of that process, the City entered into a 5-year contract with Advanced Disposal (now Waste Management) for curbside recycling services. The current contract expires at the end of this year (2023). The City can issue a Request for Proposals (RFP) or negotiate directly with a service provider.
