ADJOURNMENT Page 1 of 7 Minutes of Proceedings New Ulm Airport Advisory Commission Tuesday, April 11, 2023 Members Present: Tom Furth, Brad Luepke, Rosemary Geer, Jay Tambornino and City Engineer Joseph Stadheim. 1. ELECTION OF OFFICERS: Elections were tabled until the full Commission could meet. Motion made by Brad Luepke and seconded by Rosemary Geer to table the elections. City Engineer Stadheim volunteered to run the meeting and take minutes. 2. APPROVAL OF MINUTES: Motion by Brad Luepke, seconded by Jay Tambornino to approve the minutes from the December 13, 2022 minutes. All ayes and carried. 3. OLD BUSINESS: a. Terminal Parking Lot Update. City Engineer Stadheim stated that staff has opened bids with Minnesota Paving & Materials being the low bidder at $99,808.05 which was 54% below estimate. The grant application for funding has been submitted and staff is awaiting grant award. Commissioner Furth asked if there was a concern with the bid coming in so much lower than estimate. Engineer Stadheim responded that the estimated prices reflected a similar project at a northern Minnesota airport and we were fortunate to receive balanced low bids. Commissioner Luepke asked about timeline and impacts to the facility. Engineer Stadheim stated that the pavement is a mill & overlay with all concrete curb and sidewalk reconstruction and the concrete work will be the primary impact. Estimated timeline is around two weeks once the project begins. No action was necessary by the Commission. b. 2024 AIP Grant Applications. Engineer Stadheim provided a summary of potential projects including the new and relocated fuel system and apron expansion. It is proposed to use entitlement funding and BIL funding to complete these projects. A motion was made by Brad Luepke and seconded by Jay Tambornino to recommend staff move forward with grant applications for this work. All ayes and carried. c. Zoning Ordinance Update. Engineer Stadheim shared that the zoning ordinance update has been completed and that the Joint Airport Zoning Board has been relieved of their duties. A copy of the new ordinance is on the City website. 4. NEW BUSINESS: a. Airport CIP. Engineer Stadheim shared the proposed CIP for the airport. Inlcuded in this listing is replacement of the AWOS. The Automated Weather Observation System (AWOS) is reaching the end of its useful life and the City has been notified by Page 2 of 7 MnDOT that the system is in need of replacement. This work has been added to the CIP and a Task Order is pending for the engineering services for the civil work to prepare a site for the new system. The new system will be located in the location of the previously decommissioned non-directional beacon. The Airport Layout Plan has been updated to show this new location. Also included within the CIP is the relocation of the crosswind runway. This is contingent on funding being received for this work. As crosswind runways are not a funding priority by the FAA, the City is working with our representatives to secure Congressionally Directed funds. Staff met with Congressman Finstad to discuss our project and the importance of it to the New Ulm area. A motion was made by Tom Furth and seconded by Brad Luepke to recommend approval of the Airport CIP. All ayes and carried. Being no further business, the meeting was adjourned. Joseph E.
