NEWPORT HISTORIC PRESERVATION COMMISSION Special Call Meeting January 11, 2023 6:00 p.m. Meeting Minutes SWEARING IN Prior to the meeting, Ken Clift and Catherine McElwain were sworn in. ROLL CALL op y Commission members present were Ken Clift, Mary Beth Crocker, Ed Davis, Mike Kolb, Catherine McElwain, and Nick Miller. Robert Ingguls was absent. Scott Clark, Historic Preservation Officer, and John Hayden, City Attorney, were present. The meeting began lC at 6:01 p.m. The meeting was held in person in conjunction with a live stream on Newport’s YouTube page. MINUTES ca No minutes were presented to the Commission for approval. NEW BUSINESS ffi 1. COA Review- 1019 Monmouth Street, build an addition, alter façade, and construct rooftop deck. O The City Attorney swore in all those present to offer testimony at the evening’s hearing. At 6:03, Scott Clark read the Staff Report and discussed included materials. AnChair Miller asked when the Commission had previously approved a rooftop deck on the front of a building. Scott Clark clarified that the precedent was based on other properties with street-facing rooftop desks, not necessarily on Commission approval. ot Chair Miller asked for comments from the audience. Applicant John Hoebbel spoke first in support of the project. Commissioner Crocker asked about the building’s date, noting that different resources list different estimated build years. N A discussion of different sources ensued. Chair Miller asked whether this was germane to the issue of the recessed opening; Scott Clark replied that staff would be looking for physical evidence of the entry’s originality. Chair Miller asked what the applicants preferred to do with the recessed entry; John Hoebbel responded that they would prefer an entry flush with the sidewalk, but if evidence suggested that the recessed entry was original, they would defer to  that. Commissioners and Staff discussed what kind of physical evidence they might explore. Owner Paul Zindrick reported that he could see a structure in the basement that mimics the recessed entry, suggesting that it was built that way. Commissioner Kolb asked about the parapet wall; the Commissioners and the applicant discussed building materials, wall height, and guard rails. Chair Miller moved to “approve the COA for 1019 Monmouth Street to do a proposed rear rooftop deck addition, a rooftop deck, and a façade alteration that op are consistent with the Monmouth Street Design Review Guidelines” and to “give staff the authority to complete issuance for these changes once evidence has been y presented regarding the front entrance of the building as it pertains to a recessed entrance or one that is flush with the sidewalk.” Seconded by Commissioner Crocker. Motion passed unanimously. lC 2. Historic Review – 601 York Street, Determination of Eligibility for National Register of Historic Places. Scott Clark read the Staff Report and discussed included materials. ca Property owner Duane Cronin spoke in favor of a determination of eligibility. He discussed the work done to restore the property so far, plans for future work, his experience on other projects in the City, and his desire for tax credits and building code exemptions to increase the project’s profitability. ffi Scott Clark clarified that this is only one in several steps to have the building O designated; the purpose of the present meeting was to “hit the ground running” in terms of tax credits. Duane Cronin noted that this is the first required step. Chair Miller moved to “determine and resolve that 601 York meets the definition Anof historic, based on review of the architecture and history of the building and its significance to the York Street Historic District,” and “determine that the building is a contributing building to the York Street Historic District and that it contributes to the significance of the district, helps reinforce cohesiveness and continuity in the immediate vicinity.” Commissioner Kolb seconded. Staff and Commissioners discussed items for the January 25th meeting. ADJOURNMENT Chair Miller called for a motion to adjourn. Commissioner Crocker moved, and Commissioner Clift seconded.
