Board/Commission Recommendation: N/A Overview: The City submitted a Congressionally Directed Spending request to partially fund a storm sewer lift station at the 18th South Street storm sewer outfall along the Minnesota River Levee in early 2023. The City was notified in fall of 2023 that the project was selected to be included within the proposed bill language. In early 2024 the City was notified that the funding was approved and written into Federal Law. As the funding is awarded as FEMA pre-disaster mitigation funds, the funding is routed through the State of Minnesota Department of Public Safety. City staff has worked through the grant application processes for both FEMA and the State. The Grant Agreement is now ready for City execution. The proposed 18th South Street Storm Sewer Lift Station Project is the construction of a storm sewer lift station at the primary flood gate along the Minnesota River levee in New Ulm. During flooding events the City is required to close the flood gates to prevent river flood water from coming back up on the protected side of the levee. When this occurs the City then sets up portable pumps to pump snow melt and storm sewer runoff from the protected side of the levee to the river. This is done to prevent flooding of homes, businesses and other criticalinfrastructure from runoff. There have been instances where the portable pump system has been unable to keep up with the runoff volume, nearly resulting in the loss of equipment and damage to property from storm runoff and/or snow melt. The construction of a permanent storm sewer lift station would result in a system that can keep up with all storm and runoff events while our flood gates are closed. The lift station would be automated, which would save staff time and City resources during flooding events. The construction of a permanent storm sewer lift station would benefit the local community by providing comfort to the homeowners and business owners in this area and would better equip City crews with their current resources to concentrate their labor efforts on other tasks during flooding events. Within this area is the 20th South Street sanitary sewer lift station. This is a critical piece of local infrastructure that pumps 98% of the City of New Ulm wastewater to the New Ulm Sewage Treatment Plant. By protecting this critical infrastructure, there is not a concern of the sanitary sewer lift station from becoming overcome by flood waters. Funds would be used for the project engineering, design and construction of the proposed storm sewer lift station. City staff would perform the construction staking and observation for this project. The City will match with construction funds and engineering services int he amount of $1,015,780. Funds are budgeted and within the 2025 CIP and scheduled for inclusion of the 2025 City Bond issuance.
