f. Committee Member Update: Lastly, Mr. Lassen informed the Board that Ms. Rohlf's departure from the City left a vacancy on the Investment Committee. He reminded the Board that per code, one member of the Committee on Investments is required to be the City Manager or an employee of the City designated by the City Manager. Ms. Lisa Cipriano, Director of Budget & Evaluation, was introduced as the newest member of the Investment Committee appointed by the City Manager. Mr. Lassen mentioned that Ms. Cipriano' s experience in financial management, budgeting, and strategic planning make her well suited for the position. 4. Committee on Administration: The Committee did not meet. 5. Benefits and Welfare Committee: The Committee did not meet. 6. Disability Committee: a. Disability Recertification Update: Ms. Armstrong informed the Board that in the Committee's June meeting, they requested additional information from staff on the 16 disability retirees to determine if any recipients will be asked to submit additional information or undergo a medical re-examination. She noted the Committee reviewed the information provided by staff. After review and discussion, the Committee was not ready to take actions. Ms. Armstrong noted that the Committee will review the information again at the next meeting and take any necessary action at that time. b. Disability Administration Policy: Ms. Armstrong informed the Board that staff presented to the Committee an updated Disability Administration Policy. She noted an update was made to the Policy to document how partial disability benefit increases are applied in accordance with City Code Sec. 31-58(d). Ms. Armstrong mentioned that the Committee has always applied the required increase to partial disability recommendations, but as Code specifies the Board applies the increase, the City Attorney felt a policy clarification would be helpful. The updated Policy clarifies that the Committee's disability recommendation made to the Board will reflect the increase required by City Code, as has been the Committee's longstanding practice. She noted that staff will also document the application of the benefit increase in the applicant's files. Ms. Armstrong also noted in addition, the policy was updated to better explain the role of the physician's impairment rating in the disability process and clarify that the physician's impairment rating is only one aspect of the determination of an applicant's disability. Approved Upon motion duly made and seconded, the Disability Committee unanimously agreed to recommend that the Retirement Board adopt the Disability Administrative PoliC1y as presented. The motion was approved with Mr. Haywood voting against the motion. 3
