Minutes for November 13, 2017 Meeting, 6:15 PM

(1) Roll Call and Introduction of Visitors
Attendees: Michelle Carr, Lee Krumholz, Thomas Woodfin, Meghan Wieters, Kyle
Williams, Hal Cantwell, Gordon Carrie
Staff: James Briggs, Angelo Lombardo
Visitors: Many students from PSC 1113 Civic Engagement course
(2) Approval of October Meeting Minutes
Minutes should reflect that Meghan Wieters and Michelle Carr were unable to attend the
Oct. 9th meeting (listed as attending)

(3) Agenda
A. Observe moment of silence for former BAC member Kim Floyd
B. Discuss Bike Map editions:
1. Updating the Bike Master Plan in the CTP (James, Angelo)
James will bring a map – similar to existing CTP map with updates and the ‘back
envelope” to discuss what types of information and images are appropriate for this map.
2. Creating a Bike Map for riders to be posted on Web: discussion of
examples from other communities (Meghan and Tom)
Meghan and Tom will work on a mock up map that can be posted to the web. This will
be more for promoting riding in Norman, indicating ‘comfortable’ pathways to various
destinations. They will not be able to start working on this until after Dec. 12th and will
work on having a mockup for the Jan. meeting.
C. Discussion of new Bike Skills Park design process: updates from BSP
Subcommittee (Kyle, Michelle, Tom)
T. Woodfin welcome Tim Babcock from Progressive Ramps (consultant team on the
National Joint Powers Alliance https://www.njpacoop.org/about-us ;
https://www.njpacoop.org/cooperative-purchasing/contracts-general/parks-

T. Woodfin indicated he would send Tim Babcock a copy of the slides presented to City
Council about the site selection for the Bike Skills Park. Additionally Woodfin went over
the Draft Goals for the Bike Skills Park from the subcommittee discussing critical
elements for the proposed park:
Tim Babcock discussed how the National Joint Powers Alliance allows
municipalities to hire professional services. The discussion included how to
integrate community engagement into the project:
- Universal design elements
- Phasing of a master plan for the site
- Pursuing a Design-Build option to stretch budget and be more nimble in
addressing the project
- Discussion on inclusion of perspectives (potentially at BAC meetings as
public meeting setting) from ADA/universal design for inclusive components
to park and experience of a bike skills course, input from different ages (kids
to teenagers ideally)
D. OBC Map publication by ODOT: Bill Elliott, OBC Board Member - see handout
(Tom)
Lee Krumholz will review the proposed map from ODOT to determine what our role is for
this map.
E. Status reports:
1. City of Norman Updates (Angelo, James)
Road Diet meeting in Ward 3 for Main St and Rock Creek went well. There was support
from the community for safe riding spaces and these road diet projects are good to
proceed.
In addition, Road Diet 48th/Grandview/Rock Creek good to proceed
Bids for road diets with ODOT by Thursday this week; construction in Spring 2018
Lindsey project – bike lanes being striped this week
ODOT to bid projects for Hwy 9 and 12th SE (Oak Tree/ Cedar Lane)
TAP grant proposals for design reviewed for Constitution, 2nd phase of Hwy 9, and
Flood.
Some complications with signage for 10 Mile Flats bike routes; signs removed from
county land outside of City of Norman purview.
2. OU Campus / Crimson Cruisers Bikeshare (Kyle)
Usage continues to be good and constant; desire to expand bikeshare to all of Norman
seems to be growing.
3. CART Updates – (Taylor Johnson )
Need to request #s on bikes on board (software counts) and ideally a regular update on
opportunities to connect bicycling and transit from CART monthly.
4. Enforcement (OFC Smallwood) - no report
F. Upcoming meetings / topics of interest to cycling in Norman
• OBC Bike Skills Training – Smart Cycling class February 17,2018 to
register contact Bill Elliott OKCBike@gmail.com
This is the precursor for formal LCI training.
(4) New Business for December agenda
- James will bring the services contract draft to next meeting and
Committee can discuss appropriate types of meetings/community
engagement for Bike Skills Park.
