BACKGROUND: l In 2012, the City was granted temporary authority by the General Assembly to sell qualifying City-owned properties, which are less than 2,501 square feet, for a nominal amount of one dollar. l A list of the eligible properties was created and an interdepartmental review process determined which parcels were considered surplus and desirable for disposition. l Eligible abutting landowners were contacted via certified mail to ascertain their interest in acquiring the City properties for the nominal amount. l Utilizing the temporary authority to dispose of these properties will afford the adjacent landowners acquiring these properties options related to expansion of their homes as fifty-foot lots in the Southeast Community. l The properties then become fully developable under current City regulations, increase the City's tax base, and reduce costs incurred by the City. l The City Manager recommends approval. BACKGROUND: l In July 2006, City Council adopted Resolution No. 11218-06 endorsing the efforts of the Keeping Our Kids Safe, Violence Prevention Network. l The committee, composed of representatives from over 30 City and community-based organizations developed a number of initiatives addressing violence in our families, neighborhoods and schools. l As the City moves forward with recommendations from the April 2013 Budget Position Paper to create the Youth and Gang Violence Reduction Steering Committee and Work Group and expand violence reduction efforts, it is appropriate to repeal Resolution No. 11218-06. l The City Manager recommends approval. WHEREAS, on July 11, 2006, the Council of the City of Newport News (the “Council”) adopted Resolution No. 11218-06 endorsing Keeping Our Kids Safe: the Newport News Violence Prevention Network; and WHEREAS, the Keeping our Kids Safe: The Newport News Violence Prevention Network was focused primarily on developing and implementing violence prevention strategies for school- aged children; WHEREAS, in April 2013, the Council received a “FY 2014 Budget Position Paper” subtitled “Youth and Gang Violence Reduction” from the Office of the City Manager that recommended abolishing Keeping our Kids Safe: the Newport News Violence Prevention Network by repealing Resolution No. 11218-06; and WHEREAS, the position paper described above recommended the creation by the City Manager of a Youth and Gang Violence Reduction Steering Committee; and WHEREAS, the role of the Youth and Gang Violence Reduction Steering Committee is to assist in identifying “best practice” programs and activities that will address specific gang and youth violence related problems; and WHEREAS, the Council agrees with the continuation and expansion of the community- wide efforts to include an emphasis on reducing gang violence and continuing the work to insure violence-free environments for our children at home, in school, and in our neighborhoods; and WHEREAS, the Council agrees with the vision and goals set forth in the “FY 2014 Budget Position Paper” subtitled “Youth and Gang Violence Reduction.” NOW THEREFORE, BE IT RESOLVED by the Council of the City of Newport News, Virginia: 1. That Resolution No. 11218-06 is hereby repealed. 2. BACKGROUND: l This portion of Bellwood Road was accepted into the Traffic Calming Program in 2011 for physical measures, pending funding. l Additionally, this portion of the road was administratively approved for inclusion into the Additional Fine for Exceeding the Maximum Speed in the designated residential through streets portion of the Traffic Calming Program. l Adoption of this ordinance is required to officially include this street into Section 26-240 of the Motor Vehicles and Traffic Code. Resolution Authorizing the City Manager to Apply for $3.3 Million in Virginia Department of Transportation (VDOT) FY 2015 Revenue Sharing Funds ACTION: A REQUEST TO APPROVE A RESOLUTION AUTHORIZING THE CITY MANAGER TO APPLY FOR $3.3 MILLION IN VIRGINIA DEPARTMENT OF TRANSPORTATION (VDOT) FY 2015 REVENUE SHARING FUNDS. BACKGROUND: l The City has applied in the past with success and has several Revenue Sharing Program projects underway. l A decision on funding for the projects will be made by the Commonwealth Transportation Board in June 2014. l The City is applying for $3.3 million in VDOT funds for seven projects, six construction projects and one maintenance project. FISCAL IMPACT: l VDOT's FY 2015 Revenue Sharing program allows localities to apply for up to $10 million in funding at a 50/50 ratio. l Funds do not need to be appropriated at this time. l The City Manager recommends approval. Supporting Material CM Memo re FY15 VDOT Revenue Sharing Resolution Supporting Application to VDOT for Revenue Sharing Program FY2015 sdm12029 RESOLUTION NO. ____________________ A RESOLUTION SUPPORTING AN APPLICATION TO THE VIRGINIA DEPARTMENT OF TRANSPORTATION (VDOT) FOR AN ALLOCATION OF $3,300,000.00 THROUGH THE VDOT REVENUE SHARING PROGRAM FOR FY 2015. WHEREAS, VDOT, through its FY 2015 Revenue Sharing Program, has offered the City revenue sharing funds for use on roadway improvement projects on a 50/50 share basis; and WHEREAS, the Council of the City of Newport News desires to submit an application for an allocation of funds of up to $3,300,000.00 through the VDOT FY 2015 Revenue Sharing Program on projects totaling $6,600,000.00. WHEREAS, $750,000.00 of these funds are requested to fund the Atkinson Boulevard Right-of-Way Phase (Warwick Boulevard to Jefferson Avenue), the total cost of which is estimated to be $1,500,000.00; and WHEREAS, $1,000,000.00 of these funds are requested to fund the Jefferson Avenue Right-of-Way Phase (12th Street to 24th Street), the total cost of which is estimated to be $2,000,000.00; and WHEREAS, $750,000.00 of these funds are requested to fund the Fort Eustis Boulevard Bridge Replacement over the Reservoir, the total cost of which is estimated to be $1,500,000.00; and WHEREAS, $500,000.00 of these funds are requested to fund the Campbell Road (North) from Bland Boulevard to Warwick Boulevard, the total cost of which is estimated at $1,000,000.00; and WHEREAS, $150,000.00 of these funds are requested to fund a conversion to a traffic signal mast arm at Warwick Boulevard and Industrial Park Drive, the total cost of which is estimated at $300,000.00; and WHEREAS, $75,000.00 of these funds are requested to fund improvements to sidewalks including ADA compliant ramps as part of an annual program, the total cost of which is estimated to be $150,000.00; and WHEREAS, $75,000.00 of these funds are requested to upgrade ADA ramps as part of an annual program, the total cost of which is estimated to be $150,000.00. Ordinance Authorizing the City Manager to Execute the Necessary Documents for the Voluntary Acquisition of Property Located at 15312 Warwick Boulevard for Municipal Stormwater Management Purposes ACTION: A REQUEST TO ADOPT AN ORDINANCE THAT AUTHORIZES THE CITY MANAGER TO EXECUTE ANY AND ALL DOCUMENTS NECESSARY FOR THE VOLUNTARY ACQUISITION OF 15312 WARWICK BOULEVARD FOR MUNICIPAL STORMWATER MANAGEMENT PURPOSES. BACKGROUND: l In light of pending changes to the stormwater management regulations at both the state and federal levels, the Department of Engineering is recommending opportunistic purchases of large, strategically-located parcels for purposes of municipal stormwater management. l Given its location and physical characteristics, the subject property was identified as a possible site for future municipal initiatives. FISCAL IMPACT: l The owners of the subject property have formally offered the City the option to purchase the unimproved parcel for its appraised value of $125, 000. l Funding for the proposed acquisition will come from previously appropriated City-wide drainage funds. l The City Manager recommends approval. That the City Manager is hereby authorized and directed to act for and on behalf of the City of Newport News in offering to purchase the property for $125,000.00, which is the appraised value of the property, provided that any outstanding claims against the property for taxes or other liens shall be paid by the seller. That in order to provide funds to defray the costs incident to the acquisition of said property, funds previously appropriated for city-wide drainage purposes are hereby authorized for such purposes.
