i. Duke is reimbursable due to 1930s easements. Relocation agreement to be
presented in February 2026. Work completed by April 2027 per their work
plan.
e. 1 condemnation filed, settled. Rest of parcels are settled or finalizing documents
f. Lochmueller is highest score on RFP for Construction Inspection. Contract to be
presented in January or February 2026.
f. Boden Road & 166th Roundabout
a. SFY: MOVED to 2027/28
b. Rural Award: $3.01M (State HSIP Funds - 90% Federal/10% City)
c. Design: Stage 2 submittal - occurred December 1, 2022
d. Utilities: Timeline for Duke relocation has necessitated move of CN
e. Construction: Moved to 2028 to allow utility relocation to occur
f. R/W: Complete
g. In final environmental review at INDOT
g. Boden Road (Beauty Berry Drive (Ruoff Music Center) and 156th Street)
a. SFY 2028 (was pushed back a year to 2029 after initial award, but returned to
SFY2028)

c. Project scaled back to just widening for trail, not expanding culvert size. Downstream
adjacent property owner doesn't plan to develop. Essentially how big we make the
culvert under Mill Creek Road, the downstream restrictions prevent improvements.
d. Moved to 2026 due to other closures in the area
j. 156th Street over William Lehr Ditch
a. Preliminary design underway, have received alternates for alignment
k. Prairie Baptist Roundabouts at 146th and 156th Streets
a. Approximately 4,000 new homes approved with Finch Creek and Gatewood Lakes
developments.
b. East/west intersections do not like up and provide safety benefit
c. Contract approved with American Structurepoint
d. Applied for INDOT Rural Call construction grant in November 2025

a. Four lanes with median with RAB intersections (East Street in Westfield to just west
of River Road)

b. Noblesville participation: $2M for sidewalk construction - RW costs at
SR32/Hague/Pleasant and proposed developments will count as contribution
