Adjournment…………………………………….............................Mark Howery / Rebecca Bean Action needed: Motion to adjourn meeting Action Taken: ________________________________  Animal Welfare Oversight Committee July 13th, 2020 The Norman Animals Welfare Oversight Committee of the City of Norman, Cleveland County, State of Oklahoma, met virtually and in the City Council Chambers at the Norman Municipal Building on the 13th day of July, 2020 at 6:00PM. The notice and agenda of the meeting were posted at the City Municipal Building on 201 West Gray Street on the 10th of July, 2020. The meeting was also posted on the City of Norman website at www.normanok.gov. I. Call to Order Co‐Chairperson Mark Howery called the meeting to order at approximately 6:06PM. II. Discussion and Approval of the March Minutes A motion to approve the minutes was made by Dr. David Biles. Seconded by Sandy Moore‐Furneaux. The motion passed. IV. Monthly Statistics, Division Updates There were several months of statistics attached within the packet. Mark Bechtel asked if there were any specific questions instead of going over several months’ worth of numbers. Mark said that over the last few months there have been significantly fewer strays and fewer calls in general at the shelter. Rebecca Bean asked about the owner surrender list. Mark said that there were 19 animals on the list. Rebecca also asked about the capacity at the shelter currently. Mark said that they were currently at around 75 animals which is about half capacity at Norman Animal Welfare. Mark Howery said that the live release rate has remained constant throughout the Covid‐19 closure and reopening. Rebecca Bean asked about volunteers coming back and how has that worked. Mark said the shelter has seen a really reduced number of volunteers coming back. Some have not felt comfortable coming back yet. Mark said that community service has also been allowed back as well, but the numbers have been reduced there as well. Kim Fairbanks asked about the incorrect headers for the live release rate in June. Mark spoke about the new HVAC units and that replacing the old units went well. It happened over the course of a week in March. At the time of this meeting the project is not 100% finished; they are still working with a sub‐contractor on settings for each room regarding humidity and temperature. Currently the shelter is fully staffed and has been staffed since January. Current operations under Covid restrictions: The shelter is aligned with the city’s proclamations and as of July 1st the shelter went from phase three back to phase two. Doors at the shelter are locked, and staff are asking for appointments for adoptions and owner surrenders, but they are taking walk‐ins as well. The doors are locked to keep the shelter occupancy low at 75%. On July 6th the city implemented a mandatory mask for public areas, so anyone who comes in to the shelter must wear a mask. The adoption fees were waived while the building was closed down due to Covid. The return rate for animals adopted during the period while the adoption fee was waived was lower than average. Rebecca Bean asked if community service hours can be added to the monthly statistics. Mark Bechtel went over the proposed items for the donation list. Fencing that would close off the grassy area next to the livestock barn: ~$3600. 20 Large and 30 medium Kurunda beds: ~$6500 Replace Glass doors with bars in both rooms 700 and 404: ~$11,000.  Kim Fairbanks recommended not switching on the cat side because if the cat length of stay remains short, the bars will require a large amount of time to clean daily and would be more time and effort than they are worth. Permanent X‐Ray unit – CR20 Imager w/cassettes: ~$40,000 Digital Storage + ~$1100/year + Table ~$5000 for a total of around $46,100. This would be placed in the small room currently used as a storage space in the clinic. Office/meeting chairs and tables Connect Audio System –waiting on quote Mason Kennel drain covers: ~$1500 Window tint for Cat Adoption and Dog Quarantine: Material $2000 + Labor $600 ‐ $2600 There was a discussion about sending a letter of support to city council for the drain covers and the window tint. V. Discussion of the Suspended Proposed Partnership w/Oklahoma Humane There are no plans or discussions to continue with the proposed partnership between OK Humane and Norman Animal Welfare. Mark Howery said if there were issues that triggered a need for a partnership, we should identify those issues and address them. Kim Fairbanks said it had been stated that Norman Animal Welfare works with more than 90 rescues. If they haven’t been active in the last year to two years she said they shouldn’t be included in a list of rescues that are actively involved with the shelter. She also asked if there was a way to keep track of all the time that employees work to return animals to their owners through social media on their weekends and on their own time. Dr. Biles said that his last meeting was tonight, and going forward he would like to see better communication between the city manager’s office, the city council, and the animal welfare oversight committee regarding issues dealing with Norman Animal Welfare. There was a general discussion about improved transparency regarding the Animal Welfare Oversight Committee. Kristy Walker commented that she would like to know what the needs were that started this process of looking into outsourcing the shelter operations. The committee could try to address those concerns.  Rebecca Bean said she would like to have a discussion about the potential upsides that a partnership would bring, and she would like to have the city manager come to a meeting because the process started with him and conversations that he had with other councilmembers. VI. Review of the Prohibited/ Restricted Animal List for Norman There was a discussion about the local proposed zoo, Animals of Rock Creek. Local officials have been in contact with the game wardens and the game wardens executed a warrant for all native wildlife on the property. They have filed state charges against the owner of the facility and a veterinarian for the local wildlife. The city is going to advise the owner that there are a large number of exotic and endangered animals prohibited by city ordinances. All the animals look to be cared for and there isn’t an immediate concern about the safety of the animals. He will have thirty days to remove them from the city limits before legal action would be filed. It is not open to the public. The owners had inquired through the planning department if there was any zoning issues last year. Trey Amrein said if the animals didn’t fall under our exotic animal list and are not dangerous there is no reason for animal welfare to remove them from the property. Rebecca Bean asked if the exotic animal ordinance needs to be strengthened. She is concerned about the experience they have and the impact to the community regarding animal waste, disease vectors, and emergency preparedness. The owner’s court hearing is set for July 28th. VII. Future Events and Call for Agenda Items for Next Meeting Revisit the exotic animal ordinance. Invite the city manager to come speak with the committee. Discussion about the donation list items. VIII. Miscellaneous Comments Tim Ajax with Oklahoma Primate Sanctuary in Newcastle offered to be a resource regarding the primates that are being kept at Animals of Rock Creek. IX.
