Minutes for September 10, 2018 Meeting, 6:15 PM
City of Norman Municipal Complex

(1) Roll Call and Introduction of Visitors
Present: M Carr, H Cantwell, T Woodfin, S Bailey-Koszarek, C Southern, M Wieters
Visitors: Andrew Morse, Caroline Kyle
(2) Approval of August Meeting Minutes & New Business for October agenda
Motion by: C Southern 2nd By: H. Cantwell – unanimous approval
(3) Agenda
A. Report on Jackson Elementary Bike Rodeo (Carr)
55 kids participated, Ofcrs Wilson and Cermino took kids on 3 group road rides, 10-12
volunteers; very successful (but very hot) event; BAC members helping out included: T
Woodfin, L. Krumholz, M Wieters and M Carr (organizer at Jackson Elementary)
B. Review homework routes by members to promote cycling in Norman (Wieters)
Standard opportunity to provide new possible routes to add for ultimate “route marketing”
in the future.
C. Discussion on next steps for Bikeshare in Norman (e.g. task force, new ad hoc
committee) (Woodfin)
Table creating ad hoc committee suggestion; City of Norman needs to work on issue of
addressing CART transit service more immediate issue
Concern also raised on related issue on the scooters around town and that discussions
related to impacts on bike lanes and sidewalks may be needed by City of Norman.
D. Norman Bike Skills Park status: next public meeting (Briggs)
Public meeting not scheduled yet / goal is to have it in Sept and to send messages about
meeting through Norman Schools
E. East 24th Street MUP path potential (Lombardo)
Concern raised about speed limit Hwy 9 to Lindsey on E24th is 45 mph, speed
decreases to 40 mph and 30 mph for northern sections (slower at Reagan Elementary)
Multiuse path may be the best method for cycling given the speed limit, but possibly also
pulling the speed limit to 40 mph would also be helpful for safety.
F. Legacy Trail Eco-counter disposition: (Woodfin)
M Wieters will prepare a potential memo that T Woodfin may be able to champion internal to OU
to see if we can donate the Eco-Counters to the City for their use in counting. This will allow
them to purchase new batteries and software to coordinate with other counters they will have
online soon.
G. City of Norman Updates:
• James Briggs PARD - new round of bike racks should be happening soon, focus
will be on Lindsey; Cedar Lane neighborhood will have a new park with trail
soon; Utility replacement on Robinson (Flood to airport) will replace existing
asphalt with concrete
• Angelo Lombardo Transportation – Road Diets projects are back on track and
the green materials for the bike lanes arrived and pending weather will be
completed very soon; McGee to Monroe Elementary will receive green bike lanes
with remaining green product; ODOT project Hwy 9 may be completed in 10
days (weather permitting); 2012 Bond Projects (8 total) – 5 are completed or
under construction, 3 remaining projects are 24th, 36th and Alameda
• Teddy Wilson Norman PD – focus on safety issues related to the game
days/campus corner
• CART Bikes on buses: 627 for August
H. Upcoming meetings / topics of interest to cycling in Norman
City Council working meeting Tuesday evening 5:30 to discuss potential next bond project (Indian
Hills, 36th, others)
Bike repair class for City Care Center in OKC
Sat. Oct. 20th – Bike Skills class at OU Gould Hall – Jessica Scott is holding event to use grant
money received where workshop in central Oklahoma was a requirement. M.Wieters will send
details when available.
