NEWPORT HISTORIC PRESERVATION COMMISSION September 27, 2023 6:00 p.m. Regular Meeting Minutes CALL TO ORDER AND ROLL CALL Commission members present were Ken Clift, Scott Fleckinger, Michael Haas, Mike Kolb, Catherine McElwain, and Nick Miller. Commissioner Mary Beth op Crocker was absent. Scott Clark, Historic Preservation Officer, and John Hayden, Assistant City Manager, were present. The meeting began at 6:02 p.m. The y meeting was held in person in conjunction with a live stream on Newport’s YouTube page. SWEARING-IN lC Commissioner Michael Haas was sworn in by Assistant City Manager John Hayden. APPROVAL OF MINUTES ca Commissioner Clift moved to approve the minutes as revised from the August 9, 2023 meeting, seconded by Commissioner Fleckinger. Motion passed unanimously. PUBLIC HEARING ITEMS ffi O 1. Nomination to the National Register of Historic Places for an addition to the previously designated York Street National Historic District (HP 2300836) An Requested By: Pinion Advisers Wes Cunningham of Pinion Advisers presented on the proposal for the addition to the York Street National Historic District. He emphasized that the District expansion was based on a new criterion of significance; there is no change in the period of significance. ot Chair Miller asked whether any Commissioners had questions for the presenter; there were none. Chair Miller invited the public to comment; no N one in the audience spoke. Mr. Clark invited Marty Perry of the Kentucky Heritage Council to speak about the District and eligibility for Rehabilitation Tax Credits. Mr. Perry discussed Rehabilitation Tax Credits and the application process. Chair Miller moved that, “based on the commission review of the proposed expansion of the York Street National Register District and the input of the Public Hearing, the District is significant under Criterion A in that the listed buildings aid in telling the story of Newport’s growth and expansion as well as its transition from large, high-style buildings to more modest homes. I further move that the proposed district retains its historic integrity as evidenced by the Survey of Properties, its connection to the original York Street District, and the addition of 56 contributing properties, which does not seek to expand the period of significance. The District expansion as it op is presented is recommended to the Kentucky Heritage Council and the Newport Board of Commissioners as eligible for listing on the National y Register of Historic Places.” Motion seconded by Commissioner Fleckinger. Motion passed unanimously. OTHER BUSINESS lC Scott Clark informed the Commission that the revised Historic Preservation Commission Ordinance was passed by the Newport Board of Commissioners. One of the requirements is the adoption of Bylaws; Mr. Clark informed the Commission that Staff are working on a draft of Bylaws to present at the October 25 meeting. COMMISSIONER COMMUNICATION ca ffi Chair Miller requested that an election for the Vice Chairperson be agendized for the next meeting. NEXT MEETING October 25, 2023 O An ADJOURNMENT Commissioner Kolb moved to adjourn the meeting. Motion passed unanimously.
