City of Norman Bicycle Advisory Committee Minutes for December 11, 2017 Meeting, 6:15 PM City of Norman Municipal Complex 201 West Gray, Executive Conference Room (1) Roll Call and Introduction of Visitors In attendance: Michelle Carr, Lee Krumholz, Hal Cantwell, Thomas Woodfin, Sunni Bailey-Kosarek, Gorden Carrie, Kyle Williams, Chris Southern. Discussion of new Bike Skills Park design process (James) 1. PBR contract scope – discussion of DRAFT professional services contract • Preliminary design scope estimated to be ~ $ 18,000 by PBR out of allowed $ 25,000 under NJPA contract since the full scope of services was not included. City of Norman will separate out civil engineering from PBR contract since already have local CE on retainer. • The BAC bike skills park subcommittee should review and approve the proposed final Scope in late December/early January in order to get it on City Council agenda for approval at Jan. 9, 2018 meeting. Since it is a NJPA contract, it can be part of the consent agenda. • Kyle requested examples of skills parks in our price range (225,000-250,00) that PBR has done. Many parks are visible on the PBR website but few with costs associated. • Norman has been asked by Oklahoma Bicycle Coalition to put together a proposal for the Oklahoma Bike Summit in 2018. Tom to pursue more details on this with OBS. 2. Timeline for spring 2018 engagement – o Project Start-up meeting: BAC Skills Park subcommittee meet on site with consultants & city staff o Community Meeting (Public Meeting # 1) early to mid-February 2018: BAC to ID stakeholders in Norman such as BMX groups o 1.5 Community Meeting (Public Meeting # 2) in March 2018? Workshop meeting to review preliminary concepts (BAC to assist in identifying best constituencies to participate in workshop) to create programming goals, desired facilities o 1.8 Public Meeting # 3) in April 2018? Presentation to Parks Advisory Board (BAC invited) of preliminary design incorporating workshop recommendations with schematic cost estimates and phasing recommendations. • TASK 2.0 Design Development & Construction Drawings – reviewed with City Staff in May o Potential presentation to City Council study session in May o Put design out to bid in June, 2018 to be ready for Norman Forward funding and PARD funding available July 1st, 2018 B. Update of Bike Master Plan in the CTP (James, Angelo) – no new information C. Creating a Bike Map for riders to be posted on Web: (Meaghan and Tom) as noted in previous minutes, Tom & Meaghan will work on this over holiday break.  D. Status reports: 1. City of Norman Updates (Angelo, James) • Request made to ACOG Bike/Pedestrian Advisory Committee (BPAC) for unassigned funds for 2017 ($ 160,000) to be committed to Multiuse Path project from Tecumseh to Robinson along west side of Flood / Hwy77. To be voted on by BPAC in February. Design of MUP is already contract to Halff Associates, OKC. • First phase of Hwy 9 MUP construction was bid in October and ODOT awarded the construction contract to A.Tech Paving. A pre-construction conference was held with construction expected to start in next 30 days. • Question to Angelo about McGee bike lanes: they will be re-striped after all construction of Lindsey Street ends. Gravel and debris will be removed and the bike lanes re-striped before the Lindsey project wraps up. 2. OU Crimson Cruisers Bikeshare (Kyle): ridership slightly down from mid- November to mid-December, probably because of colder weather 3. CART Updates – (Taylor Johnson ) no report given 4.
