SPECIAL MEETING OF THE BOARD OF COMMISSIONERS
JANUARY 9, 2023 at 7:00 p.m.
MINUTES
CALL TO ORDER AND ROLL CALL
The meeting was called to order by Mayor Thomas L. Guidugli Jr. at 7:00 p.m. in the Multi-
Purpose room of the Newport Municipal Building at 998 Monmouth Street.
In Attendance:
Mayor Thomas L. Guidugli Jr., Commissioner Mike Radwanski, Commissioner Julie Smith-
Morrow, Commissioner Ken Rechtin.
Others Present:
City Manager Thomas Fromme, Assistant City Manager John Hayden, Police Chief
Christopher Fangman, Fire Chief Frank Peluso, Deputy City Clerk Joy Rovno.
OATH OF OFFICE ADMINISTERED TO COMMISSIONERS
The Honorable Judge Daniel Zalla administered the oath of office to the Board members.
NEW BUSINESS
COMMISSIONERS ORDER NO. R-2023-001
AN ORDER OF THE BOARD OF COMMISSIONERS OF THE CITY OF NEWPORT,
KENTUCKY, APPOINTING ELISABETH FENNELL TO THE POSITION OF VICE
MAYOR IN THE CITY OF NEWPORT, KENTUCKY EFFECTIVE JANUARY 1, 2023.
Commissioner Rechtin made a motion to approve R-2023-001. Commissioner
Radwanski offered a second to the motion. The Mayor called for a vote:
Commissioner Mike Radwanski Yes
Commissioner Julie Smith-Morrow Yes
Commissioner Ken Rechtin Yes
Mayor Thomas Guidugli Jr. Yes
Motion Carried 4-0
CITY MANAGER COMMENTS
Mr. Fromme stated this is an exciting time to welcome two new commissioners. He is excited
to work together for a successful 2023.
BOARD OF COMMISSIONERS COMMENTS
Commissioner Rechtin
Mr. Recthin stated while taking the oath, they swear to have never been in a duel, the State
of Kentucky has not had a duel in 150 years, He stated it’s been two years since the
insurrection at our nation’s capital, this is a reminder we should resolve our differences in a
common way of discussion and debate, there should never be political violence. He thanked
the voters and congratulated Mr. Radwanski and Dr. Smith-Morrow, he looks forward to
working together as a team over the next few years.
Commissioner Radwanski
Mr. Radwanski thanked the voters for their support, as well as his family and mentors.
He also thanked his employer which allows him to serve the people of Newport in this
capacity.
Commissioner Smith-Morrow
Dr. Smith-Morrow thanked all those who attended in person and those watching from home.
She stated this is an exciting time in the City and she is grateful to be able to serve the
people of Newport and thanked all that serve our citizens every day; she looks forward to
being a part of this team.
Mayor Guidugli
Mr. Guidugli stated this is an exciting time in Newport, with new team members. We will
work together, learn together and govern together.
ADJOURNMENT
Commissioner Smith-Morrow made a motion to adjourn; second to the motion was
offered by Commissioner Radwanski. The Mayor called for a vote; the motion carried
unanimously, 4:0. The meeting ended at 7:08 p.m.
