Norman Board of Parks Commissioners April 6, 2017 The Norman Board of Parks Commissioners of the City of Norman, Cleveland County, State of Oklahoma, met in the Multi-Purpose Conference Room on the 6th day of April, 2017 at 5:30 p.m. and notice and agenda of the meeting were posted at 201 West Gray Street, 24 hours prior to the beginning of the meeting. ITEM 1, being: ROLL CALL Present: Vice-Chairman Salmond and Commissioners Favors, London, Moxley, and Wright Absent: Chairman Hoover and Commissioners Dolan, Rogers, and Sallee City Officials Present: Jud Foster, Director of Parks and Recreation ITEM 2, being: APPROVAL OF THE MARCH 2, 2017 REGULAR MEETING MINUTES Commissioner London made the motion and Commissioner Wright seconded to approve the minutes. The vote was taken with the following results: YEAH: Vice-Chairman Salmond and Commissioners Favors, London, Moxley, and Wright NAY: None ITEM 3, being: APPROVAL OF THE AGENDA Commissioner London made the motion and Commissioner Wright seconded to approve the agenda. The vote was taken with the following results: YEAH: Vice-Chairman Salmond and Commissioners Favors, London, Moxley, and Wright NAY: None Park Board Page 2 of 3 April 6, 2017 ITEM 4, being: PRESENTATION OF ACTIVITIES FROM FIREHOUSE ART CENTER Douglas Elder, Executive Director, Firehouse Art Center (FAC), presented to the Board. He said FAC’s mission is to enrich the community by offering the highest quality visual arts education, experiences, and exhibition. Mr. Elder said the FAC believes the arts are an essential part of a well-rounded education and depicted pictures from Kids Art is Smart at Lincoln Elementary and Figurative Language Murals from Adams Elementary. He said every week almost 300 children and adults attend the 30 to 40 classes offered during each of the FAC quarter class semesters, to include Children’s Summer Art Program; College Portfolio Program; Healing Studio; and Adult-Fused Glass. Mr. Elder said last year, the FAC provided visual art experiences at community events for over 8,000 individuals and families such as the Plaza District Festival; Movies in the Park; Fall Festival; Medieval Fair; Earth Day and Leadership Arts. He said from September 2015 to August 2016, nearly 4,000 individuals visited the FAC Gallery and gift shop daily and during exhibitions such as Firehouse Talent 2015; Holiday Gift Gallery 2015; Healing Studio 2016 Exhibition; Veterans Experience and Expression; and Children’s Summer Art Show. Mr. Elder distributed a FAC Spring 2018 class schedule and said FAC will not open the facility during the Second Friday Art Walk in order to participate with the Norman Arts Council and meet citizens at the downtown event. He also distributed cards that are available in the FAC gift shop, stating students from the Children’s Summer Art Program create their version of the FAC logo. Commissioner London suggested FAC have the children create a Christmas card. A 2017 organization annual report was received prior to the meeting. The Board acknowledged the report. Jeff Salmond left the meeting at 6:10 p.m. ITEM 5, being: UPDATE OF NORMAN FORWARD ACTIVITIES Jud Foster, Director of Parks and Recreation, presented to the Board and gave an update of Norman Forward activities and projects to include the following:  East Branch Library will be breaking ground soon and begin construction;  Griffin Park Plan is underway and the Griffin Park Ad Hoc Committee met recently;  Reaves Park Ad Hoc Committee will meet soon to begin the Reaves Park Plan; and  Westwood Aquatic Center construction is going well. Jud reminded the Board that for each major project, 1% of the project cost will be set aside for public art. The Board acknowledged the report. Park Board Page 3 of 3 April 6, 2017 ITEM 6, being PRESENTATION OF PARK BOARD ACTIVITIES/INFORMATION Jud Foster had a power point regarding an overview of the Parks and Recreation Department, Parkland Development Fees and Parkland Dedication Ordinance and the duties of Park Board members. The board requested this item be continued to the May 2017 meeting when more commissioners would be present. ITEM 7, being: MISCELLANEOUS COMMENTS With the approaching Park Tour scheduled for next month, Jud Foster asked the Board if they had specific parks they would like to see. After discussion, the Board requested to see examples of private parks, Sonoma Park, Westwood Pool, Legacy Trail and Redlands Neighborhood Park. ITEM 8, being ADJOURNMENT Commissioner Wright made the motion and Commissioner London seconded to adjourn.
