CITY OF NEWPORT, KY REGULAR MEETING OF THE BOARD OF COMMISSIONERS Monday, January 22, 2024 MINUTES Call to Order: A regular meeting was called to order by Mayor Guidugli Jr. on January 22, 2024, at 7:00 p.m. op in the Multipurpose Room of the Newport Municipal Building at 998 Monmouth Street. The meeting was opened with a silent invocation and the Pledge of Allegiance. PUBLIC HEARINGS  None ot PUBLIC FORUM  Candidate Matt Lehman for District 67 introduced himself. N  Josh Tunning, 212 W 8th Street, stated he would like the developer to consider incorporating bicycle parking and electric charging stations into the garage design. APPROVAL OF MINUTES  A motion by Commissioner Rechtin, seconded by Commissioner Smith-Morrow, to approve the regular meeting minutes on December 11, 2023, as presented. Motion carried- so ordered. Page 4|8 OLD BUSINESS SECOND READING OF COMMISSIONERS ORDINANCE NO. O-2023-021 AN ORDINANCE OF THE CITY OF NEWPORT, KENTUCKY AUTHORIZING THE ISSUANCE OF CITY OF NEWPORT, KENTUCKY GENERAL OBLIGATION BONDS, SERIES 2023 IN THE APPROXIMATE AGGREGATE PRINCIPAL AMOUNT OF $16,500,000 (WHICH AMOUNT MAY BE INCREASED BY UP TO $1,650,000 OR DECREASED IN ANY AMOUNT) FOR THE PURPOSE OF FINANCING A PORTION OF THE COSTS OF THE CONSTRUCTION OF A PARKING FACILITY; APPROVING THE FORM OF BONDS; AUTHORIZING DESIGNATED OFFICERS TO EXECUTE AND DELIVER THE BONDS; AUTHORIZING AND DIRECTING THE FILING OF NOTICE WITH THE STATE LOCAL DEBT OFFICER; PROVIDING FOR THE PAYMENT AND SECURITY OF THE BONDS; CREATING A BOND PAYMENT FUND; MAINTAINING THE HERETOFORE ESTABLISHED SINKING FUND; AND AUTHORIZING ACCEPTANCE OF THE BIDS OF THE BOND PURCHASER FOR THE PURCHASE OF THE BONDS. op y A motion by Commissioner Radwanski, seconded by Commissioner Smith-Morrow, to approve Ordinance O-2023-021 as read. Comments: lC  Assistant City Manager Hayden gave an update on the project. He advised tonight that we are approving the bonds. Our projections are very conservative, and we estimate the city will make ca several million dollars. If the city decided to sell the garage, it would need to be sold at fair market value by law. Also, since this project is in a TIF District, the city can redirect tax dollars back into the site. Some can be used towards debt repayments.  Developer Shaun Pan stated that they are projecting to bring visitors to the community who will contribute $1.5 million monthly to the local economy, and the hotel will bring 40 full-time jobs and 25- 30 part-time jobs. ffi  Jason Kramb, 627 Linden Ave., wanted to know more about the financials and how to see them.  Finance Director Lenny Kuntz described TIF Districts and Pilot Programs and how the city made the O projections for this project. Mayor Guidugli requested to have a presentation when everything was finalized. O-2024-01 AN ORDINANCE OF THE BOARD OF COMMISSIONERS OF THE CITY OF NEWPORT, KENTUCKY N AMENDING SECTION 37.094 OF THE CODE OF ORDINANCES CONCERNING OCCUPATIONAL LICENSES TO AMEND SUBSECTION (A) TO PROVIDE FOR A CREDIT OF THE OCCUPATIONAL LICENSE FEE FOR NEW EMPLOYEES AS PART OF AN ECONOMIC DEVELOPMENT PROJECT BY P.L. MARKETING, INC. UNDER THE KENTUCKY BUSINESS INVESTMENT PROGRAM PURSUANT TO KRS 154.32-010 THROUGH 154.32-100. GUIDGULI TO EXECUTE A CERTIFIED LOCAL lC GOVERNMENT NATIONAL REGISTER OF HISTORIC PLACES REGISTRATION NOMINATION FORM RECOMMENDING APPROVAL OF THE EXPANSION OF YORK STREET NATIONAL REGISTER DISTRICT AS SUBMITTED TO THE STATE HISTORIC PRESERVATION OFFICE. Comments: ca Planning and Development Director Brian Steffen explained that this Order expands the York Street Historic District from the 9 and 10 hundred blocks of Orchard and the 5 and 6 blocks of York Street. This ffi will provide generalized boundaries. Also, we are working on having the Buena Vista hearing for the HP Board in the next few months and hopefully have this before this Board in the spring. Page 6|8 DEPARTMENT HEAD COMMENTS Assistant City Manager Hayden:  I wanted to provide some information on the new Tesla’s the city has. First, you don’t use the brake to stop; you would ease off the gas; by doing this, you are saving money on the brake life for this car. Secondly, if the city had a supercharger, it would charge in 18 minutes. Lastly, the cost of a Tesla was significantly less than a gas vehicle fully equipped, and we received these a lot quicker than gas vehicles currently on the market because of the backlog. This is a small step for the city to reduce its carbon footprint.  op We are scheduled to provide HB 55 training to the HP Board. This is not required to be completed by this board, but it would benefit them. Once the training is done, we can move forward with Buena Vista. y BOARD OF COMMISSIONERS' COMMENTS Commissioner Rechtin:  lC Had a productive meeting. We voted on financing a garage and appointed several people to various boards. Commissioner Radwanski:   ca I rode along with Public Works for the snow we received. This was an excellent opportunity to see what challenges they faced. Had the opportunity to test drive a Tesla. Commissioner Smith-Morrow:  ffi Excited to be able to continue to work for the city and can’t wait to see what is to come this year.   O The parking garage will be a landmark project for the city. Looking forward to seeing the Buena Vista project and would like to see a façade fund program available for the residents in that area. An Vice Mayor Fennell:   Happy to see the Tree Board being activated and thanked Caitlin and Don for serving. Would like the Assistant City Manager Hayden to see the city’s stance on a kayak launch. Mayor Guidugli: ot  This was a productive meeting, and I thank Mark and John for stepping up tonight.
