City of Norman Bicycle Advisory Committee Agenda Minutes for September 13, 2021 Meeting, 6:15 PM City of Norman Municipal Complex 201 West Gray, Executive Conference Room  Roll Call of Members and Introduction of Visitors o Members Present: Hal Cantwell, Lee Krumholz, Micah Snyder, Chris Southern, Sarah Shanks. o Ex Officio Members present: James Briggs, David Riesland, Thomas Zermeno o Visitor: none  Approval of August 9, 2021 Meeting Minutes o BAC Member Updates o City of Norman Updates: o James Briggs, CoNPaRD  Ruby Grant Park. Meant for walking and running but bikes are allowed.  Creekside Bike Park will be watered. Norman Parks Department will increase maintenance of park. Hoping to put a pump track in at Creekside or at another city park. BAC will work with Parks Dept., to plan at which park to install the pump track.  Ruby grant trails are being opened up.  Reeves Park is to be changed dramatically. Parking will be moved during 2022. A lot of work will be done by 2022 Medieval fair. o David Riesland, Norman Transportation  Reconfiguring intersection at Constitution and Jenkins including construction of a large roundabout is scheduled begin by Fall of 2023.  24th Avenue East bond project is complete. Legacy Trail gap project is nearing finish, working through completion punch lists. There will be work on Constitution and Flood (Tecumseh and Robinson) bike paths.  ACOG is getting closer to announcing a call for projects that could be used to build the next section of the multimodal path east on Hwy 9. o Thomas Zermeno, Norman PD  T. Zermeno is now the education coordinator for IPIMBA. Currently working on publications for public safety personnel. Crime is coming back in full force. Car burglaries and catalytic converter thefts are big at night.  OU Students are back with an increase in Fake IDs. The number of homeless in city has increased dramatically.  Traffic patrol activities will be increased. o City of Norman Cycling Map –  Should be published very soon!  Upcoming meetings / topics of interest to cycling in Norman  Next month we will start developing working groups and start with the pump track.  Bike counts will occur. Tuesday Oct 12 5-7 PM and Sat Oct 16 10-12.  Questions have come up regarding ordinances regarding ebikes and scooters. There are no ordinances regarding scooters and they are doing illegal stuff and can’t be prosecuted.
