City of Norman Bicycle Advisory Committee
Minutes for the May 11, 2026, Meeting at 5:15 PM
The Bicycle Advisory Committee of the City of Norman,
Cleveland County, State of Oklahoma, met in Regular Session in
the City of Norman Development Center Conference Room B,
on the 11th day of May, 2026, at 5:16 p.m., and notice of the
agenda of the meeting were posted at the Municipal Building at
201 West Gray and on the City website at least 24 hours prior to
the beginning of the meeting.
• Roll Call of Members and Visitor introductions.
o Members present: Minty, Peppler, Lanphere, Prather, Cantwell, Ahmadi, Wimberly
o Members absent: Zimmerman
▪ Approval of April 13, Meeting Minutes.
• Motion to approve made by Peppler, seconded by Minty; Motion passes
unanimously
BAC Member Updates – City of Norman Updates:
o James Briggs, NPRD
• Met with Jeremy from Progressive Bike Ramps to get quotes for upgrades
• Bike Friendly Community application process underway
• American 250 Bike rack coming to Reaves Park
o David Riesland, Norman Transportation
• Working to put Bike to Work on the calendar;
• Proclamation taking place at City of Norman council meeting;
• Presenting map at the next CoN City Council committee meeting;
• Construction is underway on highway 9 near Blue Creek.
o Thomas Zermeno, NPD
• Unity Ride took place on May 8; Upcoming memorial at Legacy Park; new
upcoming academy.
o Status of Cycle Norman Brochure + Map
• Being presented to CoN committee on May 28, 2026
o May is Bicycle Month – Ride Your Bike to Work Day – Map/Routes
• Discussed final details of the event
• Plans are to possibly make this into a bigger event for subsequent years
o Discussion of Codes review
• David met with City Code Compliance and presented information
• Discussed the definition of “bicycle” between state and city
• Group decided to discuss further at the next BAC meeting
o Statement or Topics of Interest by Visitor(s)
• Chris Southern represented OMBA to talk about upgrades
• ODOT quarterly updates coming up on Wednesday May 13 @ 10 am; State
bicycle map.
o New Business/Open discussion
June 8, 2026 – Next BAC Meeting
