NEWPORT HISTORIC PRESERVATION COMMISSION January 24, 2024 6:00 p.m. Regular Meeting Minutes CALL TO ORDER AND ROLL CALL A regular meeting was called to order by NHPC Chair Nick Miller on January 24. 2024, at 6:07 pm in the Multipurpose Room of the Newport Municipal Building at 998 Monmouth Street. Commission members present were Mary Beth Crocker, Scott Fleckinger, Michael Haas, Mike Kolb, Mark Ramler, and Nick Miller. Commissioner Ken Clift joined the meeting at 6:12 p.m., after both public hearing items had been voted upon. John Hayden, Assistant City Manager; Brian Steffen, Planning and Development Director; Scott Clark, Historic Preservation Officer; and Jennifer Williams, Historic Preservation Assistant, were present. The meeting was held in person in conjunction with a live stream on Newport’s YouTube page. APPROVAL OF MINUTES Commissioner Kolb moved to approve the minutes from the October 25, 2023 meeting, seconded by Commissioner Crocker. Motion passed unanimously. PUBLIC HEARING ITEMS 1. Election of a Vice Chairperson for the Newport Historic Preservation Commission (HP 2400021) Requested By: City of Newport Chair Miller nominated Commissioner Kolb for Vice Chairperson. Motion by Chair Miller, seconded by Commissioner Crocker, to elect Commissioner Kolb as the NHPC Vice Chairperson: Roll Call: Commissioner Clift Not Present Commissioner Crocker Yes Commissioner Fleckinger Yes Commissioner Haas Yes Commissioner Kolb Yes Commissioner Ramler Yes Chair Miller: Yes 2. Adoption of Revised Bylaws for the Newport Historic Preservation Commission (HP 2400022) Requested By: City of Newport 1|Page  A motion by Commissioner Ramler, seconded by Commissioner Fleckinger, to approve the Bylaws as presented. Mr. Steffen discussed proper procedures for public hearings. Mr. Hayden discussed recent litigation from other communities that is relevant to the work of the Newport Historic Preservation Commission. Mr. Clark discussed upcoming available trainings, updated the Commission on the York Street National Historic District Expansion, and discussed the Northern Kentucky Restoration Weekend event scheduled for April 27. NEXT MEETING February 28, 2024 ADJOURNMENT Commissioner Crocker moved to adjourn the meeting, seconded by Commissioner Fleckinger. Motion passed unanimously.
