CALL TO ORDER
The meeting was called to order by Mayor Guidugli, in the Multipurpose Room of the Newport
Municipal Building, 998 Monmouth Street, on Monday, March 28, 2022, 7:00 PM.

AN ORDER OF THE BOARD OF COMMISSIONERS OF THE CITY OF NEWPORT,
KENTUCKY AUTHORIZING AND DIRECTING MAYOR THOMAS L. GUIDUGLI JR. TO
EXECUTE AN AGREEMENT BETWEEN THE COMMONWEALTH OF KENTUCKY
TRANSPORTATION CABINET AND THE CITY OF NEWPORT CONCERNING THE
CAROTHERS ROAD REHABILITATION PROJECT/ITEM NO. 06-00427.00
Comments/Discussion
City Manager Thomas Fromme – Commented this is the second supplement that the
state has approved, and this is a bookkeeping measure. The next phase is anticipated
to be bid out in October.
Commissioner Beth Fennell – Commented SNK money has been used for some of this
project which we were able to get through our relationship with OKI.

DEPARTMENT HEAD COMMENTS

CITY MANAGER COMMENTS
City Manager Thomas Fromme
o There are a lot of City projects that have either started or are in the pipeline.
o The 13th/14th Street Martins Gate Ground Breaking/Ribbon Cutting has been
delayed due to the possibility of bad weather; Currently there is not a timeline
available for this project.
o Thanked the two newly appointed Historic Preservation Committee members and
thanked all the Board and Committee volunteers for their service.

BOARD OF COMMISSIONERS COMMENTS
Vice Mayor Frank Peluso
o He encouraged citizens to attend the upcoming public meeting at the Kenton
County Government Building regarding the new Fourth Street Bridge, because
it’s a vital link for the City of Newport and the City of Covington.
o He would like to ensure we have a Park Board to review our recreational park
needs. He would like photos of all the different parks in the City to be made
available on social media. He would like some of our federal funding spent on
park improvements.
Commissioner Beth Fennell
o She informed the Brent Spence Bridge Project will affect the traffic in the City of
Newport. Kentucky and Ohio have both agreed and have a memorandum of
understanding that the different transportation departments are going to apply for
federal funding under the Trillion Dollar Build Back Better Bill that was passed.
The current estimate for the bridge cost is 2.8 billion dollars. While the new bridge
is being constructed, the original bridge will still be running. This project is
expected to break ground in 2023 and could take five years.
Commissioner Jerry Peluso
o He asked for an update about what is going on with the national temporary fence
surrounding the vacant lot at the corner of Fifth and Central.
City Manager Thomas Fromme stated it is to keep people from parking,
littering, and drinking on the lot.
Commissioner Ken Rechtin
o He would like to put ARPA funds into fixing lead-based lines and retention
systems to stop some of the overflows.
o He would like to occasionally have speakers from regional boards to offer updates
about ongoing projects and economic development.
Mayor Thomas L. Guidugli Jr.
o He thanked all the City Board and Committee volunteers and notified the public
that there is an application available on the Newport City website for anyone
who is interested in serving.
o He commented the bridge that will connect Covington and Newport will be
critical for the success of our growing cities and the success of our Skyline. He
encouraged residents to attend the public meetings and offer their input.
o He asked everyone to complete the ongoing surveys regarding parks and
playground equipment because it’s critical to move forward
