To better serve you, five (5) business days’ advance notice is preferred. Adopted May 28,2019 Quorum was established and recognized, meeting was called to order by Chair Linn Blohm at 1:05 pm. I. Welcome and introductions: roll call, introduction of new members: Bios of New members were read by Chair Blohm. II. Ethics Pledge: was given to all new members by City Attorney, Kathryn Walker Heather Poole was introduced. III. March 8, 2021 Minutes: Motion to approve March 8, 2021 Citizen Advisory Committee Motion made by Tom Burke, seconded by Nelson Dent, motion passed unanimously. IV. Presentation from Nate McNeely on city sidewalks programs: he shared about the 50/50 program with citizens. school arterials. downtown sidewalks, sidewalks and trails, and horizontal saw cuts. He shared about a couple of the projects for this year. Topic of scooters on sidewalks was brought up. The City  police will notify the companies that these are being left on sidewalks. Priorities of sidewalk programs was discussed as to how the city prioritizes. V. Norman Forward Projects, Young Family aquatic and multi-sport facility, senior wellness center. Jason could not be here so Jesse just shared that both these projects are in full process and that he is working with the parks and rec. to make sure that they are accessible. One question was, “is there going to be hearing loops in the Senior Wellness Center meeting rooms. Jesse advised that all city facilities are to be reviewed by a firm that specializes in ADA compliance. Chris asked if the plans for these facilities, could be run by the committee for review. Jesse introduced Audra Beasley and she shared about Max’s Law, and how baby changing tables were not sufficient for those as they grow up. Greg Clark the City of Norman Development Services Manager discussed how it would be best to create a new building code. He advised that he would be working with Audra to develop and send in a request for change in codes representing Universal “Adult Changing Tables. Audra passed out a hot wheel, “Wheel Chair Toy” that represented Max’s Law. These codes would not just be the City of Norman but would become a state code. VI. Linn shared that there is still a need for members on the transportation subcommittee. Linn also advised that Rob Carr resigned his position on the Citizen Advisory Committee. VII. Taylor Johnson gave a brief update on the Go Norman Transit Plan. Transit Transition Plan. Electric Bus with new types of securements. VIII. Jesse shared the proposed budget recommendations. This year’s budget was increased to $300,000.00 for Capital Budget. He proposed to the committee to utilize $182,400.00 for infrastructure (Sidewalks), $64,850.00 for Buildings (12th Street Recreation Center) and $83,925.00 for Parks (Andrews Park). Linn advised this was not commuting correctly so further discussion was warranted. After a little more explanation, it was proposed to use $111,876.00 that was left from the Main Street project and use it for 24th Ave. NW. The motion was made by Victor and seconded by Nelson. Approved unanimously. A second motion was presented for the use of $331,175.00 for Capital projects. Motion was made by Joe to use the $300,000.00 for the projects listed, and seconded by Chris. The motion was approved unanimous. IX. There was a short discussion on changing meeting times to make it more lucrative for both committees. Amend the time to 1.5 hrs. for this committee, and 1 hr. for the transportation sub-committee. Discussion was directed towards the responsibility of keeping the meeting going to cut the time. Motion was made by Nelson to cut the times a bit. Seconded by Chris, unanimously approved. X. Motion to adjourn was made by Victor and seconded by Joe. Unanimously approved.
