Agenda Announcements Mr. Roberts announced that Deputy City Manager Remias will oversee the day-to-day operations of the Community Services Boad while Human Resources advertises for a new director. Pop Up R-5 Presenter: Mr. Greg Bockheim, Director, Virginia Zoological Park Mr. Bockheim clarified that R-5 allows proceeds from the sale of a giraffe to be used for the improvement of zoo habitats. Festevents Annual Report Presenter: Mr. Ted Baroody, Festevents, Chief Executive Officer Mr. Baroody presented data and photographs and reported as follows: Five priority factors: 1. People: Developing the 2023 team and beyond; staff, Board of Directors, City of Norfolk, City Council, Work Groups & Committees, Vendors/Event Staff 2. Partnerships: Community Groups, Sponsors, Those with greater equity for select projects & More… 3. Programming: New and innovative programming, Entertainment, Cultural & educational outreach 4. Personal Touchpoints: New technology, New partners, New access, New Merchandise Sales 5. Norfolk Latino Festival 7/22/2023 Ocean View Beach Park  Produced the TGOV Friday night event concert series & Big Bands on the Bay concert series  Welcomed more than 22,000 guests over 24 event dates  Marquee events included the 4th of July fireworks Brews on the Bay/Taste of V-A on the Bay & Reggae on the Bay  Ocean View also experienced strong food sales -3-  TowneBank Fountain Park  Daily operations at TowneBank Fountain Park returned every day from Memorial Day to Labor Day (aside from Mondays)  Welcomed more than 5,000 guests for the summer  Held 4 Fountain Field Days; themes included: Sensory-Friendly, Hydration Day, Hot Dog Day & Ice Cream Day Trends and new Initiatives 2024 Bringing back all the events and improving on them  Guest Experience – Restroom Trailers, Parking…  More Live Music, Beverage Selections…  Supporting the City of Norfolk – Five Points Park Councilman Paige asked if there are plans to bring back the Afr’Am Festival. Mr. Baroody stated that they have discussed the possibility of bringing something back either as a stand- alone event or incorporating it into Juneteenth and other events. City Planning Update Presenter: Mr. Robert Tajan, Director of Planning Mr. Tajan reported as follows: Pal Puspendu & Jay Biswas Conditional Use Permit 1511 Lea View Avenue Location  South side of Lea View Avenue, west of 15th View Street Existing Conditions  Single-Family Proposal  Allow the single-family home to continue operations as a Short-Term Rental (Vacation) Unit. Neighborhood Analysis charts showed locations of other STRs at a 1-mile and 500-foot buffer. In this particular area, there are a limited number of short-term rentals. Planning Commission Recommendation City Planning Commission, by a vote of 4-2, recommends approval.  Email of opposition from Willoughby Civic League and opposing speakers noted concerns of concentration of number of long- and short-term rental properties in the area  Five additional letters of opposition and one letter of support -4-  Resolution Appointing an Advisory Committee assisting the Planning Commission  26 members  Institutions and organizations  7 Community Ambassadors  Provides assistance at the request of the Planning Commission  Meets at least quarterly until the Planning Commission recommends the new Comprehensive Plan or if the Planning Commission deems the committee’s work to be complete Councilwoman McClellan stated that the Federation of Civic Leagues is represented as one of the 26 members. She asked how staff will engage with the other civic leagues. Mr. Tajan stated currently the chief planner is contacting the civic leagues and giving presentations as well as reporting on ways for citizen input. Citizens can also go to the NFK2050 website and send emails directly. There are other opportunities to participate in smaller groups that will provide support to the Planning Commission as well. Councilman Paige asked if they will also connect with the school board and school system. Mr. Tajan stated there is a plan to have school representation included.
