City OF NEWPORT, KY SPECIAL MEETING OF THE BOARD OF COMMISSIONERS Monday, January 14, 2019 MINUTES CALL TO ORDER / ROLL CALL The meeting was called to order by Mayor Peluso at 7:00 p.m. in the Multi-Purpose Room of the Newport Municipal Building at 998 Monmouth Street. In attendance were: Commissioner Thomas Guidugli, Jr., Commissioner Frank Peluso, Commissioner Ken Rechtin, and Mayor Jerry Peluso. Absent: Commissioner Beth Fennell. Also in attendance were: City Manager Thomas Fromme, Assistant City Manager Larisa Sims, City Attorney Daniel Braun, Police Chief Tom Collins, Community Liaison Bev Holiday, and City Clerk Amy Able. OATH OF OFFICE ADMINISTERED TO COMMISSIONERS The Honorable Judge Daniel Zalla was introduced and administered the Oath for the 2019-2020 commissioner’s term. PERSONNEL ORDERS Tentative R-2019-001 AN ORDER OF THE BOARD OF COMMISSIONERS OF THE CITY OF NEWPORT, KENTUCKY, APPOINTING THOMAS L. GUIDUGLI, JR. TO THE POSITION OF MAYOR PRO TEM IN THE CITY OF NEWPORT, KENTUCKY EFFECTIVE JANUARY 1, 2019. Commissioner Peluso made a motion to approve; second to the motion was offered by Commissioner Rechtin. Upon hearing there were no comments or questions, the mayor called for a roll call vote. Commissioner Peluso: Yes Commissioner Guidugli: Abstain Commissioner Rechtin: Yes Mayor Peluso: Yes Motion carried 4-0. OLD BUSINESS The city clerk gave second reading of O-2019-001 AN ORDINANCE OF THE CITY OF NEWPORT, KENTUCKY AUTHORIZING THE ISSUANCE OF $1,500,000 PRINCIPAL AMOUNT OF GENERAL OBLIGATION NOTES, SERIES 2019; APPROVING THE FORM OF NOTES; AUTHORIZING DESIGNATED OFFICERS TO EXECUTE AND DELIVER THE NOTES; AUTHORIZING AND DIRECTING THE FILING OF NOTICE WITH THE STATE LOCAL DEBT OFFICER; PROVIDING FOR THE PAYMENT AND SECURITY OF THE NOTES; CREATING A NOTE PAYMENT FUND; MAINTAINING THE HERETOFORE ESTABLISHED SINKING FUND; AUTHORIZING ACCEPTANCE OF THE PROPOSAL OF THE PURCHASER OF THE NOTES. Commissioner Guidugli made a motion to approve; second to the motion was offered by Commissioner Peluso. Upon hearing there were no comments or questions, the mayor called for a roll call vote. Commissioner Guidugli: Yes Commissioner Rechtin: Yes Commissioner Peluso: Yes Mayor Peluso: Yes Motion carried 4-0. COMMENTS FROM CITY MANAGER Mr. Fromme stated 2018 was a successful year. There will be challenges moving forward. The Board has exhibited superior leadership over the years and everyone looks forward to the new Board of Commissioners of Newport, KY January 14, 2019 Special Meeting Minutes term. COMMENTS FROM THE BOARD OF COMMISSIONERS Commissioner Guidugli • Thanked everyone for supporting him during campaign season. He recognized and thanked his family. • Remains committed to moving Newport forward while honoring our shared history and all that makes the City special. Commissioner Peluso • Newport has been a major part of his life and his family’s life. • Everyone present tonight represents the way we are here for one another when needed. • Thanked friends, family and the citizens for their support. Commissioner Rechtin • Honored to be elected and thankful to residents for their support. Truly loves doing the job on behalf of the citizens of Newport. • Elections are individual but once elected it’s a “team sport” and there is true team spirit here including on the part of the staff. Mayor Peluso • Congratulated the returning commissioners and thanked them for their professionalism and dedication. ADJOURNMENT There being no further business, Commissioner Guidugli made a motion to adjourn; second to the motion was offered by Commissioner Peluso. The mayor called for a roll call vote.
