CITY COUNCIL MEETING(S) RECAP – Director Schugel summarized the past month’s City Council Meetings and work sessions: September 17 2024 Regular – Approved department surplus items within Consent Agenda; many items were sold at the fall garage sale; approved the Parks, Trails and Recreation Facilities/Programs Sponsorship policy; accepted Statewide Heath Improvement Partnership (SHIP) grant for Smoke Free park signs. October 1, 2024 Work session – No items related to Park and Recreation. 5.1 Motion was made by Gulden and seconded by Christian to receive and order filed this city council past action report. All voted in favor. Motion carried unanimously. 6. OLD BUSINESS 6.1 Hermann Monument Feasibility Study Update At the October 17, 2023 City Council meeting, the council authorized the City Manager to enter into a professional services agreement with MacDonald & Mack Architects to prepare a feasibility study for Hermann Monument. This study was received and order filed at the September 17, 2024 City Council meeting. The State Historical Preservation Office reviewed the study and, for the first time, approved pursuing reconstruction of the Monument. As a result, staff is working with McDonald & Mack on next steps and will continue to update the Park and Rec Commission and City Council throughout the process. Gulden made a motion that was seconded by K Johnson to receive and accept the report on the Hermann Monument Feasibility Study prepared by MacDonald & Mack Architects and the next steps related to Hermann Monument reconstruction. Motion carried unanimously. Page 5 of 19 7. NEW BUSINESS 7.1 The Hermann Monument Society is requesting approval to illuminate the Hermann Monument fence during the Christmas season to bring exposure to the cultural importance of this iconic structure. They will cover all associated costs with this project. Park and Recreation Maintenance staff would be responsible for hanging and taking down the lights. Jensen made a motion that was seconded by K Johnson to approve HMS’s request to light the Hermann Monument Fence from Friday, November 29, 2024 to Sunday, January 5, 2025. Motion carried unanimously. 7.2 The City owns South German Park, which includes the BMX Track located at 314 3rd South Street. River Valley BMX leases the property and operates races and events on the premises. They open the track for public use outside of race nights and special events dates and does most of the maintenance of the track. A license agreement between the City and River Valley BMX is required to use this particular public property and includes a proposed loan agreement in the amount of $100,000 for a track safety remodel and redesign using Park and Recreation Fund Balance. There would be a 15-year payback. Talon Wald, representing the BMX Board of Directors gave an overview of the non profit group, their board and volunteers. There are no paid positions and all money made goes directly back into the track. Other communities reach out to the group to learn how they operate and maintain the track and events. Approximatey 3,200 people visit the track. They run practices and host a state qualifier, which had about 500 racers and 1,500 in attendance. 2025 marks the 30th year in the community. Much of the track is original and safety improvements need to be made. Quite a bit of dirt and concrete work needs to be re-done, in addition to paving areas, electrical and additional lighting. He gave a high level overview of the economic impact the track has to New Ulm. The updates will increase the group’s chances to be awarded a Gold Cup race, bringing a huge economic impact. The group’s cash flow status has always been positive and have saved approximately $60,000 for the improvements so they are confident they can repay the loan. Money is derived from concessions, sponsors and race fees. Jensen made a motion that was seconded by Gulden to recommend City Council approve the proposed license agreement. Buegler asked the balance of the Fund Balance account. Director Schugel responded it is at about $1.7M. All Commissioners felt the group gave a very good and thorough presentation. Motion carried unanimously. 7.3 Park and Recreation Donations – K Johnson made a motion that was seconded by A Johnson to recommend the City Council offer a resolution and waive the reading to accept the following donations offered to the City of New Ulm through the Park and Recreation Department for the identified purposes: 1. Skate with Santa/friends Optimist Club $ 400.00 2. New Years Party Optimist Club $1,000.00 3. Concrete Pad; Mueller Park New Ulm Baseball $3,600.00 Association 4. Used Heavy Duty Rubber Conveyor MR Paving & Excavating $ 200.00 (approx. Belt value) Total $5,200.00 Motion carried unanimously. 8. REPORTS FROM COMMISSIONER AND STAFF 8.1 Department Activity Report highlights • Fall maintenance ongoing. The weather has been very cooperative. • South rink flooded • Herbie’s Hangout after school program is going very well! • MRPA Annual conference held in Mankato, making it accessible to several staff, including maintenance staff. The motion passed unanimously. 8.2 Director Schugel highlighted additional items: • Staff installed the ProMusica Minnesota signage in 6 of our City Parks • The South Arena ice is in at the Civic Center. We flooded earlier than normal to accommodate the Mankato Area Hockey Association practices who normally practice at All Seasons Arena, which is under construction. • Rec on the Go staff offered activities downtown at Oktoberfest • The Dog Park Shelter and turf reestablishment is complete K Johnson made a motion to receive and order filed the Director’s verbal report that was seconded by Jensen. Motion carried unanimously. 8.3 Bev Luneburg received several complaints of dog owners allowing their dogs on the poured in place surfacing and not picking up after their dogs. Director Schugel said there was a report or two made to the department and staff is working on additional ways such as social media to assist with educating the public about the no dogs allowed policy. 9. This brings total new trees in our system to 63. Crews will continue to water accordingly. Repairs were made to the poured in place rubber surfacing in playgrounds at German and Hermann Heights Parks. All outdoor water sources were winterized; fountain, splash pad, pools, water lines, irrigation systems and restrooms. Staff sprayed for broadleaf control throughout the parks system, mulched leaves in parks, removed remaining downtown flowers and removed shade structures for the year. Youth Football ended. Rec on the Go was available at downtown Oktoberfest. Staff also participated in the ECFE Trunk or Treat program October 26. The Puppet Wagon was used, featuring a Sandlot them. Staff engaged with over 500 people in the community. Civic Center Preseason hockey practices, clinics and figure skating programs consumed most of the open ice time, in addition to Open Skate and Hockey sessions. Crews flooded the South Arena 2-3 weeks earlier than usual to accommodate ice needs for the Mankato Area Hockey Association. There are currently 14 annual memberships and 151 punch cards active. Staff assisted with ice rink set up and ice painting in Windom and Sleepy Eye arenas and billed accordingly. Community Center 600 N. German St. There were roughly 3,101 meals prepared at the Community Center in September. Approximately 40 percent of the meals were delivered to neighboring communities. The Department received notification from Lutheran Social Services that they will be streamlining meal production by consolidating efforts into a few kitchens across the state to cook, package and ship meals to other LSS Meal sites, including the New Ulm Community Center, where they will be reheated and served within the facility and home delivered, but no actual meal preparation. Administration Meetings attended or worked on: City Council; Department Heads After Council meetings; Park and Recreation Commission, Heart of New Ulm, KNUJ monthly radio show; MMUA monthly safety training; Community Education, Hermann Monument Society Monthly Meeting; Emergency Management Committee meeting and training, United Way Board, Community Education Advisory Board, HONU Committee, MRPA Programming Committee, CAST Board, hosted the MN Recreation and Parks Association Board meeting; Southern MN Recreation and Parks Association meeting; NUCAT Park and Page 14 of 19 Recreation Department update; and viewed five different Recreation Software Demo’s. Staff offered 2 CPR trainings to internal staff, completed a 4-week Water Safety Instructor Certification class as well as Lifeguard Training and Lifeguard recertification classes. Staff completed a course offered by New Ulm Medical Center but presented and sponsored by 2BContinued for community members. Mental Health First Aid is evidenced based training from the National Council for Wellbeing (MHFA) that gives adults who work and interact with fellow adults the skills needed to recognize signs and symptoms of mental health or substance use challenges and offer support. MHFA can help people who are developing or experiencing a worsening of a mental health problem or are in a mental health crisis. This training addresses common mental health concerns encountered by adults, with the goal of reducing stigma and offering self-help strategies for staying mentally well. Director Schugel attended the Dog Park Shelter Grand Opening to recognize a donation from the Realtor Association of Minnesota; attended the National Recreation and Parks Association Conference in Atlanta, GA; and presented at the Minnesota Community Education Conference in Duluth, MN. Page 15 of 19  PARK AND RECREATION DEPARTMENT ACTIVITIES NOVEMBER 2024 REPORT Parks Crews performed routine maintenance and overseeded athletic fields at Johnson and Harman Parks, inspected playgrounds, organized shop areas, checked winter equipment, removed park signs for repairs and installed Christmas lights at Hermann. They also changed the Glockenspiel figurines over for Christmas. Civic Center Hockey season is in full swing with Youth and High School teams practicing and playing games, as well as Figure Skating Lessons. Another successful figure skating competition was held November 22-24 drawing many skaters from all over. Mankato Area Hockey Association purchased ice time as well. Open Broomball and Rock on Ice programs started in November. There are currently 12 annual members and 151 punch card holders. Community Center 600 N. Approximately 42 percent of the meals were delivered to neighboring communities. Other activities taking place in the facility include senior programming, Cheer practice, two weddings, a banquet and a performance by Open Arts. ARS and several parties and holiday gatherings also took place in the Community Center. Youth and adult pottery classes were held. Recreation Center 122 S. Currently it is projected to be completed the end of December. Page 16 of 19 Staff hosted City of Bloomington staff and Ninja Cross for a facility tour of New Ulm’s Rec Center as they plan for a new facility in Bloomington. Our facility continues to be an impressive facility for other communities to tour. Three staff members attended a Playground Inspection course offered by the MN Recreation and Parks Association, developed by the National Recreation and Park Association focused on playground maintenance, including overview of safety standards and guidelines, owner responsibilities and maintenance discussions on equipment surfacing and site items.
