City Hall Council Chambers Present: Chair Deb Zahn, Councilor Tom Schmitz, Al Stabenow, Peter Baganz, Peg Sundell, Ron Brutlag, and Building Official Ellwood Zabel Absent: Cara Knauf 1. CALL TO ORDER The meeting was called to order by Chair, Deb Zahn at 4:45 P.M. 2. APPROVE MINUTES 2.1) February 20, 2025 meeting minutes Mr. Schmitz made a motion to approve the minutes of the February 20, 2025 meeting. The motion was seconded by Ron Brutlag. All voted aye. The motion carried. 3. DESIGN REVIEW 3.1) Graze Coop – Awning Installation – 3 South Minnesota Street Mr. Zabel presented the design review application for Graze Coop, submitted by Greta Alms. Mr. Schmitz made a recommendation to approve the awning as submitted. Mr. Brutlag seconded the motion and all voted aye. The motion carried. 4. OLD BUSINESS 4.1) HPC September, 2025 Conference discussion Mr. Zabel began the discussion: • No information has been received on the SHPO grant. It is currently held up at the federal level, but Mr. Koop assured Mr. Zabel that the grant will be coming. The current plan is to proceed with the process. • The two coaches have been booked for the tours to Schell’s. • SHPO proposed changing the town tour to an Artstone tour instead. • There could be 150 to 200 people attending. • New Ulm last hosted the SHPO Conference in 2002 or 2003. • Breakfast and lunch will be provided by Turner Hall. Evening meals are on your own. The Chamber will be notified of the conference so that local restaurants and businesses can make accommodations. • The popcorn wagon will be out, and the Brown County Historical Society is getting involved and will be inviting attendees to visit the Brown County Museum. John Knisley, City Planner approached the microphone to explain that Mike Koop had done a fair amount of history and research on the Artstone buildings. In addition to Artstone staff providing a tour, it is expected that Mike Koop himself will be talking about Artstone. Page 2 of 8  Mr. Knisley presented the tentative timeline of the SHPO Conference from September 10-12, 2025: ▪ Wednesday, September 10, 2025 • Arrival • Opening welcome session at Schell’s Brewery downstairs Beer Hall. ▪ Thursday, September 11, 2025 • Start the day at Turner Hall- sign in and start up with concurrent sessions. o Two sessions concurrently held at Turner Hall. o One session held at State Street Theater. o Four sessions total on Thursday, with an informal evening get together including some history and trivia. ▪ Friday, September 12, 2025 • Morning session at Turner Hall with breakout sessions • Lunch • 1:00- three different tours begin o Horse drawn house tour from the PUC to 6th South, continuing on to the City’s recreational trail and ending at Black Frost. o 2 bus tours o Downtown walking tour • 3:00- All tours end at Black Frost for social time and building/area history. 5. NEW BUSINESS 5.1) Remove George’s Ballroom from the Downtown Historical District Mr. Zabel mentioned that he started the process with State and they are requiring assurance that the ballroom is gone and photo evidence of it. This information was sent to SHPO, who will forward it on to the National Park Service. Once it goes through those processes, it will come back to the Heritage Preservation Commission to remove it from the District and finally go to City Council. 5.2) Garden Street Information Mr. Zabel noted that information was sent out from the Minnesota Department of Transportation. They are looking for any historical properties along the route from Center Street to 5th North Street that would be affected by the roadway. At Harman park, there is the Waraju chimney in the background, however that didn’t come up during his discussion with Jamie Ladwig. She was more concerned with houses and properties along that route. No one on the Commission is aware of any historical homes or properties in this area. Mr. Zabel also noted that with this project the streets will shrink and the boulevards will become larger. Bump outs will be added to 2nd and 3rd North for pedestrian crossings like there is for 1st North. Mr. Schmitz made a motion to thank the State for confirming with this Commission and stated that the Heritage Preservation Commission supports this project in the present design. Ms. Zahn seconded the motion and all voted aye. 6. REPORTS FROM CITY AND CHAIR 6.1) City Report: Mr. Zabel presented the request for the 2026 Heritage Preservation budget of $10,000 to be used for conferences as well as signage and awning grants in the downtown district. Any remaining funds would carry over to future years with the hopes to use it for the Hermann Monument. This is the same amount that has been requested in the past. Mr. Brutlag made a motion to approve the 2026 Heritage Preservation budget request. Mr. Stabenow seconded the motion and all voted aye. Page 3 of 8  6.2) Chair Report: Chair Zahn had nothing to report, but asked since we are hosting the HPC convention, if our HPC Commission members still need to sign up to attend. Mr. Knisley stated that he believes there will not be a fee, but New Ulm HPC members still need to sign up. Attendance is recommended, especially for the meet and greet and assisting with questions and additional duties. 7. ADJOURNMENT There being no further business to come before the Commission, the meeting was adjourned at 5:18 P.M.
