City OF NEWPORT, KY REGULAR MEETING OF THE BOARD OF COMMISSIONERS Monday, January 22, 2018 MINUTES CALL TO ORDER / ROLL CALL The meeting was called to order by Mayor Peluso at 7:00 p.m. in the Multi-Purpose Room of the Newport Municipal Building at 998 Monmouth Street. The meeting was opened with a moment for silent invocation and the mayor led the Pledge of Allegiance. In attendance were: Mayor Jerry Peluso, Thomas Guidugli, and Ken Rechtin. Absent: Commissioners Frank Peluso and Beth Fennell Also in attendance were: City Manager Thomas Fromme, City Attorney Dan Braun, Police Chief Tom Collins, Fire Chief Bill Darin, Historic Preservation Officer Scott Clark, Community Liaison Bev Holiday, and City Clerk Amy Able. PERSONNEL ORDERS The city clerk read R-2018-001 an order appointing Robert L. Hug to the position of Firefighter/EMT Grade 0 in the Fire/Ems Department effective February 5, 2018. Commissioner Guidugli made a motion for approval, Commissioner Rechtin offered a second to the motion. Upon hearing there were no comments or questions, the mayor called for a roll call vote. Commissioner Guidugli: Yes Mayor Peluso: Yes Commissioner Rechtin: Yes Motion carried 3-0. The city clerk read R-2018-002 an order promoting Michael Goodridge to the position of Engineer/Medic in the Fire/EMS Department effective January 25, 2018. Commissioner Rechtin made a motion for approval, Commissioner Guidugli offered a second to the motion. Upon hearing there were no comments or questions, the mayor called for a roll call vote. The city clerk read R-2018-003 an order reappointing Carol Michael, John Adkins, and Roger Weddle to the Code Enforcement Board of the City of Newport, Kentucky. Commissioner Guidugli made a motion for approval, Commissioner Rechtin offered a second to the motion. Upon hearing there were no comments or questions, the mayor called for a roll call vote. The city clerk read R-2018-004 an order reappointing Nick Miller, William “Tom” Fisher, Ed Davis, and Mike Kolb to the Historic Preservation Commission of the City of Newport, Kentucky. The city clerk read R-2018-006 an order reappointing Ronald Rawe and Bill Kreutzjans to the Planning and Zoning Commission of the City of Newport, Kentucky. The city clerk read R-2018-007 an order reappointing Judith Lloyd to the Board of Adjustment of the City of Newport, Kentucky. The city clerk read R-2018-008 an order reappointing Tyler Watkins as an alternate to the Urban Design Review Board of the City of Newport, Kentucky. Commissioner Guidugli made a motion for approval, Commissioner Rechtin offered a second to the motion. Upon hearing there were no comments or questions, the mayor called for a roll call vote. PRESENTATIONS Cannoli Awards were presented to a several of the businesses that participated in the holiday window decorating contest. The Think Shop received best overall display, Dickey’s Glass received the best dressed bear award, and Drugs Don’t Work had the best window display. PUBLIC FORUM Dr. James Shack, Board Member and Chair of the Northern Kentucky Medical Society, spoke in favor of a syringe exchange program noting an increase in HIV cases with Campbell, Kenton and Grant County having been listed as most at risk. The Hepatitis C numbers are three and half times higher in Northern Kentucky than in the rest of the state and eleven times higher than the national average. While curable 85% of the time, the costs are staggering. Grant County’s program has been a success with 59 of 130 participants seeking treatment. Mayor Peluso noted this issue will be discussed by the Board at the February 12 caucus meeting and residents are encouraged to contact Board members. APPROVAL OF MINUTES Commissioner Guidugli made a motion to approve the minutes of the Monday, December 11, 2017 regular meeting. Commissioner Rechtin offered a second to the motion. Tree replacement will also be considered. Upon hearing there were no changes, corrections, comments or questions, the mayor called for a roll call vote. Page 2 of 4 Board of Commissioners of Newport, KY January 22, 2018 Meeting Minutes NEW BUSINESS The city clerk read R-2018-009, an order authorizing and directing the city manager to execute a contract with TMS Construction for the Monmouth Street Stamped Concrete / Paver Replacement Project. Commissioner Guidugli made a motion for approval, Commissioner Rechtin offered a second to the motion. Mr. Fromme explained this is a continuation of using program income funds allocated in 2017 for Monmouth Street improvements. Many pavers have deteriorated and it has been determined reinstallation is cost prohibitive; stamped concrete should last three times longer. Available funds will allow work on one block, existing pavers will be salvage for repairs elsewhere when practical. The 1000 block of Monmouth will be the first area addressed. COMMENTS FROM THE CITY MANAGER Mr. Fromme stated residents with television service through Cincinnati Bell do not have the public access cable channels due to the franchise agreement with Spectrum. Staff is exploring other options for broadcast of Board meetings. Bids were just received for improvements to city-owned parking lots (lighting and painting). Action is anticipated at the February meeting. COMMENTS FROM THE BOARD OF COMMISSIONERS Commissioner Rechtin  Heard many positive comments on the response from the Public Works department during recent winter weather events.  Asked for an update on recent ICE (Immigration and Custom Enforcement) activity. Chief Collins said a number of people were transported to Boone County jail but ICE has not confirmed any arrests taking place in Newport. Mayor Peluso expressed sympathy to the families of long time public servants in the area who recently passed away. Mrs. Pat Anderson was the long time city clerk in Woodlawn, Ken Rankle was a former mayor of Dayton, Mr. Tom Witt was with Public Works from 1980-1999, and former Campbell County Sherriff Jeff Kidwell. Mayor Peluso said with recent frigid temperatures and icy roads, hills were treated first. He acknowledged the members of the Public Works Department and thanked them. ADJOURNMENT There being no further business, Commissioner Guidugli made a motion to adjourn the meeting. Commissioner Rechtin offered a second to the motion. The mayor asked for a roll call vote.
