City OF NEWPORT, KY REGULAR MEETING OF THE BOARD OF COMMISSIONERS Monday, December 16, 2019 MINUTES CALL TO ORDER / ROLL CALL The meeting was called to order by Mayor Peluso at 7:00 p.m. in the Multi-Purpose Room of the Newport Municipal Building at 998 Monmouth Street. The meeting was opened with a moment for silent invocation and the mayor led the Pledge of Allegiance. In attendance were: Commissioner Thomas Guidugli, Jr., Commissioner Frank Peluso, Commissioner Ken Rechtin, and Mayor Jerry Peluso. Absent was Commissioner Beth Fennell. Also in attendance were: City Manager Thomas Fromme, City Attorney Daniel Braun, Assistant City Manager Larisa Sims, Police Chief Chris Fangman, Fire Capt. Matthew Pleiman, Historic Preservation Officer Scott Clark, Community Liaison Bev Holiday, and City Clerk Amy Able. PERSONNEL ORDERS The city clerk read R-2019-077. AN ORDER OF THE BOARD OF COMMISSIONERS OF THE CITY OF NEWPORT, KENTUCKY APPOINTING STEVE MATHISEN TO THE CODE ENFORCEMENT BOARD OF THE CITY OF NEWPORT, KENTUCKY. Commissioner Guidugli made a motion to approve; second to the motion was offered by Commissioner Peluso. Upon hearing there were no comments or questions, the mayor called for a roll call vote. Newly promoted members of the Fire Department had insignia pinned by family members, they were congratulated, and introduced their families. At 7:12 the mayor called for a brief recess. The meeting reconvened at 7:20 with Commissioners Guidugli, Peluso, and Rechtin and Mayor Peluso present. PUBLIC FORUM No one present responded to the mayor’s invitation to address the Board. APPROVAL OF MINUTES Commissioner Peluso made a motion to approve the minutes of the Monday, November 18, 2019 regular meeting. Commissioner Guidugli offered a second to the motion. Upon hearing there were no changes, corrections, comments or questions, the mayor called for a roll call vote. AN ORDINANCE OF THE BOARD OF COMMISSIONERS OF THE CITY OF NEWPORT, KENTUCKY AMENDING § 111.03 AND § 111.27 (K) OF THE CODE OF ORDINANCES CONCERNING ALCOHOLIC BEVERAGES. Commissioner Peluso made a motion to approve; second to the motion was offered by Commissioner Guidugli. There being no comments or questions, the mayor called for a roll call vote. AN ORDINANCE OF THE BOARD OF COMMISSIONERS OF THE CITY OF NEWPORT, KENTUCKY AMENDING ORDINANCE O-2019-016 BY AMENDING THE ADOPTED BUDGET FOR THE GENERAL AND THE COMMUNITY DEVELOPMENT FUNDS OF THE CITY OF NEWPORT CONCERNING REVENUES, APPROPRIATIONS, AND EXPENDITURES FOR THE FISCAL YEAR JULY 1, 2019 TO JUNE 30, 2020. Commissioner Guidugli made a motion to approve; second to the motion was offered by Commissioner Peluso. There being no comments or questions, the mayor called for a roll call vote. NEW BUSINESS The city clerk gave first reading by title and summary to tentative O-2019-029. AN ORDINANCE OF THE BOARD OF COMMISSIONERS OF NEWPORT, KENTUCKY PURSUANT TO SECTION 71.60 OF THE CODE OF ORDINANCES AMENDING THE ONE-WAY STREET SCHEDULE IN CHAPTER 73, ADDING THORNTON STREET IN THE 300 AND 400 BLOCKS AS A ONE-WAY WESTERLY STREET. Commissioner Peluso made a motion to approve; second to the motion was offered by Commissioner Guidugli. Mr. Fromme discussed the issues with traffic flow in the area and noted Mr. Robert Steffen had spoken with twenty or more residents; the majority were in favor. At this time the 500 block of Thornton will remain two-way. Having heard all comments and questions, the mayor called for a roll call vote. AN ORDER OF THE BOARD OF COMMISSIONERS OF THE CITY OF NEWPORT, KENTUCKY AUTHORIZING AND DIRECTING MAYOR JERRY PELUSO TO EXECUTE AN AGREEMENT BETWEEN THE COMMONWEALTH OF KENTUCKY TRANSPORTATION CABINET AND THE CITY OF NEWPORT CONCERNING GRANDVIEW AVENUE (CS 1135) AND OVERLOOK DRIVE (CS 1150) RESURFACING/REPAIR PROJECT. Commissioner Guidugli made a motion to approve; second to the motion was offered by Commissioner Peluso. Mr. Fromme explained KYTC, with funds from the Department for Local Government, has awarded $330,000 for these projects ($250,000 for Grandview and $80,000 for Overlook.) Commissioner Guidugli made a motion to approve; second to the motion was offered by Commissioner Peluso. Upon hearing there were no comments or questions, the mayor called for a roll call vote. AN ORDER OF THE BOARD OF COMMISSIONERS OF THE CITY OF NEWPORT, KENTUCKY GRANTING PROPERTY ASSESSMENT MORATORIUM TO ANTHONY SEBASTIAN D/B/A WAYNE ENTERPRISES, LLC RELATING TO THE RESTORATION OF PROPERTY AT 720 ROBERTS STREET IN NEWPORT, KENTUCKY. Commissioner Peluso made a motion to approve; second to the motion was offered by Commissioner Rechtin. Mr. Fromme stated both properties have the same owner, rehabilitation work continues throughout the city. While Roberts is a side street without frequent traffic, Tenth Street is a main corridor and entrance where any improvements are a great reflection. Upon hearing there were no comments or questions, the mayor called for a roll call vote. AN ORDER OF THE BOARD OF COMMISSIONERS OF THE CITY OF NEWPORT, KENTUCKY DECLARING CERTAIN PERSONAL PROPERTY OF THE CITY OF NEWPORT AS SURPLUS AND AUTHORIZING DISPOSAL IN ACCORDANCE WITH STATE LAW. Commissioner Guidugli made a motion to approve; second to the motion was offered by Commissioner Peluso. Chief Fangman stated the police vehicles will be auctioned or scrapped as appropriate. AN ORDER OF THE BOARD OF COMMISSIONERS OF THE CITY OF NEWPORT, KENTUCKY APPROVING THE SELECTION OF AND AUTHORIZING AND DIRECTING CITY MANAGER THOMAS FROMME TO EXECUTE AN AGREEMENT WITH CT CONSULTANTS, INC. CONCERNING THE 2020 COMPREHENSIVE PLAN UPDATE. Commissioner Peluso made a motion to approve; second to the motion was offered by Commissioner Guidugli. Mrs. Sims stated an update is required every five years and the last was done in 2015. Five responses to the RFP were reviewed. Mr. Frank Twehues of CT and Mr. Chris Manning of Human Nature were present. The process begins with discovery in January, past plans and current conditions will be reviewed before visioning and public input begin followed by an action plan and finalization. The twelve-month process starts with a steering committee in January. To stimulate engagement there will be branding and a kickoff, details will follow at the February caucus meeting. Commission Peluso asked that invitations be sent to active neighborhood groups and ReNewport. Commissioner Rechtin added an ongoing communication tool is ideal. Commissioner Peluso: Yes Commissioner Rechtin: Yes Commissioner Guidugli: Yes Mayor Peluso: Yes Motion carried 4-0. COMMENTS FROM CITY MANAGER Mr. Fromme stated 2019 was a good year. Many open and pending projects indicate 2020 will be another great year. The update to the comprehensive plan is a great chance to revisit and expand on great attributes such as Newport having a long history of being a walkable community, even before it was popular as a green concept. Too often flaws are magnified, and successes minimized. In 2020 the City celebrates 225 years, there is much to celebrate. COMMENTS FROM THE BOARD OF COMMISSIONERS Commissioner Rechtin extended holiday wishes to all. Commissioner Peluso there have been many accomplishments and relatively few setbacks in recent years even with reduced staffing. Residents wanting improvement remain the driving force. Commissioner Guidugli the year ahead is exciting, thanks to those participating with improvement. • East Row Christmas Walk record success and raised over $30,000. • Another new initiative is the strengthened dog park in a new location. Mayor Peluso the Renaissance Commission has set a goal of raising $30,000 for the dog park and is accepting donations. • Extended sympathy to the family of Pat Bud.
