(AMR) Request to Operate in the City The City has received a request from American Medical Response Mid- Atlantic, Inc. (AMR) to allow it to provide non-emergent medical transport services to the citizens of Newport News and to stage Basic and Advanced Life Support Ambulances at Riverside Regional Medical Center at 500 J. Clyde Morris Boulevard to provide contracted services. Pursuant to the Code of Virginia, Section 15.2-955, and 12 VAC 5-31-420, the Virginia Department of Health (VDH) requires applicants for Emergency Medical Services (EMS) licensure to obtain a resolution from the governing body of each locality where the agency will provide services. The resolution is a required portion of the application for EMS Agency licensure. After receipt of a completed application, the State Office of EMS determines whether the applicant qualifies for licensure The principals for AMR have agreed to the following conditions: 1. American Medical Response Mid-Atlantic, Inc. (AMR) will limit its transport services to non-emergency transports. 2. Ordinance Authorizing an Encroachment Agreement Approving the Encroachment for Lot 6A-7 in City Center at Oyster Point (CCOP) ACTION: A REQUEST TO APPROVE AN ORDINANCE AUTHORIZING AN ENCROACHMENT AGREEMENT APPROVING AN APPROXIMATE 1.86-FOOT ENCROACHMENT FOR LOT 6A-7 IN CITY CENTER AT OYSTER POINT (CCOP) INTO THIMBLE SHOALS BOULEVARD. BACKGROUND: l During the construction process of the new movie theater/restaurant complex, the property owner, discovered a portion of the canopy was designed and constructed with a slight encroachment into the Thimble Shoals Boulevard right-of-way. l In City Center, public rights-of-way typically have a five (5) foot encroachment easement reserved by the EDA along property lines, however, no such easement exists along Thimble Shoals Boulevard. l In an effort to continue project development without a substantial redesign, the property owner is requesting approval of an approximate 1.86-foot encroachment into the adjacent right-of-way on Thimble Shoals Blvd. l Staff has coordinated with both the Departments of Engineering and Codes Compliance to ensure that neither Department has any objection to the encroachment request. l The City Manager recommends approval. Supporting Material CM Memo re PSAP Education Grant sdm12437 Appropriation re PSAP Education Grant  CITY OF NEWPORT NEWS OFFICE OF THE CITY MANAGER April 2, 2014 TO: The Honorable City Council FROM: City Manager SUBJECT: Public Safety Answering Point (PSAP) Education Grant The Virginia Information Technologies Agency (VITA) is the Commonwealth’s consolidated information technology organization. The Public Safety Answering Point (PSAP) Grant Program is a multi-million dollar grant program administered by the Virginia E-911 Services Board, which is part of VITA. The Newport News Police Department (NNPD) handles organizational responsibility for the City’s emergency dispatch for police, fire and ambulance services. The purpose of the PSAP Grant Program is to financially assist Virginia primary PSAPs with the purchase of equipment and services that support the continuity and enhancement of wireless E-911. Any Virginia primary PSAP that supports wireless E-911 is eligible to apply for and receive these funds either as a standalone applicant or as part of a regional initiative or a consolidation project. Localities must apply for these grants and the application must show a benefit to E-911 call processing. The Police Department applied for a $2,000 PSAP grant to send selected Dispatchers to the 2014 spring and fall conferences of the Association of Public- Safety Communications Officials (APCO). The spring conference is in Virginia Beach; the fall conference is in Roanoke. The conferences focus on the latest industry trends and technologies for E-911 Centers. BACKGROUND: l The federal HOME Investment Partnerships Program provides funding under an entitlement formula to cities, urban counties, and state governments to undertake housing rehabilitation, housing development, down payment assistance and tenant-based assistance for lower income persons. l HUD requires a locality that utilizes HOME funds to provide a matching amount equal to 25% of its allocation, and after considering in-kind contributions and other resources, an appropriation of $100,000 is required for FY 2014. l These grant funds will be used to supplement the revolving construction account being used to to complete new homes and rehabilitate existing homes in the Southeast Community. l The City Manager recommends approval. FISCAL l N/A IMPACT: Supporting Material CM Memo re FY14 HOME Grant Local Match sdm12436 Appropriation re HOME Grant  CITY OF NEWPORT NEWS OFFICE OF THE CITY MANAGER April 2, 2014 TO: The Honorable City Council FROM: City Manager SUBJECT: Appropriation of FY 2014 HOME Grant Local Match City Council is being asked to appropriate the FY 2014 HOME Grant Local Match in the amount of $100,000. As you know, the federal HOME Investment Partnerships Program provides funding under an entitlement formula to metropolitan cities, urban counties, and state governments to undertake housing rehabilitation, housing development, down payment assistance and tenant-based assistance for lower income persons. HUD requires that a locality utilizing HOME funds provide a matching amount equal to 25% of its allocation. For FY 2014, after considering in- kind match and other resources, this amount is $100,000. These funds will be used to supplement the revolving construction account being used to complete new homes and rehabilitate existing homes in the Southeast Community. Construction is planned to continue in the greater Madison Heights area, and will include developing as many homes as possible, with at least 10 (ten) more homes over the next year. The funding source for this appropriation is the FY 2014 General Fund Local Grant Match. I recommend approval of the Resolution, prepared and provided by the City Attorney’s Office, authorizing appropriation of $100,000 for the FY 2014 HOME Grant Local Match. James M. BACKGROUND: l The Police Department applied for and received funding from the Virginia E-911 Services Board, a part of the Virginia Information Technologies Agency. l The software utilized by the CAD system in the City's 911 Emergency Dispatch location must be updated and a cooling tower is needed for the mechanical room which houses the call processing equipment at the alternate dispatch site. l This grant will allow the purchase of the software for four workstations and a cooling tower. The pavement at Warwick Boulevard and Bland Boulevard will be raised approximately 2.5 feet to prevent flooding of the roadway. The additional construction funding is required to relocate existing utilities on the project due to the resulting increased depth of the utilities. This will help to alleviate flooding in the surrounding area and within the watershed. Supporting Material CM Memo re FY13 Schools State Carry Forward Funds sdm12453 Appropriation re FY2013 Schools State Carry Forward Funds  CITY OF NEWPORT NEWS OFFICE OF THE CITY MANAGER April 2, 2014 TO: The Honorable City Council FROM: City Manager SUBJECT: Schools FY 2013 Carry-forward of State Revenue Appropriation The State has in the past allowed the School Division to receive but not spend current revenues during a fiscal year. These revenues would be placed into reserves, be carried forward into the next fiscal year, and the School Division would be able to spend those funds. Beginning in FY 2003, the State requires that any of these carry-forward revenues be appropriated by the local governing body. Specifically for FY 2013 the State allowed: “Any locality that has met its required local effort for the Standards of Quality accounts for FY 2013 and that has met its required local match for incentive or Lottery-funded programs in which the locality elected to participate in FY 2013 may carry over into fiscal year 2014 any remaining state Direct Aid to Public Education fund balances available to help minimize any FY 2014 revenue adjustments that may occur in state funding to that locality. Localities electing to carry forward such unspent state funds must appropriate the funds to the school division for expenditure in FY 2014. " For FY 2013, the State Revenue to Schools exceeded the budgeted amount by $621,005 due to higher than expected enrollment. After discussions with the School Superintendent, it was agreed that these funds will be used to help defray the construction costs of the new Magruder Elementary School, or for related projects. After school district rezoning occurs, the new Magruder Elementary School will be able to add kindergarten classes to the Marshall Early Childhood Center, which currently serves only four-year olds.
