Consistent with your Work Session briefing, it is now appropriate to amend the SIP Parcel 12 Lease to adjust the square footage and provide for a three-month rent abatement. The net additional square footage to be added to the leaseable area of SIP Parcel 12 is 13,071.54 square feet. Ordinance Authorizing the City Manager to Execute a Lease Agreement by and between the City of Newport News, Virginia and CurtMont Global Services, Inc., for Food and Beverage Services at the Newport News Golf Club at Deer Run ACTION: A REQUEST TO ADOPT AN ORDINANCE AUTHORIZING THE CITY MANAGER TO EXECUTE A LEASE AGREEMENT BY AND BETWEEN THE CITY OF NEWPORT NEWS, VIRGINIA AND CURTMONT GLOBAL SERVICES, INC., FOR FOOD AND BEVERAGE SERVICES AT THE NEWPORT NEWS GOLF CLUB AT DEER RUN. BACKGROUND: The Newport News Golf Club provides food and beverages through a contractual arrangement with an outside vendor who utilizes the golf course's onsite restaurant and kitchen. The previous food services vendor, Virginia Hospitality Services, Inc., ceased operations at the Golf Course in January of this year. The City initiated a competitive bid and selection process, to which three qualified vendors were chosen. In February, staff interviewed the vendors and selected CurtMont Global Services, Inc., a company with national experience in food and beverage services. CurtMont currently provides similar golf food services in Portsmouth, Hampton and Petersburg, Virginia. CurtMont's lease requires them to provide food and beverage services to golfers before, during, and after their rounds. FISCAL IMPACT: Under the lease agreement, CurtMont would pay the City $700/month for rent. Estimated annual revenues to the City are expected to exceed $30,000. The lease agreement would begin on Aprill 11, 2017 for a one (1) year period and includes four (4) successive one (1) year  renewals that can be exercised at the discretion of the City. Resolution of Recognition: Ella Jane Fitzgerald's 100th Birthday ACTION: A REQUEST TO APPROVE A RESOLUTION OF RECOGNITION HONORING ELLA JANE FITZGERALD ON HER 100TH BIRTHDAY BACKGROUND: Ella Jane Fitzgerald was born in Newport News on April 25, 1917. Miss Fitzgerald and her family later moved to New York, where she was discovered after entering and winning an amateur talent contest at the Apollo Theater at the age of 16. Soon thereafter, Miss Fitzgerald met Chick Webb, joined his band as a vocalist and in 1938, she helped turn the nursery rhyme "A-Tisket, A-Tasket" into a jazz hit, which she performed regularly with the Chick Webb Orchestra. After Mr. Webb's death, the Orchestra was named as Ella and her Famous Orchestra. In 1942, she began a solo career and in 1956, she became a featured artist with Verve Records. During her career, Ella Fitzgerald was nicknamed "The First Lady of Song", recorded over 200 albums and around 2,000 songs. Miss Fitzgerald was the first female vocalist to win a Grammy Award, winning two awards at the inaugural 1959 event, went on to win a total of 14 Grammy Awards, was honored with a star on the Hollywood Walk of Fame, and numerous other notable awards throughout her lifetime. Miss Fitzgerald was awarded the National Medal of Arts by President Ronald Reagan, was made a Commander in France's Order of Arts and Letters, and was awarded the highest civilian award of the United States, the Presidential Medal of Freedom by President George H.W. Bush.  In addition to her albums, Ella Fitzgerald appeared regularly on many memorable and highly-rated television programs. Miss Fitzgerald created and founded the Ella Fitzgerald Charitable Foundation. In celebration and commemoration her gifts, achievements and inspirational life, there have been many tributes in honor of Ella Fitzgerald. In 1997, the City of Newport News, in partnership with Christopher Newport University, created the annual Ella Fitzgerald Music Festival. The theater in the Downing-Gross Cultural Arts Center in Newport News is named the “Ella Fitzgerald Theater”. In 2007, the United States Postal Service, honored Ella Fitzgerald with the issuance of a commemorative stamp featuring her likeness. In 2008, 24th Street in Newport News was commemoratively renamed as “Ella Fitzgerald Way”. In 2017, to commemorate Ella Fitzgerald’s 100th birthday, the City of Newport News is conducting a year-long celebration comprised of many special events; and WHEREAS, in 1993, Ella Fitzgerald created and founded the Ella Fitzgerald Charitable Foundation whose mission is to “endeavor to help others achieve a better life and to carry on the outstanding humanity of...Ella Fitzgerald, the great First Lady of Song”; and WHEREAS, the Council for the City of Newport News wishes to recognize Newport News native, Ella Jane Fitzgerald, on the occasion of her 100th birthday, for her lifetime of contributions to music in the United States and worldwide, and the inspirational legacy she left behind for future generations. With this transition, leave accrual rates will also be adjusted from a weekly and semimonthly accrual basis to a biweekly accrual basis. This Ordinance amendment is needed to bring the City Code in line with the City's revised policy on biweekly pay and leave accruals. The City Manager recommends approval. Thirteen (13)One hundred fifty-six (156) hours per monthyear when employed in an active pay status through the fifth year of employment. b. Sixteen (16)One hundred ninety-five (195) hours per monthyear when employed in an active pay status after the fifth year of employment. c. Eighteen (18)Two hundred twenty-one (221) hours per monthyear when employed in an active pay status after the tenth year of employment.  d. Nineteen (19)Two hundred thirty-four (234) hours per monthyear when employed in an active pay status after the fifteenth year of employment. e. Twenty (20)Two hundred forty and one-half (240.5) hours per monthyear when employed in an active pay status after the twentieth year of employment. (2) Firefighters assigned to twenty-four-hour shifts shall earnaccrue paid personal leave as follows: a. Twenty (20)Two hundred forty and one-half (240.5) hours per monthyear when employed in an active pay status through the fifth year of employment. b. Twenty-five (25)Three hundred five and one-half (305.5) hours per monthyear when employed in an active pay status after the fifth year of employment. c. (b) Employees in regular part-time positions shall be granted thirty (30) hours of paid personal leave upon completion of fifty-two (52) weekstwenty-six (26) biweekly pay periods in which the employee has worked at least twenty (20)forty (40) hours per weekbiweekly pay period in active service with the city, in accordance with applicable policies. Thereafter such employees shall earnaccrue paid personal leave at the rate of 1.154two and one half (2.5) hours per weeklybiweekly pay period for each pay period in which the employee while in active pay status works at least twenty (20)forty (40) hours per weekbiweekly pay period, in accordance with applicable policies. 2  DIVISION 3. PAID MEDICAL LEAVE Sec. 2-119. Amount prescribed; accrual. (a) Paid medical leave shall accrue, for regular full-time employees in an active pay status, at the rate of five point five (5.5)seventy-one and one half (71.5) hours per monthyear to be equally distributed every biweekly pay period except that firefighters assigned to twenty-four-hour shifts shall accrue sixteen (16)one hundred ninety-five (195) hours of paid medical leave per monthyear to be equally distributed every biweekly pay period. (b) Paid medical leave accrued but unused shall accumulate without limit. DHS has asked to lease additional space in Rouse Tower encompassing the entire 10th floor, or 11,193 square-feet. BACKGROUND: The West Bulkhead repairs at the SIP are nearing completion and the City has submitted an Aid to Local Ports (ATLP) Grant application for $606,940 for the second phase of improvements, which include repairs to the outer harbor pier and dolphins. The ATLP Grant will require matching funds of 25% of the total project costs from the City, which should the City receive the full grant amount requested, the City's local match would be $202,313. As outlined at Council's March 28, 2017 Work Session, the EDA intends to deliver a $190,000 replacement Enterprise Zone grant to Fairlead, whose business was significantly impacted by the City's environmental remediation project work. FISCAL IMPACT: The FY 2017 Bond Authorization, Community Development Category contains $250,000 to be appropriated for project investments in the SIP. The $250,000 is requested in support of project investments in the SIP, including delivery of the Fairlead replacement grant and provision of the local match for the pending ATLP Grant application.
