SPECIAL MEETING OF THE BOARD OF COMMISSIONERS
Thursday, September 17, 2020
MINUTES
CALL TO ORDER / ROLL CALL
The meeting was called to order by Mayor Peluso at 5:00 p.m. and held via video teleconference via the Zoom
meeting application with a live stream to the City’s Facebook page.
Clerk’s note: In accordance with the Governors Emergency Order and the provisions of SB 150, it is
allowable to conduct the meeting via a live video teleconference. The notice of the special meeting advised
the public how to comment in advance or during the meeting. No advance comments were received.
In attendance via video teleconference were: Commissioner Frank Peluso, Commissioner Beth
Fennell. Commissioner Thomas Guidugli, Jr., Commissioner Ken Rechtin, and Mayor Jerry Peluso.
Also in attendance were: City Manager Thomas Fromme, Director of Finance Lenny Kuntz, Assistant
City Attorney John Hayden, Police Chief Chris Fangman, Fire Chief Bill Darin, Assistant City
Manager Larisa Sims, and City Clerk Amy Able.
PUBLIC HEARINGS
The mayor opened the public hearing. The notice and proposed Property Tax Rate, as
advertised were reviewed. Mr. Fromme addressed the Board and gave a brief presentation noting
the adopted budget included a four percent increase to revenue which would be obtained through
adoption of the proposed, allowable rate. No residents submitted comments to city staff in
advance and no related comments were made during the live stream to the City Facebook page.
The public hearing was closed at 5:20 p.m.
NEW BUSINESS
The city clerk gave first reading by title and summary of O-2020-014.
AN ORDINANCE OF THE BOARD OF COMMISSIONERS OF THE CITY OF NEWPORT,
KENTUCKY LEVYING AND ASSESSING AD VALOREM TAXES FOR CITY
PURPOSES FOR THE FISCAL YEAR 2020-2021 ON ALL PROPERTY LOCATED
WITHIN THE CITY OF NEWPORT, KENTUCKY.
Commissioner Guidugli made a motion to approve; second to the motion was offered by
Commissioner Rechtin. Upon hearing there were no comments or questions, the mayor called
for a vote; by show of hands, the motion carried unanimously, 5:0.
The city clerk gave first reading by title and summary of O-2020-015.
AN ORDINANCE OF THE BOARD OF COMMISSIONERS OF THE CITY OF NEWPORT,
KENTUCKY AMENDING VARIOUS SECTIONS OF THE OFFICIAL ZONING
ORDINANCE OF THE CITY OF NEWPORT, KENTUCKY.
Commissioner Guidugli made a motion to approve; second to the motion was offered by
Commissioner Fennell. Mrs. Sims explained the text amendments to two sections were approved
by the Planning and Zoning Commission in August. The first change adds outdoor dining as an
accessory to indoor dining as a permitted use in the Neighborhood Commercial and Shopping
Center Zone. Mrs. Sims confirmed there is also a permit required for outdoor dining. The second
change makes clarification and correction to height requirements for fences around swimming
pools. Upon hearing there were no comments or questions, the mayor called for a vote; by show
of hands, the motion carried unanimously, 5:0.

AN ORDER OF THE BOARD OF COMMISSIONERS OF THE CITY OF NEWPORT,
KENTUCKY DECLARING CERTAIN PERSONAL PROPERTY OF THE CITY OF
NEWPORT AS SURPLUS AND AUTHORIZING DISPOSAL IN ACCORDANCE WITH
STATE LAW.
Commissioner Fennell made a motion to approve; second to the motion was offered by
Commissioner Rechtin. The mayor noted the last online auction had good results and the city
clerk confirmed these items will also be sold via online auction, details will be published on the
city website. Upon hearing there were no comments or questions, the mayor called for a vote;
by show of hands, the motion carried unanimously, 5:0.
ADJOURNMENT
There being no further business, Commissioner Guidugli made a motion to adjourn; second was offered by
Commissioner Fennell. The motion carried 5:0. The meeting adjourned at 5:30 p.m.
