REGULAR MEETING OF THE BOARD OF COMMISSIONERS
Monday, August 20, 2018
MINUTES
CALL TO ORDER / ROLL CALL
The meeting was called to order by Mayor Peluso at 7:00 p.m. in the Multi-Purpose Room of the
Newport Municipal Building at 998 Monmouth Street. The meeting was opened with a moment for
silent invocation and the mayor led the Pledge of Allegiance.
In attendance were: Commissioner Frank Peluso, Commissioner Beth Fennell, Commissioner Ken
Rechtin, and Mayor Jerry Peluso. Absent: Commissioner Thomas Guidugli, Jr. Also in attendance
were: City Manager Thomas Fromme, Assistant City Manager Larisa Sims, City Attorney Daniel
Braun, Police Chief Tom Collins, Fire Chief Bill Darin, Director of Finance Lenny Kuntz, Historic
Preservation Officer Scott Clark, Community Liaison Bev Holiday, and City Clerk Amy Able.
PRESENTATIONS, AWARDS & PROCLAMATIONS
Chief Collins and Lt. Kunkel gave remarks recognizing Officer Moeves for actions saving the life
of a child who was choking and Officer Roller on his retirement.
The city clerk read Order R-2018-056
A RESOLUTION AUTHORIZING A PROCLAMATION RECOGNIZING THE 40TH
ANNIVERSARY OF MONSIGNOR WILLIAM CLEVES.
Commissioner Peluso made a motion for approval, Commissioner Fennell offered a second to
the motion. The mayor read the proclamation and called for a roll call vote.
Commissioner Peluso: Yes Commissioner Rechtin: Yes
Commissioner Fennell: Yes Mayor Peluso: Yes Motion carried 4-0.
The mayor called for a recess at 7:10. The meeting reconvened at 7:20 with Commissioners Peluso,
Fennell, Rechtin, and Mayor Peluso present.
PUBLIC FORUM
Ms. Jill Lorenz of the Catalytic Fund promoted the upcoming Beyond the Curb event which will
feature five Newport properties on Monmouth and in the West Side.
Scott Clark announced an event Thursday, August 23 at the Newport History Museum at the
Southgate Street School. The authors of “Lost Northern Kentucky” will speak.
APPROVAL OF MINUTES
Commissioner Peluso made a motion to approve the minutes of the Monday, July 16, 2018 regular
meeting. Commissioner Fennell offered a second to the motion. Upon hearing there were no
changes, corrections, comments or questions, the mayor called for a roll call vote.

OLD BUSINESS
The city clerk gave second reading of O-2018-005
AN ORDINANCE CLOSING AND VACATING PART OF AN UNNAMED ALLEY IN THE
CITY OF NEWPORT, CAMPBELL COUNTY, KENTUCKY.

AN ORDINANCE AMENDING SECTION 31.13 OF THE CODE OF ORDINANCES
CONCERNING THE OFFICE OF THE CITY MANAGER.
Commissioner Fennell made a motion for approval, Commissioner Rechtin offered a second to
the motion. Upon hearing there were no comments or questions, the mayor called for a roll call vote.

The city clerk gave second reading of tentative O-2018-007
AN ORDINANCE AMENDING SECTION 31.43 OF THE CODE OF ORDINANCES
CONCERNING THE DEPARTMENT OF FINANCE.
Commissioner Peluso made a motion for approval, Commissioner Fennell offered a second to
the motion. Upon hearing there were no comments or questions, the mayor called for a roll call vote.

AN ORDINANCE AMENDING SECTION 31.42 OF THE CODE OF ORDINANCES
CONCERNING THE OFFICE OF THE CITY MANAGER.

the motion. Upon hearing there were no comments or questions, the mayor called for a roll call vote.

The city clerk gave second reading of tentative O-2018-009
AN ORDINANCE AMENDING SECTION 31.46 OF THE CODE OF ORDINANCES
CONCERNING THE CODE ENFORCEMENT DEPARTMENT.
Commissioner Fennell made a motion for approval, Commissioner Peluso offered a second to
the motion. Upon hearing there were no comments or questions, the mayor called for a roll call vote.

NEW BUSINESS
The city clerk read Order R-2018-057
AN ORDER OF THE BOARD OF COMMISSIONERS OF THE CITY OF NEWPORT,
KENTUCKY AUTHORIZING AND DIRECTING CITY MANAGER THOMAS J. FROMME
TO EXECUTE A CONTRACT WITH TMS CONSTRUCTION FOR MONMOUTH
STREET STAMPED CONCRETE PAVEMENT / PAVER REPLACEMENT.
Commissioner Fennell made a motion for approval, Commissioner Peluso offered a second to
the motion. Mr. Fromme stated the low bidder is the same contractor who completed the previous
phase. Upon hearing there were no comments or questions, the mayor called for a roll call vote.

AN ORDER OF THE BOARD OF COMMISSIONERS OF THE CITY OF NEWPORT,
KENTUCKY AUTHORIZING CITY MANAGER THOMAS J. FROMME TO EXECUTE A
MEMORANDUM OF AGREEMENT WITH WESTERN AND SOUTHERN LIFE FOR
PARTICIPATION IN THE CITY OF NEWPORT’S JOB DEVELOPMENT INCENTIVE
PROGRAM (JDIP) PURSUANT TO SECTION 37.212 ET. SEQ. OF THE CODE OF
ORDINANCES.
Commissioner Fennell made a motion for approval, Commissioner Peluso offered a second to
the motion. Mr. Fromme reviewed the past success with the JDIP program. Fifty-three new jobs
are anticipated. Upon hearing there were no comments or questions, the mayor called for a roll call
vote.
Commissioner Fennell: Yes Commissioner Rechtin: Yes
Commissioner Peluso: Yes Mayor Peluso: Yes Motion carried 4-0.
COMMENTS FROM DEPARTMENT HEADS
Chief Collins thanked the Board and sponsors for supporting National Night Out. There were
1,500 in attendance.
COMMENTS FROM CITY MANAGER
There will be a special meeting at 4 on Tuesday, August 21 regarding the sale of Newport on the
Levee.
Progress continues with preparation for the Skywheel development.
COMMENTS FROM THE BOARD
Commissioner Rechtin passed along compliments to the Chief from residents always impressed
with the efficiency handling traffic exiting Riverfest.
Mayor Peluso promoted upcoming clean up events including Campbell County Clean Up on
October 19 and 20 and a Household Hazardous Waste event at Florence Freedom stadium on
November 3.
ADJOURNMENT
There being no further business, Commissioner Peluso made a motion to adjourn; second to
the motion was offered by Commissioner Fennell. The mayor called for a roll call vote.

Commissioner Fennell: Yes Mayor Peluso: Yes Motion carried 4-0.
The meeting adjourned at 7:45 p.m.
An executive session commenced at 8:30 p.m. in the city manager’s conference room on
the second floor of the city building with Commissioners Fennell, Peluso, Rechtin, and
Mayor Peluso, City Manager Fromme, City Attorney Braun, Assistant City Attorney List,
Assistant City Attorney Haden, and Assistant City Manager Sims in attendance. Following
a motion to adjourn and a second, the executive session concluded and adjourned at 9:30
p.m.
