they did throughout the year, including the banners throughout town and the
flowerpots/hanging baskets. She also talked about launching Yodel, a community event

FISCAL OFFICER- LISA SPILLMAN: Submitted a grant to Reeves Foundation for $32k for a shade
canopy at Cy Young Park.
WATER/WASTE-WATER – JARED MCFARLAND: Absent.
FIRE-CHIEF PARKS: Absent We’ve had almost 90 runs for the year.

EMERGENCY SERVICES:
TRI COUNTY- No report
MAYOR: Met with Columbia gas to go over their gas line plans. The plan is for 2025. We will
apply for the Ohio Bright Lights Grant the state just appropriated for next year. The Appalachian
Community grant has been submitted. We are hoping for our project to be selected.
NEW BUSINESS:
23-2023 An Ordinance setting rate of pay for 2024 and declaring an emergency-2nd reading
24-2023 2024 Permanent Annual Appropriations ordinance: An Ordinance To Make Permanent
Appropriations For Current Expenses And Expenditures Of The Village Of Newcomerstown,
State Of Ohio During The Fiscal Year Ending December 31, 2024-2nd Reading
Dispatch operational plan for 2024-tabled
Lot Split- Laundromat on Canal Street. Planning commission recommends approval of lot split.
Motion to approve lot split at 107 W Canal St made by David and seconded by Allen.

Proposal for E State street cemetery to use WebCemeteries as a searchable map and an online
record search at a one time cost of $5,599 and a monthly cost of $139. We will use ARPA

Sub grant agreement with OMEGA: we agree that we are a sub grant recipient of that grant. It
goes to OMEGA, then its dispersed to us to pay for downtown train platform and various other
projects. This is required to get the grant dispersal money. Motion to approve this made by
