CITY OF NEWPORT, KY REGULAR MEETING OF THE BOARD OF COMMISSIONERS Monday, November 20, 2023 MINUTES Call to Order: op A regular meeting was called to order by Mayor Guidugli Jr. on November 20, 2023, at 7:00 p.m. in the Multipurpose Room of the Newport Municipal Building at 998 Monmouth Street. The y meeting was opened with a silent invocation and the Pledge of Allegiance. In attendance were: Commissioner Radwanski, Commissioner Smith-Morrow, Commissioner Rechtin, Vice Mayor lC Fennell, Mayor Guidugli Jr., City Manager Thomas Fromme, City Attorney Daniel Braun, Police Chief Christopher Fangman, Fire Chief Frank Peluso, Planning and Development Director Brian Steffe, Finance Director Lenny Kuntz, and City Clerk Tiffany Myers. O-2023-022 An AN ORDINANCE OF THE BOARD OF COMMISSIONERS OF THE CITY OF NEWPORT, KENTUCKY AMENDING SECTION 30.029 OF THE CODE OF ORDINANCES TO INCLUDE SECTION (F) CONCERNING MEETING ATTENDANCE. A motion by Commissioner Radwanski, seconded by Commissioner Smith-Morrow, to approve Ordinance O-2023-022 as read. ot Comments: City Manager Fromme advised that with this Ordinance, up to two members can join via Zoom if they are sick or out of town. We decided on two members to ensure we have a quorum. We still N have the option to call a remote meeting if more than two members are absent. O-2023-021 AN ORDINANCE OF THE CITY OF NEWPORT, KENTUCKY AUTHORIZING THE ISSUANCE OF CITY OF NEWPORT, KENTUCKY GENERAL OBLIGATION BONDS, SERIES 2023 IN THE APPROXIMATE AGGREGATE PRINCIPAL AMOUNT OF $16,500,000 (WHICH AMOUNT MAY BE INCREASED BY UP TO $1,650,000 OR DECREASED IN ANY AMOUNT) FOR THE op PURPOSE OF FINANCING A PORTION OF THE COSTS OF THE CONSTRUCTION OF A PARKING FACILITY; APPROVING THE FORM OF BONDS; AUTHORIZING DESIGNATED OFFICERS TO EXECUTE AND DELIVER THE BONDS; AUTHORIZING AND DIRECTING THE y FILING OF NOTICE WITH THE STATE LOCAL DEBT OFFICER; PROVIDING FOR THE PAYMENT AND SECURITY OF THE BONDS; CREATING A BOND PAYMENT FUND; MAINTAINING THE HERETOFORE ESTABLISHED SINKING FUND; AND AUTHORIZING ACCEPTANCE OF THE BIDS OF THE BOND PURCHASER FOR THE PURCHASE OF THE BONDS. lC A motion by Commissioner Smith-Morrow, seconded by Vice Mayor Fennell, to approve Ordinance O-2023-021 as read. Comments: ca  City Manager Fromme gave a brief overview of the history of developing this parking garage.  Commissioner Rechtin was concerned about the finances from the city’s perspective and requested a cost analysis at the next meeting. ffi  Finance Director Lenny Kuntz advised the Board that this project is part of a TIF project.  Shawn Pan and Steve Chen, the developers of the parking garage, advised on how the garage would function and the possible prices for parking. O  Larry Hatfield and David Noell with North Shore Construction and Development Services advised that this garage would have 397 parking spaces. We currently have different designs available to establish a budget with the city.  A discussion ensued among the Commissioners with the Developers and North Shore An Construction Services about the parking garage.  Planning and Development Director Brian Steffen advised the Board that once this gets approved, we can move onto the design phase and will have the City’s Design Review Board approve the design. Comments: op City Manager Fromme advised that we had a Tree Board long ago, which was dissolved due to the lack of volunteers. With our million-dollar tree grant, the Tree Board is more vital now. Page 5|7 Comments: City Manager Fromme stated that the city administrator could sign vehicle registrations for many years. Recently, the city has been trying to register some purchased vehicles, and Campbell County is requesting the mayor to sign the registrations. I’ve had multiple conversations with Campbell County explaining that the mayor has no authority to sign in a City Manager form of government, but to no avail. This is why we have this order tonight and will have more in the future.
