MINUTES
The AIM Norman Comprehensive Plan Parks & Recreation Sub-Committee of the City of
Norman, Cleveland County, State of Oklahoma, met in a Regular Session at the Development
Center, Room B, 225 N. Webster Avenue, on Tuesday, December 10, 2024, at 3:00 PM and
notice of the agenda of the meeting was posted at the Development Center, Room B,
225 N. Webster Avenue and on the City website at least 24 hours prior to the beginning of the
meeting.
It is the policy of the City of Norman that no person or groups of persons shall on the grounds of
race, color, religion, ancestry, national origin, age, place of birth, sex, sexual orientation, gender
identity or expression, familial status, marital status, including marriage to a person of the same
sex, disability, relation, or genetic information, be excluded from participation in, be denied the
benefits of, or otherwise subjected to discrimination in employment activities or in all programs,
services, or activities administered by the City, its recipients, sub-recipients, and contractors. In
the event of any comments, complaints, modifications, accommodations, alternative formats,

MINUTES
1. CONSIDERATION OF APPROVAL, ACCEPTANCE, REJECTION, AMENDMENT,
AND/OR POSTPONEMENT OF THE MINUTES AS FOLLOWS:
AIM NORMAN COMPREHENSIVE PLAN PARKS AND RECREATION
SUBCOMMITTEE MINUTES OF SEPTEMBER 10, 2024
Motion by Mark Nanny to approve the minutes from September 10, 2024, AIM Norman
Comprehensive Plan Parks and Recreation Sub-Committee meeting, Second by
Dennis Brigham.
The motion was passed unanimously with a vote of 5-0.
AGENDA ITEMS
2. GRATITUDE FROM RDG PLANNING AND DESIGN
Molly Hanson, with RDG Consultants, thanked the Sub-Committee and Staff for all of their time
and work. She said she enjoyed working with everyone, and all the hard work has brought
forward an incredible Park Master Plan.
3. A WORD FROM PARKS AND RECREATION STAFF
Jason Olsen, Director of Parks and Recreation, thanked the sub-committee, RDG, and staff for
their work, time, and vision in putting this plan together. He said he is excited to implement the
proposed Park Master Plan, which will help facilitate future park projects and include a possible
Norman Forward 2 initiative.
Lee Hall, Chair, echoed her thanks to the Sub-Committee, RDG, and staff. She said she is proud
of the work done on the proposed Park Master Plan and felt it will be a valuable guide for the
City of Norman and the Parks & Recreation Department for the next 20 years.
4. REVIEW AND CONSIDERATION OF THE RECOMMENDATION OF THE PROPOSED
PARKS AND RECREATION MASTER PLAN
Chair Hall said the Parks and Recreation Department does so much more than manage City
parks, when in fact, they also operate recreation facilities, offer affordable childcare, look after
green space and trails, host community events, and house popular arts and cultural programs
that draw people to Norman. Chair Hall said a lot of data was collected to get the proposed plan
in front of us, and she feels confident in its content & the information provided. She said the Park
Master Plan can synergize with the other AIM Sub-Committee Plans (Stormwater,
Transportation, and Water & Wastewater) and will work well together to lay a solid foundation
for Norman's future.

Chair Hall said the Sub-Committee's task today is to recommend the content; however, work,
changes, and/or corrections will continue to be made if necessary. She welcomed any comments
or suggestions, and Member Mark Nanny said he is proud of the proposed Park Master Plan
and is getting to be a part of the process. He felt the photos included throughout the plan were
amazing and thanked Member Dennis Brigham for gathering them. Member Sherrel Sheriff
asked if the pictures could be captioned to reflect what park and/or facilities they were taken at,
and staff said that might be a possibility. She also asked whether the maps on pages 20 to 33
could be made easier to read, and Chair Hall agreed but said the proposed plan would also be
in an electronic format, enabling the user to enlarge the maps.
Motion by Sherrel Sheriff to approve and recommend the proposed Park Master Plan, Second
by Dennis Brigham.
The motion was passed unanimously with a vote of 5-0.
Chair Hall invited the Members to attend the public presentations this evening at the Young
Family Athletic Center (YFAC) and tomorrow at the City of Norman Development Center. She
said the next steps include presenting the proposed Park Master Plan at the following:
January 7, 2025 - Study Session to City Council
April 3, 2025 - Board of Park Commissioners for recommendation to City Council
May 20, 2025 - City Council meeting for consideration of final adoption
Jason Olsen encouraged the Members to attend the presentations and meetings as they could
help answer questions and/or give information about the proposed Park Master Plan.
ADJOURNMENT
This meeting was adjourned at 3:29 PM.
