Animal Welfare Oversight Committee
June 12th, 2017
The Norman Animal Welfare Oversight Committee of the City of Norman, Cleveland County,
State of Oklahoma, met in the Multi-Purpose room on the 12th day of June, 2017, at 6:00 PM.
The notice and agenda of the meeting were posted in the Norman Animal Shelter Building at
3428 S. Jenkins on the 8th of June, 2017. The meeting was also posted on the City of Norman
website at www.normanok.gov.
I. Call to Order
Chairperson Mark Howery called the meeting to order at approximately 6:04 PM.
II. Roll Call

III. Discussion & Approval of the Minutes
An error in the last month’s minutes regarding a misspelling of a name was
corrected.
A motion to accept the minutes was made by Kathryn Schwartz Bierman. Bill
Hickman seconded. The motion carried.
IV. Monthly Statistics
Major Kevin Foster introduced Lieutenant Brent Barbour to the committee. Brent
Barbour will be taking over the position left vacant by Captain Lance Arnold through
the transition to the civilian Shelter manager. Major Foster pointed out the 93% live
release rate for the month of May. He also talked about the average kennel stay for
the month of May being 8 days. That is attributed to the $10 dog adoption event
that was held during May.
Kate Bierman asked about the four dogs that were euthanized in May, three for
aggressive behavior. Dr. Tyler said the behavior categories in Chameleon were
ambiguous and that the shelter was close to needing to euthanize doge on the fence
behaviorally, because the shelter was at capacity.
Co-chairperson Mark Howery commented that he appreciated the detailed notes
that went into the euthanasia reports.
Kate Bierman asked about the decrease in volunteer hours for the month of May
going from 370 hours to about 270 hours. Major Foster replied that there had been
some problems with the iPad that volunteers sign in on, and Lieutenant Barbour said
those issues should be fixed by today. Some hours might have been missed and
some had needed to be hand entered into the Volgistics system.
V. Update on the Petdata System
Major Foster explained that the PetData system was live and it was even a few
weeks ahead of time. Citizens can now buy their pet licenses online as well as at
some vet offices and at the shelter.
Kate Bierman asked if the pet licenses were available at vet offices, and Major Foster
replied that they had been given out a week ago ahead of time.
Kate Bierman said it will be interesting to see now if the numbers really increase.
Jeanne Snider asked if there will be monthly reports. Major Foster said there should
be a way to look at the numbers of licenses sold. Ginger Noble asked if the site can
be accessed through the city site. Major Foster replied yes, both through the city
website front page and the animal welfare page.
VI. Discussion of the Volunteer of the Year Award
Kate Bierman said that Joy Hampton with the Norman Transcript had asked about
the Volunteer Award and will be ready to print an article when the criteria are made
public.
Kate Bierman asked Major Foster if he could facilitate getting the Volunteer Award
Press Release to Claudia to be publicized. Major Foster replied yes, and asked if it
would be an annual award, that could be put online every year. Co-chairperson
Mark Howery went over the criteria for the award. It was decided that the press
release could be sent to Sara Jenson in the police department for release.
VII. Discussion of Hiring Process for New Positions
Co-chairperson Mark Howery asked Major Foster what he could share about the
hiring process. Major Foster replied that there are nine applicants for the Admin
Tech position that was already open, and that they are in the process of changing
the job titles over to Animal Welfare Technician. The applicants for that job will go
through a standard hiring process for the police department including a background
check and a polygraph. This process takes three to four weeks. Then that list of
people can be used to fill the newly opened positions if they are approved by city
council. The Shelter Manager position will take longer to fill. The job qualifications
will be a melding of previous manager positions at the shelter.
Bill Hickman asked about the transition to the new shelter manager in regards to the
captain who is placed at the shelter. Major Foster said Captain Barbour will not stay
after the short transition with the new manager. He asked if an Oversight
Committee member could be part of the hiring process.
Kate Bierman explained that there was a change in what was being voted on at the
city council; the vet position will be full time, and two additional Animal Welfare
Techs will be voted on at the meeting.
VIII. Update on Funds from the January Benefit
Co-chairperson Mark Howery gave Rebecca Bean's update on the benefit Fund. In
April $353.80 was spent on heartworm medication. On May 8th another $353.80 for
heartworm medication was spent. Also on May 8th $1260.04 was accepted from an
online fundraiser for the surgery for Scout. Dr. Tyler updated everyone on Scout's
story and his needed surgeries. There was a $2,000 payout to a board certified
surgeon for Scout's surgery. Dr. Tyler also explained the process for treating
heartworm positive dogs at the shelter. It doesn’t add to a dog’s length of stay at
the shelter though these dogs are sent to homes with a 30 day exercise restriction.
The dogs treated are outwardly healthy dogs that have heartworms but not
heartworm disease, and it has been a really successful treatment.
Dr. Tyler has been trying to get a price list for lab work, so that the shelter could
potentially get those tests done through the benefit fund.
There was a discussion on transparency with the fund and potentially a webpage
that can present how the fund is being spent.
