BUILDINGS & GROUNDS- CHAIRPERSON DAVID SHEPHERD:
The Nov 8th planning committee meeting cancelled due to lack of attendance; the next meeting
is Dec 13 @6:30. They are looking to appoint zoning board of appeals. Thanked Rotary Club and
Mr. Heller for donating money for shelters. Boat ramp and parking lots had a lot of
improvements.

MAYOR:
EPA called us, we are getting a grant to help us with the waste removal for Simonds. Met with
an engineer and walked around downtown with him. Moving brush back and placing stanchions
in the entryway of the walking trails is a good idea for the Simonds-Heller Park.
NEW BUSINESS:
1st Reading of Ordinance 25-2021 Setting Rate of pay for 2022 for employees.
1st reading of Ordinance 26-2021 2022 Permanent Annual Appropriations
Discussed idea of 3-hour parking on Main St; all businesses are in favor except for 1.
Motion to authorize 3-hour parking on Main St. (Bridge to River) brought forward by Allen and
seconded by Jim.

Council will look at the alley near 304 S Goodrich St. and the mayor needs to talk to the chief
before the alley can be reduced to one way.
Approve 2nd half of 2021 ground water monitoring at landfill by North Point Engineering for
$10,884. Jim brought forward the motion, Randy seconded it.

19-2021 An Ordinance establishing a policy for zoning for the Village of Newcomerstown and
repealing ordinances and resolutions in conflict therewith. 3rd reading and approval: David
brought forward motion to approve. Jim seconded it. Heather said that she agrees with this but
is still going to vote no as a voice for the residents against it.
