Director’s Proposed Action:
Approve the appointment of Brett Fleck to the position of Utilities Director, effective March 16, 2026.
Board/Commission Recommendation:
Four of the five commissioners participated in the interview process and recommended moving forward with an offer to
Brett Fleck.
Overview:
I recommend that the Public Utilities Commission appoint Brett Fleck to the position of Utilities Director effective March
16, 2026. This recommendation includes the following employment terms:
1. Initial compensation at the 2026 6th-year rate of $174,720;
2. Monthly vehicle allowance of $482;
3. Vacation accrual at the 12-year rate of 7 hours per pay period;
4. A one-time credit of 40 hours of vacation and 40 hours of supplemental sick leave;
5. A PUC issued cell phone or, in lieu of a phone, $25 monthly cell phone reimbursement; and
6. Up $8,000 in relocation expense reimbursement (receipts required).

Dear Brett Fleck,
On behalf of City Manager Chris Dalton, please accept our congratulations on your
appointment to the position of Utilities Director for the Public Utilities Commission (PUC).
This is a full-time, exempt position, and is not eligible for overtime. You will be expected to
work 40 or more hours per week and may occasionally be required to work evenings and
weekends.
You agree to serve in this position in accordance with the position description (Exhibit A),
as currently written or as amended in the future, and in accordance with applicable state
statutes, the City Charter and ordinances, City policies, and other workplace expectations.
As previously discussed, you will serve a six-month probationary period, during which your
salary will be at Step 6 of the pay scale, currently an annual salary of $174,720 (equivalent
to $6,720 per bi-weekly pay period). In accordance with the PUC’s 2026 compensation
plan, this salary will be increased by 3.75% effective June 21, 2026. Upon successful
completion of the probationary period, you will be reclassified to full-time, regular
employment status. Other terms and conditions of employment are outlined in the City’s
Personnel Policy Manual.
As a full-time employee, you are eligible for a comprehensive benefits package, including:
• Enrollment in the City/PUC’s group health plan
• Participation in the Minnesota Public Employees Retirement Association (PERA)
• Paid vacation and sick leave (vacation will accrue at the 12-year rate of 7 hours per
pay period)
• A one-time credit of 40 hours of vacation and 40 hours of supplemental sick leave
• Paid holidays
• Exempt leave (available after completion of the probationary period)
• A monthly vehicle allowance of $482
• A PUC issued cell phone or may elect to receive a $25 monthly cell phone
reimbursement

• Up to $8,000 in relocation expense reimbursement (receipts required)
You may also be eligible to participate in the performance pay program at the end of each
year, subject to approval by the PUC and the City Manager. The program is available only
to employees who have successfully completed the probationary period.
This offer is contingent upon approval by the Public Utilities Commission at its December
23rd meeting.
In compliance with the Immigration Reform and Control Act of 1986, you will be required to
present documentation verifying your identity and eligibility to work in the United States on
your first day of employment.
Please note that this letter is not intended to be, nor should it be construed as, an
employment contract for a definite or indefinite period of time.

EXHIBIT A
POSITION: UTILITIES DIRECTOR
DEPARTMENT: Public Utilities Commission (PUC) Administration
IMMEDIATE SUPERVISOR: City Manager/New Ulm PUC
CLASSIFICATION: Non-Union/Supervisory/Exempt
GENERAL DESCRIPTION
Under the general direction of the City Manager and the New Ulm PUC, to supervise the
operation of the New Ulm Public Utilities.
The Public Utilities is composed of five departments: electric distribution, electric
production, natural gas distribution, water/steam, and wastewater treatment. The Utilities
Director is appointed by the City Manager subject to confirmation by the PUC.
ESSENTIAL FUNCTIONS OF THE JOB
• Prepares the PUC meeting agendas, attends all PUC meetings, and provides
information to the PUC and public regarding utility operations.
• Prepares and provides reports to the PUC regarding programs and recommends
operational alternatives.
• Provides reports to the City Manager regarding the financial and operational condition
of the utility departments.
• Participates in the recruitment, selection, promotion, and discipline of utility personnel.
• Analyzes rate structure and recommends adjustments as necessary.
• Monitors operational activities and makes adjustments to maximize utility efficiencies.
• Effectively communicates utility policies, procedures, and activities with departments
and employees.
• Oversees the annual budget process.
• Reviews and approves purchase requisitions and claims for payment prior to submittal
to the City Manager.
• Reviews and prepares specifications for major purchases.
• Initiates long-term planning to provide for the efficient operation of the Utility.
• Directs departmental supervisors to ensure the proper operation of their respective
departments.
• Assesses the performance of PUC staff members and advises the City Manager
regarding PUC personnel matters.
• Participates as a member of the PUC labor negotiating team.
• Maintains effective communications with area power and natural gas suppliers.
• Monitors ongoing contracts for goods and services.
• Develops energy conservation and load management programs.

The aforementioned functions are normal for this position. They are not to be
construed as exclusive or all-inclusive. Other duties may be required and assigned.
KNOWLEDGE, SKILLS AND ABILITIES (KSA’s)
• Knowledge of managerial practices and technical procedures relating to all utilities.
• Knowledge of and ability to prepare an annual budget.
• Knowledge of and ability to use a personal computer and associated software.
• Effective interpersonal, oral, and written communication skills.
• Ability to prepare reports, effectively analyze information, and efficiently direct the
activities of administrative staff.
• Knowledge of general administrative practices and principles in the areas of finance,
personnel, and customer relations management.
• Ability to assess and plan for future utility needs.
• Ability to supervise and motivate employees.
• Ability to establish effective working relationships with PUC staff, department heads,
the New Ulm PUC, and the general public.
• Ability to translate complex or technical issues into a form which makes them
understandable to the PUC and public.
• Ability to use tact and courtesy in dealing with the public.
EDUCATION AND EXPERIENCE
Position requires a Bachelor of Science degree in Business Administration, Public
Administration, Engineering, or a closely related field. Position requires a strong
management background, extensive supervisory experience in government or private or
public utility operations, and a valid driver’s license.
PHYSICAL REQUIREMENTS
This work requires the occasional exertion of up to 20 pounds of force; work regularly
requires sitting, frequently requires speaking or hearing and occasionally requires
standing, walking, using hands to finger, handle or feel, reaching with hands and arms,
pushing or pulling and lifting; work requires close vision, distance vision, ability to adjust
focus, depth perception, color perception and night vision; vocal communication is required
for expressing or exchanging ideas by means of the spoken word and conveying detailed
or important instructions to others accurately, loudly or quickly; hearing is required to
perceive information at normal spoken word levels and to receive detailed information
through oral communications and/or to make fine distinctions in sound; work requires
preparing and analyzing written or computer data, operating motor vehicles or equipment
and observing general surroundings and activities; work occasionally requires wet, humid
conditions (non-weather); work is generally in a quiet location (e.g. library, private offices).
