CITY OF NORMAN, OK ADA CITIZENS ADVISORY COMMITTEE MEETING Municipal Building, Council Chambers, 201 West Gray, Norman, OK 73069 Monday, June 12, 2023 at 1:00 PM MINUTES It is the policy of the City of Norman that no person or groups of persons shall on the grounds of race, color, religion, ancestry, national origin, age, place of birth, sex, sexual orientation, gender identity or expression, familial status, marital status, including marriage to a person of the same sex, disability, relation, or genetic information, be excluded from participation in, be denied the benefits of, or otherwise subjected to discrimination in employment activities or in all programs, services, or activities administered by the City, its recipients, sub-recipients, and contractors. The regular meeting of the ADA CITIZENS ADVISORY COMMITTEE of City Of Norman was called to order at 1:00 PM on June 12, 2023 at Municipal Building, Council Chambers by Miranda Hooper. ROLL CALL Present: Miranda Hooper – Chair, December Ambos, Chris Nanny, Nelson Dent, Susan Favor, Victor Long, Wanda Felty, Kelli Freeman, Joseph Theige, Tom Burke - 10 Absent from Meeting: Madison Pierce - 1 Staff Present: Maylon Wesley, Heather Poole, Scott Sturtz, Taylor Johnson – 4 A quorum was present. MINUTES The meeting minutes from the ADA Advisory Committee on March 13, 2023 were not available for approval. Maylon will look for the minutes and place on September 11, 2023 agenda meeting for approval. REPORTS Mr. Wesley updated the committee on the status of the current 2018 ADA Transition Plan remediation projects. Lions Park: Only 10% has been completed and there have been no further updates. Andrews Park: A Master Plan is being developed for this park. Westwood Park: A Master Plan is being developed for this park. ADA CITIZENS ADVISORY COMMITTEE MEETING - Monday, June 12, 2023 Page |1 12th Ave Recreation Center: The recreation center has not had any updates. Mr. Wesley will continue working with the parks department to complete the project. 24th Ave SW Main to Lindsay: This project is scheduled to be completed in July 2023. DISCUSSION ITEMS Scott Sturtz – City Engineer Association of Central Oklahoma Governments (ACOG) 1. The City of Norman was awarded an ACOG grant in the amount of $500,000. 24th Ave SW Project 1. The sidewalks located on 24th Ave SE to Lindsey Street have been repaired and are now ADA compliant. 2. The contractor repaired/replaced curbs, ramps, driveways, crosswalks, and sidewalks. Porter Street Project 1. The project is a 2019 Transportation Bond Capital Improvement Project (Streetscape) that started at E. Alameda and Porter and will end at N. Porter and Robinson St. 2. The project will repair/replace sidewalks, curbs, driveways, crosswalks, and ramps. Gray Street Project 1. This project is another 2019 Transportation Bond Capital Improvement Project (Streetscape) that will improve mobility and accessibility. 2. The project will repair/replace curbs, ramps, driveways, crosswalks, and sidewalks. The project will add ADA street parking spaces. FYE24 ADA Remediation Project Homework The committee was tasked in the March 13, 2023 ADA Citizens Advisory Committee meeting to come up with a list of locations and be prepared to discuss the locations. I have listed the locations below. 1. Biloxi Street, east side 2. Boyd Street 3. Berry Ave 4. E. Lindsey Street at 12TH Ave SE to 24th Ave SE 5. Campus Corner ADA CITIZENS ADVISORY COMMITTEE MEETING - Monday, June 12, 2023 Page |2 Questions and Answers 1. How difficult was it to remove the pole barriers that were located on the sidewalk? (Nelson Dent) Answer: We worked around them and replaced the poles with added concrete. 2. Is the cobblestone pathway located at Campus Corner ADA compliant? (Tom Burke) Answer: No. Only the paved sidewalks are ADA compliant. 3. Are the bridges and crosswalks that cross over I-35 ADA compliant? (Chris Nanny) Answer: The bridges and crosswalks that are located at Main Street and I-35, Lindsey Street and I-35, and Robinson Street and I-35 are ADA compliant. The bridge located at Tecumseh and I-35 is not ADA compliant. 4. Are all the trails located at Ruby Grant Park ADA compliant? (Chris Nanny) Answer: All of the trails at Ruby Grant Park are ADA compliant. 5. What is the reason or reasons for the delay in replacing railroad signals and the pedestrian crossing? (Joseph Theige) Answer: We have been diligently working with the railroad for 3 years to get this project underway. ACTION ITEMS Miranda informed the committee she will be moving to Austin and the committee will need to select/elect a new chair. A motion was made by Wanda to elect Mr. Nelson Dent as new chair. The motion was seconded by Joseph Theige. Nelson Dent was elected chair by unanimous consent. MISCELLANEOUS COMMENTS Taylor Johnson updated the committee on the Micro Transit Program. There are four minivans; two of them are wheelchair accessible. The hours of operation are 7:00 pm to 1:00 am, Monday through Saturday, and Sunday, 10:00 AM to 6:00 M.Th. first six rides are free.
