Animal Welfare Oversight Committee
November 21st, 2022
The Norman Animal Welfare Oversight Committee of the City of Norman, Cleveland County,
State of Oklahoma, met in the executive room at the Norman City Municipal Building on the
21st day of November 2022 at 6:00 PM. The notice and agenda of the meeting was posted at
the City of Norman Municipal Building on 201 West Gray Street on November 19th, 2022. The
meeting was also posted on the City of Norman website at www.normanok.gov.
CALL TO ORDER
Co-Chair Mark Howery called the meeting to order at 6:07 PM.

APPROVAL OF THE AUGUST MINUTES
Motion made by Dr. Rod Hall, seconded by Kim Fairbanks. The minutes were approved.
MONTHLY STATISTICS AND UPDATE
Ashley Battiest went over the shelter statistics for October. Kellee Robertson said that the two
positions that the shelter will be hiring for have been posted. The new positions are an
additional Animal Welfare Technician and an Adoption Coordinator.
There was a discussion about the HVAC unit for the multipurpose room. It has been fixed, and
Kellee said that once it is painted and the new furniture arrives, the room will be used once
again.
DISCUSSION ITEMS
Animal Welfare Expo, March 25, 2023
Kim Fairbanks spoke about the upcoming Animal Welfare Expo in March. The focus will be on
the spay/neuter clinic being held during the day. Her goal for the event is to spay or neuter 300
animals. She has posted a wish list for anyone wishing to donate to the event for smaller ticket
items needed for the day, and would like to use donation account funds for a couple of the
bigger ticket items that would be kept by the city and used for spay neuter clinics throughout
the year. Rod Hall asked if she had looked at used equipment. She said they are borrowing
multiple tables for the day. She said that any animal not current on vaccinations will be
vaccinated before surgery. She is also planning to charge a small fee to hold the appointment,
so that she can curb no-show appointments. Kim Fairbanks said there was not going to be a
guest speaker this year, and asked if Norman Animal Welfare was interested in doing a
presentation for fosters or volunteers.
There was a discussion about the days left for the city council to approve any big purchases
using donation money.
Update on recent Events
Kellee Robertson spoke about the recent adoption event held at Crunch Fitness. Norman
Animal Welfare (NAW) took the adoption trailer and adopted out two of the dogs at the event.
The coordinators for the event said that they would love to have NAW come out again. They
suggested that NAW try weekdays that tend to be busier for them.
Norman Animal Welfare will be participating in the Twilight Market, planned for December 11 th
at the Well in Norman.
Determine Meeting Schedule for 2023
The proposed schedule for 2023 is to meet every other month beginning in January, keeping
the third Monday of the month except when it conflicts with a holiday. These dates would be
January 9th, March 20th, May 15th, July 17th, September 18th, and November 13th. These
meetings will be held at Norman Animal Welfare’s multipurpose room.
Sandy Moore-Furneaux made a motion to accept the proposed schedule, Kristy Wicker
seconded. The motion passed.
CALL FOR AGENDA ITEMS
For the next meeting: a follow-up on spay/neuter clinics and the Animal Welfare Expo.
MISCELLANEOUS COMMENTS
Kellee Robertson said that Cora was adopted after spending 250 days in the shelter.
