BUILDINGS & GROUNDS- CHAIRPERSON DAVID SHEPHERD: Planning commission met last
week. Mr. Grewell is asking for a variance for a mobile home. They are looking at changing the
zoning at the Simonds Area.
SEWER & PUBLIC WORKS & COMMUNITY EVENTS- CHAIRPERSON Josh:

FINANCE & LONG-TERM PLANNING- CHAIRPERSON Allen Collins:

STREETS, SIDEWALKS & RECREATION- CHAIRPERSON JAY LAMBES: Met this evening regarding
side by side ordinance
PUBLIC SAFETY & PUBLIC RELATIONS CHAIRPERSON Steve: Nothing to report
LEGISLATION & PERSONNEL- CHAIRPERSON Lonnie: Nothing to report
DEPARMENT REPORTS:
STREET/PARK: County paving job update. We received the road salt order. Cy Young pool’s
office building had a major leak from a pipe break, causing damage to the walls and roof.
Insurance is covering the fixes required.
CEMETERY: Department isn’t super busy at the moment
POLICE DEPARTMENT: Is going to send Mark some ordinances to amend
FISCAL OFFICER- LISA SPILLMAN: The five-year capital improvement plan is done and is given
to Council. We’ve had a 9% increase in revenues in the past year, the expenses have increased
by about 18%. All of the departments finished the year underbudget, which is a very good
thing.
WATER/WASTE-WATER – JARED MCFARLAND:
Jared will have a meeting with Columbia Gas when the Main Street Project Starts. He is looking
at doing a new radio system in the trucks.
FIRE-CHIEF PARKS: There have been 9 calls since the last meeting. 2 doors have been replaced
and they applied for 2 grants.
EMERGENCY SERVICES:
TRI COUNTY- 157 runs last month
MAYOR: Received 4 RFP’s for the development project. There are plans to have a fireworks
display at June 13th’s 2nd Saturday for America’s 250th anniversary, there will also be a tractor
show and other activities. Update on the TNR: there is a clinic set up in Canton to receive the
cats to neuter and send them back to us. We have received a lot of donations for this, thank
you. We got a ACG grant to pay for the lights downtown, they will be solar.
NEW BUSINESS:
Bill Miles is requesting a speed bump on Ohio Drive-a speed bump is there already.
ARTSNCT would like to donate benches, picnic tables, trash receptacles and a small shed to the
Village. Motion to approve the donation made by Steve and seconded by Lonnie.

03-26 ORDINANCE CONCERNING THE PROVISIONS OF THE VILLAGE INCOME TAX TO PROVIDE
FOR AN ADDITIONAL CONTINUANCE IN THE TAX OF ONE-HALF PERCENT ON INCONE FOR A
PERIOD OF TEN YEARS FOR THE PURPOSE OF PROVIDING FUNDS TO REPAIR STREETS, ALLEYS,
CURBS, GUTTERS AND STORM SEWERS WITHIN THE VILLAGE OF NEWCOMERSTOWN-1st reading

Audience: Mark had concerns about adding speed bumps. Jay suggested putting rumble strips
instead of speed bumps.
