PUBLIC HEARINGS
PH-1 PUBLIC HEARING scheduled this day, pursuant to State Law, on the application
of CAROLYN SIMPKINS, for a change of zoning from MF-NS (Multi Family –
Neighborhood Scale) to Conditional C-C (Community – Commercial) at 1650-
1654 Church Street.
An Ordinance to Rezone Properties Located at 1650 to 1654 Church Street from
MF-NS (Multi-Family Neighborhood Scale) District to C-C (Community-
Commercial) District.

PH-2 PUBLIC HEARING scheduled this day, pursuant to State Law, to hear comments
amending and reordaining Chapter 41-21(a) of the Norfolk City Code effective
January 1, 2025, SO AS TO Increase the Annual Fee for the Collection and
Disposal of Refuse by $42.00 for each single-family dwelling unit or dwelling
units in multiple residences not exceeding four (4) families or dwelling units, to
support increased recycling costs.
MOTION TO WITHDRAW THIS PUBLIC HEARING
PH-3 PUBLIC HEARING scheduled this day, pursuant to State Law, to hear comments
amending and reordaining Section 1 of the FY2025 Annual Appropriations
Ordinance (No. 49,590), as amended, SO AS TO increase the Total Operating
Fund Appropriations for the Waste Management Fund in the amount of
$1,164,000 for Waste Management Recycling Costs and Amending the FY2025
budget to increase the Waste Management Recycling Costs. The increased
funding will support the higher recycling costs associated with the city’s new
recycling contract, executed in October 2024.

the City Manager to Accept the Deed of Easement on Behalf of the City.
C-3 An Ordinance Authorizing the Dedication of a Certain Portion of Norfolk
Redevelopment and Housing Authority Property Located Near the Intersection
of Church Street and E. Freemason Street, known as Parcel K, as Public Right-of-
Way.

Tenant, for the Lease of Office Space at 500 E. Main Street in the City of Norfolk,
Virginia, and Authorizing the City Manager to Execute the First Amendment to
Deed of Office Lease on Behalf of the City of Norfolk.
R-3 An Ordinance Granting Conditional Use Permits to Authorize the Operation of a
Restaurant with Live Entertainment and the Sale of Alcoholic Beverages for On-
Premises Consumption Named “CM Chicken” on Property Located at 436 Granby
Street.
