C‐3 An Ordinance Granting a Conditional Use Permit to Authorize the Sale of Alcoholic Beverages for On-Premises Consumption at an Establishment Named “Little Theatre of Norfolk” on Properties Located at 801 Claremont Avenue and 1210, 1212, 1214, and 1216 Raleigh Avenue. - (Ordinance No. 49396) Kathryn Sinclair of the Little Theater of Norfolk was present to answer any questions relative to this matter. 2 November 14, 2023 C‐4 An Ordinance Granting Conditional a Use Permit to Authorize the Sale of Alcoholic Beverages for On-Premises Consumption at a Restaurant Named “Captain Groovy’s Grill & Raw Bar” on Property Located at 8101 Shore Drive. - (Ordinance No. 49397) The purchaser, Demetri Pramatia, 8101 Shore Drive, was present to answer any questions relative to this matter. The property owner, Sandy White, 8101 Shore Drive, was present to answer any questions relative to this matter. C‐5 An Ordinance Granting a Conditional Use Permit to Authorize the Operation of Nightclubs Named “The Veil Brewing Company” and “Only You Bar and Lounge” on Property Located at 2314 Colonial Avenue, Suite 1. - (Ordinance No. 49398) The property owner's agent, Robyn Thomas, 913 W. 21st Street, was present to answer any questions relative to this matter. REGULAR AGENDA R‐1 An Ordinance Approving the Conveyance to the City by Norfolk Redevelopment and Housing Authority of the Property Known as 601-609 W. 35th Street. - (Ordinance No. 49399) ACTION: Adopted [Unanimous] AYES: Doyle, Johnson, McClellan, Paige, Royster, Smigiel Jr., Thomas Jr., Alexander R‐2 An Ordinance Amending The FY2024 Annual Appropriations Ordinance (No. 49,220) So As To Accept, Appropriate And Authorize The Expenditure Of Grant Funds Up To The Sum Of $2,369,284 From The U.S. Department Of Defense Under Its Defense Community Infrastructure Program, And Authorizing The Expenditure Of Local Cash Match Funds In The Amount Of $1,353,876 Previously Appropriated In The Capital Improvement Plan For The Hampton Boulevard Drainage Project. - (Ordinance No. 49400) ACTION: Adopted [Unanimous] AYES: Doyle, Johnson, McClellan, Paige, Royster, Smigiel Jr., Thomas Jr., Alexander 3 November 14, 2023 R‐3 Appointing and Reappointing 4 members for certain terms - (Resolution No. 1905) ACTION: Adopted [Unanimous] AYES: Doyle, Johnson, McClellan, Paige, Royster, Smigiel Jr., Thomas Jr., Alexander NEW BUSINESS Saude Speed, 8600 Glen Myrtle Avenue, spoke regarding difficulties with the court system in advocating for her children. Javon Bennett, 1342 Reservoir Avenue, spoke regarding Calvert Square redevelopment plans. Stephen Devery, 744 W. 28th Street, spoke regarding difficulties getting crimes solved in a timely manner. Kevin Holloman, 9229 Granby Street, spoke regarding City Council support for his non-profit and expressed appreciation. Susan Matusek, 8214 Andrew Lane, spoke regarding public safety concerns.
