Minutes for October 8, 2018 Meeting, 6:15 PM

(1) Roll Call and Introduction of Visitors
Carr, Krumholz, Cantwell, Bailey-Kosarek, Woodfin, Carrie and Southern present
(2) Approval of September Meeting Minutes & New Business for November agenda
Unanimously approved with one typo noted (Officer Zermino’s name misspelled)

A. Review homework routes by members to promote cycling in Norman (Wieters)
Sunni brought her route plan for Wieters to incorporate. This will be an on-going activity to work on to
promote cycling in Norman.
B. Discussion on next steps for Bikeshare in Norman (e.g. task force, new ad hoc
committee) (Woodfin)
Request for BAC response to presence of Bird scooters in designed bike
lanes in Norman. Motion by Cantwell, seconded by Southern: “Electric scooters shall be
allowed in designated bike lanes and obey all traffic regulations just as expected from
bicycles.”
Brief discussion about moving forward to Council on proposed task force in
light of several factors: 1) the proliferation of Bird scooters affecting market, 2) CART
funding relationship between OU and City of Norman is currently in flux, 3) funding for
additional Crimson Cruisers sponsored by the City – other budget priorities are taking
precedence. CART had applied for a federal Transportation Assistance Program grant to
expand the Crimson Cruiser Bikeshare but rescinded that application by letter to ACOG
citing lack of university funds to meet the required match.
C. Norman Bike Skills Park status: next public meeting proposed for Monday, October 29, 2019
when Jeremy from PBR is in town.
BAC will wait for meeting confirmation from James Briggs before promoting on social media. BAC received
latest layout proposal from PBR Consultants. A small gravel parking lot will be built along the existing
asphalt alley by the City and not part of skills park contract. Expected approval of the park construction
contract with PBR at the November 13 City Council meeting.
D. Legacy Trail Eco-counter disposition
Woodfin located original funding proposal at OU for purchase of the counters – discussion of what
mechanism can be utilized to transfer ownership. Cantwell suggested a method used at DEQ – a “no-cost
contract” to transfer material from DEQ to other agencies. Could this type of contract be used in the eco-
counter situation? Lombardo noted that City would accept the counters under some form of acceptable
written agreement and provide all data to OU researchers in the future.
E. Discussion of BAC role in Norman Transportation bond initiative: discussion of progress on
2012 transportation infrastructure bonds: http://www.normanok.gov/content/city-norman-
construction-projects . City staff was requested to prepare a list of priority transportation
projects to be presented potentially to voters in a 2019 bond election. Three options developed
for six local projects (funded solely by local bonds) and twelve projects that would require
matching federal funds. A list of the projects is on the City of Norman website (INSERT URL
HERE). Tuesday, Oct. 16th is a study session by Council to discuss the options. BAC members
are encouraged to attend if possible.
F. City of Norman Updates:
• James Briggs PARD – Ruby Grant Park design is on-going: local cross-country track
coaches helped designate a course within the property. Local disc golfers will lay out a
course and potential conflicts between runners and disc golfers can be identified prior to
construction. Original park master plan being refined with this new input as well as
designating portions of the park property to remain natural such as the wetlands in the
southeast corner.
• Angelo Lombardo Transportation – brief updates to Hwy 9 Multi-Use Path construction.
On-going discussion of green glass bead bike lanes. Angela said that Streets
Department has just acquired a street sweeper brush to be able to sweep the bike
lanes of debris, a recurring source of complaints by local cyclists. Angelo will also be
presenting to the Oklahoma Association of Traffic Engineers about the green bike lanes
and agreed to share this presentation with the BAC at the November meeting.
