City of Norman Bicycle Advisory Committee Minutes for May 1, 2017 Meeting, 6:15 PM City of Norman Municipal Complex 201 West Gray, Study Session Room (1) Roll Call and Introduction of Visitors Attendees: M. Carr, M Wieters, H. Cantwell, T. Woodfin, K. Williams, L. Krumholz. S. Bailey-Koszarek, Staff: James Briggs and Angelo Lombardo (2) Approval of April Meeting Minutes Motion with spelling change to Cantwell by M. Wieters, 2nd H. Cantwell, unanimous approval with spelling change. (3) Agenda A. Recap Earth Day Festival Collaboration with CART, April 23, 2017 Successful event, better location next to CARTS M. Carr, S. Bailey-Koszarek, T. Woodfin, and L. Krumholz staffed the booth. B. Recap April 27th presentation to Council Community Planning and Transportation Committee Presentation by A. Lombardo and T. Woodfin to the CTP went well. Favorable discussion for the 5 TAP projects and update to the long range transportation plan Tuesday May 9th 6:30 pm the CTP and TAP projects will be on the agenda (consent agenda most likely); Norman BAC members are asked to attend in support of the item. The Council will also be making the proclamation for Bicycle Month and Bike to Work Day at that meeting C. BAC volunteers for Jackson Elementary Bike Rodeo, Monday May 8th 4:45 – 7:15 pm. Please contact Michelle Carr if you are able to volunteer at this event. It is great fun and it is a meaningful way to help kids improve their skills on a bicycle. M Wieters, L Krumholz have indicated they will be there. D. Skype with Larry Mitchell, Tulsa BAC T. Woodfin gave an overview of what this committee has done and our general mission (TAP projects, CTP amendments, Bicycle Skills Course/Park, Open Streets, Earth Day). Q: Does Tulsa have a Complete Streets Policy? A: Yes Q: Road Diets in Tulsa?  A: Yes, several. Also in conjuction with upcoming BRT on N-S Peoria (planned to open in 2019) and E-W 11th Street Larry Mitchell went over how their BPAC works in Tulsa (appears to have a structure like ACOG’s BPAC, but has more support and regular meetings) 12 citizen representatives – they have positions that are trying to fit various regions, perspectives, they are trying to recruit more minorities to the board to reflect more diversity of ideas that may be missing. • Mayor’s office sends a rep • Health Dept • City of Tulsa Engineering and Planning • School Board • Police Goals & Vision (3 year goals) 1. Work to secure funding for an Active Transportation position at the city 2. Obtain silver status with League of American Bicycles by 2018 3. Reduce pedestrian and bicycle deaths by 7% by 2018 4. Increase commuter rates • 120 miles of trails in Tulsa, working toward having more protected bike lanes – Go Plan • $8M earmarked for bicycle lanes for next 3-5 years • Bikeshare – soon to open
10 stations, 120 bikes; Tulsa HUB will do the maintenance • 7% of transportation funding to bike and ped (includes addressing ADA Transition Plan for Tulsa) • Training for car drivers available to interact more safely with bike and ped • Bicycle Film Festival • Desire to develop a Bike Lane ordinance to govern what happens/what is allowed in bike lane • Hoping to start doing data collection on bike and ped; only on river trails right now • LCI training – hope to do one in future (did one about a year ago) • Green/colorized bike lanes

PROJECT REQUESTS FOR TAP funding – Part of 4/27/17 and 5/9/17 meetings 1. HWY 9 (36th – 48th) Extend trail from current end at 36th and purchase bicycle count technology (annual fee for the software for EcoCounters, purchase tubes for counting bicycle traffic) 2. Constitution (Jenkins – Classen) – possible multi-use path 3. Flood Ave (Robinson to Tecumseh; complete loop) funding in Norman Forward 4. Bike Skills course PARD + partners to supplement 5. Connection to S. Canadian River/McClain County/Adkins Hill Road TWoodfin to write letters of support for City of Norman application for projects 1,2,&3. Discussed that Norman BAC should provide comments on the I-35 Corridor Study and indicated that: 1) Indian Hills is in the Norman CTP (Long Range Transportation Plan) and 2) in the plan this crossing is indicated as requiring safe connections for both bicyclists and pedestrians.
