City of Norman Bicycle Advisory Committee Minutes for July 10, 2017 Meeting, 6:15 PM City of Norman Municipal Complex 201 West Gray, Executive Conference Room (1) Roll Call and Introduction of Visitors Attendees: Michelle Carr, Lee Krumholz, Thomas Woodfin, Meghan Wieters, Sunni Bailey-Koszarek, Gordon Carrie, Kyle Williams, Kim Floyd, James Briggs (2) Approval of May Meeting Minutes Motion by: Wieters 2nd: Williams Passed Unanimously (3) Agenda A. Recap Norman Conquest • 524 riders; ridership good compared to other rides this year B. Bike to Work Day recap (James) • ~45 people attend • Bike given away C. Status reports: 1. CART Updates – (Karleene/Taylor) a. Karleene – retired; Taylor will provide updates 2. Enforcement (OFC Smallwood) a. No representation on committee 3. City of Norman Updates (Angelo, James) a. Status for Bike Map update b. Status on Bike Map: Map has been presented to Council; signage has been installed; maintenance check on signs; out bike route maintenance money to replace and repair old signs. c. ACTION: look at draft map for the bike plan map at August meeting (James Briggs) D. Two projects from TAP funded and Other Projects 1. HWY 9 (36th – 48th) Extend trail from current end at 36th and purchase bicycle count technology (annual fee for the software for EcoCounters, purchase tubes for counting bicycle traffic) The other sections are under design now. 2. Constitution (Jenkins – Classen) – possible multi-use path a. Design  may be this year, Construction  2018-19 (need to verify with Angelo on schedule) b. Safety at intersections is one of the key elements to pay attention to for new plans. 3. Rob & John – American Ramp/Progressive Bike ; Kenob, UT example; favorable review of the site ($275,000 construction, $25,0000 design); they may be able to do the design for bike skills park. (National contract – may be one pathway; still could be and RFP). Budget is through room- tax. a. Could request a workshop type process to help to design the bike skills park that incorporates what kids/users might really like and use (interactive); use subcommittee b. Parking area is next issue to tackle. 5. OU Campus / Bikeshare (Kyle) E. Consideration of goals for 2017-2018 1. Raise the visibility of cycling with Council (attendance at most Council meetings; e.g. Approval of subdivision with/without connections for bicycle connections. 2. Subcommittee for Transportation (City Council) 3. Which meetings should we show up to? 4. Ideally everyone on BAC to show up to 1 meeting per year 5. Add to regular meeting agendas a list of upcoming meetings or projects (Add to BAC agendas) a. City Council agenda review on BAC agenda (Council meetings are at 6:30 pm) b. Could create a Google Calendar post/share meetings 6. Increasing commuting for cycling 7. Addressing items from League of Amer. Bicyclists to shoot for improvements. 8. PSA on safe cycling – funding issue 9. Lindsey  after Pickard what is the design at the transition? Sharrows? 10. McGee  no yield to bike, at least dashed through intersection 11. LCI training – traffic skills 101, then LCI course need 10 people, 3 days (weekend) (4) New Business for August agenda A.
