City of Norman Bicycle Advisory Committee Revised Minutes for August 11, 2025, Meeting at 5:15 PM City of Norman Municipal Complex 225 North Webster Development Center Conference Room B The Bicycle Advisory Committee of the City of Norman, Cleveland County, State of Oklahoma, met in Regular Session in the City of Norman Development Center Conference Room C, on the 11 day of August, 2025, at th 5:18 p.m., and notice of the agenda of the meeting were posted at the Municipal Building at 201 West Gray and on the City website at least 24 hours prior to the beginning of the meeting. Per the City Manager’s request, the BAC was asked to move to Room C to accommodate another organization. • Roll Call of Members and Introduction of Visitors ▪ Approval of July 14, Meeting Minutes. • Motion made by Warren; seconded by Prather; Motion passed unanimously *Members present: Cantwell, Wimberly, Warren, Prather, Zimmerman, Minty, Murphy, Ahmadi BAC Member Updates – City of Norman Updates: o James Briggs, NPRD • Reported on AIM plan and to expect more trail proposals because they are a part of the plan • Looking to starting “Bike Club”. o David Riesland, Norman Transportation • Should be getting information that the Flood path will be closed • Path from 48th to 72nd on highway 9 is up for letting • Path from 72nd to 84th highway on track for letting next summer. • ACOG projects be applied • Submitting the Air Qualify Small Grant project from ACOG o Thomas Zermeno, NPD • Gearing up for football season • Hosting a bike response team training • Expect more information Olympic participation. • Expect a bike upgrade for NPD o Status of Cycle Norman Brochure + Map with vote to approve • Presentation to CPTC on August 28, 2025 • A motion was made to approve of the final version being forwarded to the CPTC: Motion made by Wimberly, seconded by Zimmerman, motion passed by unanimous consent. o Report from Sub-Committee on Potential Locations for Bollard Removal • Ahmadi made a motion to create the Bollard Evaluation and Removal Program (BERP), seconded by Warren. Motion passes unanimously o Establish a Sub-Committee to Identify Bike Lane Locations on the Wrong side of Exclusive Right-turn Vehicular Lanes • Identify areas where the current treatment needs to be applied; 2 @ Classen and Cedar Lane; Rock Creek and 48th NW; Riesland is planning to apply for grants from ACOG. Establishing of the subcommittee was tabled. o Discussion and vote to establish BAC Workgroup – 3 members + Chair - to study City Bicycle Codes. • City legal staff supports updating code around bicycle usage; Riesland suggested that all of BAC put this topic on future agendas for review, rather than creating a subcommittee; Warren voiced concern about making sure that legal staff were aware of bicycle usage. o Revised and updated Comprehensive Transportation Plan Update was approved by City Council on 6-24-25 o Statement or Topics of Interest by Visitor(s) – o New Business/Open discussion September 8, 2025 – Next BAC Meeting Wimberly made a motion to adjourn at 6:12, seconded by Prather, motion passed by unanimous.
