Discussion of Potential Memorial for Henry Baskeyfield ……...Kim Fairbanks/Mark Howery Action Needed: Discussion  Animal Welfare Oversight Committee September 14th, 2020 The Norman Animal Welfare Oversight Committee of the City of Norman, Cleveland County, State of Oklahoma, met virtually and in the Multi‐purpose room at the Norman Animal Welfare on the 14th day of September, 2020 at 6:00PM. The notice and agenda of the meeting were posted at the Norman Animal Welfare on 3428 South Jenkins on the 10th of September, 2020. The meeting was also posted on the City of Norman website at www.normanok.gov. I. Call to Order Co‐chairperson Mark Howery called the meeting to order at approximately 6:07 PM. II. Discussion and Approval of the July Meeting Minutes A motion to approve the minutes was made by Kristy Wicker. Seconded by Kim Fairbanks. The motion passed. IV. Monthly Statistics, Division Updates Mark Bechtel went over highlights from the July and August statistics. July had a 96.6% live release rate and August had a 98.4% live release rate. The number of intake animals continues to be down compared to the previous year. The volunteer statistics now reports the hours for community service. These are individuals coming from the county court services who are participating in the ACE (Achieving Community Enhancement) program. They completed 180 hours in July and 330 hours of community service in August. Community service individuals are just cleaning kennels and the facility and are not interacting with the animals like volunteers can. Mark provided an update on the HVAC system and told the committee that he met with Mat Smith, the director of maintenance and utilities for the city. All of the units are on the roof and functioning. They are currently working out the bugs and setting up the control system that will allow Mr. Smith the ability to remotely check temperatures and control the thermostat. The owner surrender list had 33 animals in July and 14 animals in August. Mark spoke about the effort that has been made to bring in animals off that list. Year to date 287 animals have been surrendered to the shelter. Supervisor Trey Amrein spoke about the tethering ordinance. There has only been one exemption made for a household since the tethering ordinance began. Rebecca Bean asked about a specific instance where a senior dog was surrendered to the shelter and the reason given was due to the tethering ordinance. Was an exception considered for this owner? Trey said the officer involved in that call said the owner had health issues that meant the dog kept knocking him down, and he didn’t have the means to keep the dog. Dr. Amy Tyler commented that in that social media discussion a lot of citizens volunteered to help that owner keep the dog and would help with fencing. There was a discussion about making sure if it is a fencing issue that is causing the tethering since there were many in the community willing to help. Rebecca Bean asked how full the shelter is currently. Mark said that the shelter’s current capacity is 91 animals total, including seven animals that are in foster care. There was a discussion about the foster program and that it was still being supported. V. Solicitation of Nominations for the Volunteer of the Year Award Jeanne Snider said that she would have the communications director put out a press release for the volunteer of the year award and put it on social media. They will gather nominations for about four weeks and will vote on the award in the November meeting. VI. Continued Discussion of Donation Account Use Mark Howery has drafted a memo of committee support for the donation money use on two items. One item was tinting for the windows for cat adoption and dog adoption windows. The second item was for replacement drain covers for the kennels. Mark talked about the fencing item which could be used for dog play groups but also could be used when the shelter has to house multiple livestock animals. Estimates of costs include: $5500 for 50 Kurunda beds. These would be aluminum framed as opposed to PVC piping. These would last a lot longer. $11,000 to convert glass fronts to bars for cat adoption and the dog adoption 404 room. $46,000 for a permanent x‐ray unit. $1700 to utilize our existing audio system that was never set up, plus an additional $5700 for a PA system and speakers for music in the entire building. There was a discussion about the added cleaning involved in changing from glass to bar doors in cat adoption. It was argued that for the short amount of time they are in the adoption it is not worth the time, expense, or labor. Kim Fairbanks asked about whether we were registered with the Kurunda bed donation program. She said that way we could save the donation funds for other items. Mark said he would set that up. Rebecca Bean asked if there was a staff consensus on changing the glass doors to bars. Mark said no there was not; it was a suggestion based on new research that discusses stress levels in shelter animals and olfactory enrichment. There was a discussion about the audio system being enriching for the animals, and that there are easy olfactory enrichment solutions that volunteers can create. There was a discussion about the portable x‐ray machine that is being used currently. This unit was lent to the shelter by Dr. Joe Carter.  Trey Amrein commented that extra fencing space would be great for the colder weather coming up, Norman Animal Welfare usually gets at least one animal cruelty case involving livestock during this time. There was a general discussion on additional items added to the updated memo of approval. Mark Howery will send out the new memo later in the week. VII. Discussion of NAW Community Cat Program Norman Animal Welfare wants to reach out to community partners in forming a return to field program. Hands Helping Paws continues to help with referrals from the shelter to help assist community cats in Norman, but the focus right now is on building a returned to field program for the shelter. Returned to Field refers to cats that come into the shelter system that are either behaviorally unadoptable or true feral cats that have been trapped and brought to the shelter. These cats would be spayed or neutered, vaccinated and returned to the exact location they were picked up. With a Trap Neuter Return program the cats are trapped, altered and vaccinated, and then returned to the same location they were trapped. These cats never come into the shelter. This year HHP has TNR’d a little over 80 community cats. Any kittens that are trapped during this process are fostered and spayed or neutered and then go into the shelter adoption program. Hands Helping Paws takes on the cost of vaccinating and spay/neutering these kittens so that there is no monetary or time for the shelter. Year to date HHP have cared for 99 kittens through the TNR program. Rebecca Bean asked if more support is needed for these programs. Mark Bechtel said if we put more of the process in the hands of staff then that would reduce the length of stay. Candidates for RTF are currently going to HHP’s barn cat program, which is a finite resource. If we redirect those cats to a RTF program they would spend less time at the shelter. There was a discussion about best practices concerning community cats and returned to field programs. VIII. Discussion of Annual Report to City Council/Mayor Mark Howery was working on putting together the committee’s annual report. Rebecca Bean commented that she would like to see the committee formally present the annual report to the city council going forward. There was a brief discussion about the low cost spay/neuter program.  Rebecca Bean wanted to add more to the report about HHP’s contributions to the shelter through their programs. IX. Future Events and Call for Agenda Items for Next Meeting Mark Howery asked if there were any events that are taking place at the shelter. Kim Fairbanks said that Mutt’s Club is not holding events during the reduced Covid hours. Mark Bechtel said that there have been no adoption events or PetSmart events during the past months. Jeanne Snider said at the next meeting the committee will be voting on volunteer of the year. X. Miscellaneous Comments Dr. Amy Tyler said that setting up the Kurunda donation site around November would be good timing so that people could donate them for Christmas. Jeanne Snider updated the committee on the Rock Creek zoo and said that she expects to hear an update this week. Currently the USDA has their licensing application. The owners are prepared to file for a zoning change with the city but they must be licensed and there are platting changes they would need to make first. They have over 200 animals on their property and the city currently does not have the resources to go get these animals in the meantime. XI.
