The notice and agenda of the meeting were posted in the Norman Animal Shelter Building at 3428 S. Jenkins on the 5th of May, 2017. The meeting was also posted on the City of Norman website at www.normanok.gov. I. CALL TO ORDER Chairperson Mark Howery called the meeting to order at approximately 6:19 PM. II. APPROVAL OF THE MINUTES A motion to accept the minutes as is was made by Bill Hickman. Jennifer Kidney seconded. The motion was carried. IV. MONTHLY STATISTICS Captain Lance Arnold pointed out the April live release rate was 93%. He also discussed the new statistics given. He included different time frames that covered the time between the new shelter buildings being built and finalized. He also provided statistics that will be useful for the biannual report. Captain Lance Arnold also discussed adoption events that Norman Animal Welfare had participated in recently, and discussed the recent low cost adoption event that was a success. Bill Hickman asked how many animal kennels were in the old building compared to what the shelter has now. Mark Howery replied that there were 76 dog and 42 cat kennels in the old building. Captain Arnold said there are 85 dog kennels and 40 cat kennels in the new shelter, in addition to cat group rooms. V. DISCUSSION AND ACTION TO RETURN TO CO-CHAIR STRUCTURE Chairperson Mark Howery asked Jeanne Snider if this committee was the only one with a co-chair in the past. Jeanne Snider replied that it is the only committee with a co-chair structure, and the only committee with no term limits, that when it was formed it was not structured to be a permanent committee. A motion to elect Rebecca Bean as co-chair of the Animal Welfare Oversite Committee was made by Bill Hickman. Sandy Moore-Furneoux seconded. The motion was carried. VI. UPDATE ON FY ’18 MUNICIPAL BUDGET PROCESS Chairperson Mark Howery said that there has been two budget study sessions recently. In one session they discussed new FTE’s. He asked Councilman Bill Hickman if there were new FTE’s for the shelter. Councilman Bill Hickman said that as it stands currently the city manager has proposed a budget that includes all four capital improvements for the shelter the Norman Animal Welfare Oversight Committee May 8th, 2017 kennel upgrades and shades, the carport for the trailer, and the phone upgrade. As to the staffing and other funds for the shelter; the medical fund is increasing as well as the animal food fund. The city manager is agreeing to reclassify the staff and two new positions are proposed: the animal welfare technician and a civilian shelter manager. Next steps are there is a finance budget meeting the following Friday and on May 23rd there is a Public Hearing where citizens can come and make comments on any item on the agenda. He has spoken to the City manager and discussed having a meeting to talk about the city shelter and Bill Hickman asked for any feedback for that meeting. He added that the shelter will be the only city department that is getting new full time employees. Chairperson Mark Howery asked about John Bowman’s supervisor position being vacant. Captain Lance Arnold replied that Welfare Officer Trey Amrein filled that position and it is a field officer supervisor, he continues to run calls as an officer. Councilman Bill Hickman asked how Captain Arnold sees a shelter manager position working with his position at the shelter. Kate Bierman asked how Captain Arnold sees the new director position achieving the goals that are in place in the budget i.e. reducing number of days in the shelter. Captain Arnold said that he has seen the shelter director specs and it covers everything that he is doing now, he sees it as a replacement. Aside from some of the more unique ways that the City of Norman decides budgeting issues, this person would have experience running a shelter. They would also have a singular focus on the shelter; right now Captain Arnold has many tasks outside the shelter that split his focus. He would advocate for committee members to be involved in the hiring process. Kate Bierman asked about hiring the civilian supervisor in January and instead hiring a second animal welfare technician. Captain Arnold spoke about the timeline of a potential supervisor hire, and the process and recruitment involved. Rebecca Bean wanted to address the vet position and sustaining it at a part time position. Dr. Amy Tyler said that it was doable at part time, but needs to be better supported, and she would like to have the position reevaluated by the end of the year. Chairperson Mark Howery asked if the committee should make a recommendation to the city manager. Bill Hickman replied that the committee had already written a letter of recommendation it just hadn’t included the civilian shelter manager. He said he understands why the chief and city manager sees it as a priority. Bill Hickman spoke about the reprioritization of the future budget plan for the shelter. He also discussed mid-year budget adjustments, local economy, and new city council members. Norman Animal Welfare Oversight Committee May 8th, 2017 Rebecca Bean wanted to remind the committee that they couldn’t get a $20,000 medical fund readjustment at the last mid-year adjustment. She is not comfortable putting off the discussion of a full time veterinarian and support staff for that position until January. Bill Hickman spoke about options to take to the city manager when he meets with him later in the week. Captain Lance Arnold spoke historically about the city funding positions and what time of the year those positions get approved. Captain Arnold also spoke about privatization or partial privatization of the shelter and how the shelter deals with strays that come from Cleveland county and OU property. The committee discussed whether a position could be brought in at the half year and other ways of pacing out the staffing needs of the shelter. Dr. Tyler spoke about the benefit of having another RVT on staff and making sure all animals that leave the shelter, including returned to owner animals, have been vaccinated for rabies. Captain Lance Arnold discussed the quarterly finance report he added to the committee packet. Rebecca Bean asked about the city council approving each of the donation account expenditures, and Captain Arnold replied that yes, as a consent item to move to other accounts they were approved by city. VII. DISCUSSION OF VOLUNTEER OF THE YEAR AWARD AND NOMINATION Chairperson Mark Howery discussed that the nomination criteria had been decided previously for the volunteer award. There was a discussion about who can nominate and getting shelter staff nominations for the award, in addition to general nominations from the public. It was discussed that a press release will run in the following week with criteria and point of contact, and nominations will be accepted for at least four weeks. The deadline for nominations will be June 16th. Depending on how many nominations there are, there could be a need for a sub committee to review them. VIII. UPDATE/DISCUSSION ON HANDLING FUNDS FROM JANUARY BENEFIT Sereta Wilson is the owner of Annie’s Ruff House and runs the Annie’s Rescue Foundation a 501 C3. She introduced herself and explained how the fundraiser money was accepted. She listed the board members for her foundation. She Norman Animal Welfare Oversight Committee May 8th, 2017 appointed a committee that would oversee the money. Those people are: Christie Wicker, Dr. Daralyn Crowe, Erin Pace, Elisabeth Moorehead, and Emily Nickles. She deposited $16,474 on March 21st. She explained the first purchase made with the account ($353.80) was for heartworm medicine that Dr. Tyler needed. The amount bought will treat approximately 20 dogs with heartworms. She also said she had an amount raised from a GoFundMe for a dogs’ ACL surgery and that amount ($1260) was also in the account. The total amount in the account is $17,026.40. Her suggestion would be that the shelter can request the funds through an easy form. The committee will approve or not approve the amount to be used. Bill Hickman said that as long as the money was going to perishable items or services then it makes sense that it can paid for by the Annie’s Fund. If the item was a permanent addition to the city, then that would perhaps need to be donated to the city and approved through the city council. IX. DISCUSSION AND ACTION ON SHELTER BUDDIES/UPDATE ON PETDATA Captain Lance Arnold said Petdata was almost ready to start; the city pet licenses are at the shelter and are in review. There will be one last check of data before Petdata will start sending out renewal notices for licenses. The shelter will also let everyone know when the program is back and running in the media. He also stated that the Shelter Buddies software has been determined to be an agreement and not a contract, so it will not need to be signed by the mayor or approved by the city council. Shelter Buddies will provide free software and maintenance/support with the purchase of HomeAgain microchips that the shelter is already using. Captain Lance Arnold did bring before the committee that Shelter Buddies offers additional services that would be helpful services that have an additional cost. He discussed the Lost and Found Public Site and an electronic signature capture. They are small one-time costs that save time at the shelter. X. CALL FOR AGENDA ITEMS FOR NEXT MEETING Chairperson Mark Howery said he would email committee members for agenda items for the next meeting. XI. MISCELLANEOUS COMMENTS Kim Fairbanks wanted to thank Captain Lance Arnold for allowing the MUTTS club to meet at the shelter once every month.
