CITY OF NEWPORT, KY REGULAR MEETING OF THE BOARD OF COMMISSIONERS Monday, December 9, 2024 MINUTES Call to Order: Mayor Guidugli Jr. called a regular meeting to order on December 9, 2024, at 7:00 p.m. in the Multipurpose Room of the Newport Municipal Building at 998 Monmouth Street. The meeting was opened with a silent invocation and the Pledge of Allegiance. In attendance were: Commissioner Radwanski, Commissioner Smith-Morrow, Commissioner Rechtin, Mayor Guidugli Jr., Planning and Development Director Brain Steffen, City Attorney William Summe, Police Chief Christopher Fangman, Assistant Fire Chief Scott Kohrs, and Debbie Fleckinger. Vice Mayor Fennell and City Clerk Tiffany Myers were absent. CONSENT AGENDA COMMISSIONERS ORDER NO. R-2024-78 AN ORDER OF THE BOARD OF COMMISSIONERS OF THE CITY OF NEWPORT, KENTUCKY, APPOINTING ROSEMARY WILLIAMS TO THE POSITION OF LEGAL ADMINISTRATIVE ASSISTANT EFFECTIVE IN THE OFFICE OF CITY MANAGER, PURSUANT TO ORDINANCE EFFECTIVE JANUARY 1, 2025. Motion by Commissioner Smith-Morrow, seconded by Commissioner Radwanski, to approve Order R-2024-78 as read. R-2024-91 AN ORDER OF THE BOARD OF COMMISSIONERS OF THE CITY OF NEWPORT, KENTUCKY, APPOINTING SEAN CALLERO TO THE POSITION OF FIREFIGHTER/PARAMEDIC IN THE NEWPORT FIRE/EMS DEPARTMENT EFFECTIVE JANUARY 6, 2025. Motion by Commissioner Radwanski, seconded by Commissioner Rechtin, to approve Order R- 2024-91, as read. R-2024-92 AN ORDER OF THE BOARD OF COMMISSIONERS OF THE CITY OF NEWPORT, KENTUCKY, APPOINTING EYTHAN NUBERN TO THE POSITION OF POLICE CADET IN THE NEWPORT POLICE DEPARTMENT EFFECTIVE DECEMBER 2, 2024. A motion by Commissioner Rechtin, seconded by Commissioner Radwanski, to approve the Order R-2024-92 as read. The meeting reconvened with the following members present: Commissioner Radwanski, Commissioner Smith-Morrow, Commissioner Rechtin, and Mayor Guidugli. APPROVAL OF MINUTES A motion by Commissioner Smith-Morrow, seconded by Commissioner Rechtin, to approve the Regular Meeting Minutes from November 18, 2024, and Special Meeting Minutes November 26, 2024, as presented. Motion carried- so ordered. OLD BUSINESS: SECOND READING OF COMMISSIONERS ORDINANCE NO. O-2024-16 AN ORDINANCE OF THE BOARD OF COMMISSIONERS OF THE CITY OF NEWPORT, KENTUCKY AMENDING SECTION 150.23 (A) OF THE CODE OF ORDINANCES CONCERNING THE APPEAL OF CODE CITATIONS. A motion by Commissioner Rechtin, seconded by Commissioner Smith-Morrow, to approve Ordinance O-2024-16 as read. O-2024-20 AN ORDINANCE OF THE BOARD OF COMMISSIONERS OF THE CITY OF NEWPORT, KENTUCKY AMENDING SECTION 31.44 OF THE CODE OF ORDINANCES REGARDING PERSONNEL WITHIN THE POLICE DEPARTMENT. A motion by Commissioner Radwanski, seconded by Smith-Morrow, to approve Ordinance O- 2024-20 as read. DEPARTMENT HEAD COMMENTS  All department heads wished everyone a Merry Christmas. BOARD OF COMMISSIONERS' COMMENTS Commissioner Rechtin  Wished everyone a Merry Christmas and a Happy New Year. Commissioner Smith-Morrow  Wished everyone a Merry Christmas and a Happy New Year.  Excited to work with Brian and John next year in their new roles.  Public Works did an excellent job preparing the leaf removal and cleaning the streets for the East Row Victorian Home Tour. Commissioner Radwanski:  Thanked all the homeowners who opened their homes up for the East Row Victorian Home Tour to the public.  Wished everyone a Merry Christmas and a Happy New Year. Mayor Guidugli  East Row Victorian Tour had a record-breaking turnout of 2,000 people.  The city had the Tree Lighting ceremony this past weekend, and there was a parade with Santa and his sleigh.  Wished everyone a Merry Christmas and a Happy New Year.
