JKLM and Casey have requested that the City execute an instrument to quitclaim the City's interest in the Improvements to JKLM. The City Manager recommends approval. Johnson, an extraordinary individual, exemplifies the advancement of gender and racial equality as one of the leading and most distinguished African-American women in the professional fields of mathematics, science, and space exploration. Dr. Johnson exhibited exceptional technical leadership and determination throughout the entirety of her work at National Aeronautics and Space Administration Research Center (NASA) in Hampton, Virginia, between the years of 1953 and 1986. Dr. Johnson, known as a "Human Computer," proved her intellectual aptitude in solving complex mathematic equations for America's historic aeronautical explorations. Dr. Johnson embodies great courage and humility and has served as a pioneer in the campaign to abolish racial discrimination in the years leading up to the Civil Rights Movement. In 1939, she was one of the first three African-American students to attend graduate school at West Virginia University. Dr. Johnson has served as a loyal and dedicated member of the Newport News Community and has received numerous awards and recognitions. In observation and celebration of the life and legacy of Dr. Katherine G. Johnson, this Resolution is to declare September 22, 2017 as "Dr. Katherine G. Johnson Day." Crabill ACTION: A REQUEST TO APPROVE A RESOLUTION OF RECOGNITION FOR MR. NORMAN L. CRABILL BACKGROUND: Mr. Norman Crabill, a longtime resident of Newport News, was born on October 28, 1926, in Washington D.C. Mr. Crabill received his Bachelor of Aeronautical Engineering degree from Catholic University in 1949 and his Master of Aeronautical Engineering degree from the University of Virginia in 1958. Mr. Crabill began his career with the National Advisory Committee for Aeronautics (NACA) at the Langley Memorial Aeronautical Laboratory which later became the National Aeronautics and Space Administration (NASA) and the Langley Research Center. As a member of the Pilotless Aircraft Research Division (PARD), Mr. Crabill performed supersonic and transonic flight tests of aircraft configurations, and preorbital flight tests of communication satellites. Mr. Crabill served as a Mission Design Manager for the Lunar Orbiter Program and later, as a Mission Analysis and Design Manager of the Viking Project. He also developed and managed the Langley Storm Hazards Program. After 36 years with NASA, he retired and now serves as a Freelance Consultant, lending his aeronautical expertise. This Resolution recognizes Mr. Crabill for his contributions in the field of aeronautics and space exploration. The City Manager recommends approval. Crabill, a longtime resident of Newport News, was born on October 28, 1926, in Washington D.C.; and WHEREAS, Norman L. Crabill received his Bachelor of Aeronautical Engineering degree from Catholic University in 1949 and his Master of Aeronautical Engineering degree from the University of Virginia (extension division) in 1958; and WHEREAS, in 1949, Norman L. Crabill served as the Mission Design Manager for the Lunar Orbiter Program charged with finding and photographing landing sites on the Moon for the Apollo missions; and WHEREAS, the first Lunar Orbiter launched on August 10, 1966, and was followed by four additional Lunar Orbiter missions. At the conclusion of the five missions, all the proposed lunar landing sites had been photographed and ninety-nine percent of the Moon had been mapped; and WHEREAS, after the Lunar Orbiter Program, Norman L. Crabill served as Mission Analysis and Design Manager of the Viking Project, which had the goal of landing two spacecraft on Mars to explore and photograph the surface of the planet. It was Mr. Crabill’s job to draft certain sections of proposal requests, help evaluate responses to such proposals, and also help certify the landing sites on the planet’s surface; and WHEREAS, Norman L. Crabill developed and managed the Langley Storm Hazards Program to research the prediction, detection, operating procedures, and design criteria involved in operating aircraft in heavy precipitation, wind shear, turbulence, and lightning; and WHEREAS, following his retirement from NASA after 36 years of service, Norman L. Crabill has served as a free lance consultant, lending his aeronautical expertise on “...anything but helicopters”; and WHEREAS, Norman L. Crabill holds two patents, has authored or co-authored over 40 publications, and has received numerous awards from NASA for his work; and  WHEREAS, in 2001, Norman L. Crabill received the Judge Spain Leadership Award from the Virginia Aeronautical Society and was inducted into the Virginia Aeronautical Society’s Hall of Fame in 2008; and WHEREAS, in 2003, Norman L. Crabill was inducted into the Virginia Aviation Hall of Fame and was inducted into the International Astronautical Federation Hall of Fame in 2016. The Newport News Arts Commission (NNAC) provides funding for programs in the performing and fine arts for organizations that have been in existence for at least one year, with a Board of Directors and visible support from the community. Activities must take place within Newport News or within a reasonable radius of the City of Newport News, or clearly serve the City’s residents. The Commission views its financial assistance as that of a catalyst, helping to augment and strengthen private support of the arts. Support of an organization or project does not imply future Commission support. Application must be made each year, and will be considered in relation to applications submitted by all other organizations. All Commission grants are subject to available funds. 2. Organizations making multiple requests in the same funding cycle should indicate to the NNAC, at the time of application, an order of priority for the projects. Funding is not available for applicants that are part of the City’s infrastructure. Organizations that receive other funding from the City (City Council or City Departments) may apply for a NNAC grant in the same fiscal year the other funding is received, but this will be taken into consideration when the grants are awarded. 3. The NNAC provides funding in the following areas to assist organizations of artistic merit in fulfilling their missions by providing funds to maintain their stability and encourage their advancement. a. General Operating Support: * For organizations three years old or less, funding will not exceed 10% of the previous year’s General Operating Support cash income, less NNAC support. * For established organizations (more than three years old), funding will not exceed 25% of the previous year’s General Operating Support cash income, less NNAC support. Most grantees receive much less than 25% of their income. * The minimum grant award is $500. b. Special Project Grants: Designed to provide funding support to eligible organizations for special activities, especially projects targeting students and special audiences. * Funding for special project grant applications will not exceed 50% of the project budget. * The minimum grant award is $500. * Projects that take place within the City of Newport News will receive higher priority. Funding Guidelines - Page 2 4. All applications will be judged according to the following criteria: - quality of the program or project; - managerial and fiscal competence of the organization, including the capability of the organization to carry out the proposal; - service to the public, including the number of people served, particularly Newport News residents; - scarcity or availability of comparable programs or services in the City; and - nature and extent of other available public and private support, whether monetary, in-kind, membership, etc. 5. Grant awards may be used only for those programs or purposes specified in the application and approved by the NNAC. A signed application form is the applicant’s agreement to do what is described in the application. If an organization undergoes a substantive change in its mission, its artistic leadership, or its management as described in the approved grant application during the grant period, the NNAC must be notified. The Commission reserves the right to recommend adjustment to grant funding if, in the Commission’s opinion, these changes alter the purpose for which funds were awarded, or the Commission may require the grantee to submit justification for continuing to receive the grant funds. 6. BACKGROUND: This appropriation will fund the SIP Outer Harbor Pier and Dolphins Renovation Program which will repair and modify existing mooring facilities within the SIP for increased capacity. The City has received a grant award in the amount of $404,627 from the VPA through the Aid to Local Ports Program which was created to support capital needs of publicly-owned port facilities that support and enhance commerce in Virginia.
