Regular Meeting
January 4, 2018
The Norman Board of Parks Commissioners of the City of Norman, Cleveland County, State
of Oklahoma, met in Council Chambers on the 4th day of January, 2018 at
5:30 p.m. and notice and agenda of the meeting were posted at 201 West Gray Street,
24 hours prior to the beginning of the meeting.
ITEM 1, being:
ROLL CALL
Present: Chairman Hoover, and Commissioners Dolan, Favors, Rogers,
Salmond, Sallee and Wright
Absent: Commissioners Isacksen and Moxley
City Officials
Present: Jud Foster, Director of Parks and Recreation
Matt Hendren, Parks Superintendent
Jason Olsen, Interim Recreation Superintendent
Karla Chapman, Administrative Technician IV
ITEM 2, being:
APPROVAL OF THE DECEMBER 7, 2017 MEETING MINUTES
Commissioner Salmond made the motion and Commissioner Dolan seconded to approve the
minutes as amended. The vote was taken with the following results:
YEAH: Chairman Hoover, and Commissioners Dolan, Favors, Rogers,
Salmond, Sallee and Wright
NAY: None
ITEM 3, being:
APPROVAL OF THE AGENDA
Commissioner Dolan made the motion and Commissioner Wright seconded to approve the
agenda. The vote was taken with the following results:
YEAH: Chairman Hoover, and Commissioners Dolan, Favors, Rogers,
Salmond, Sallee and Wright

ITEM 4, being
NOMINATION AND ELECTION OF CHAIR OF THE BOARD OF PARKS
COMMISSIONERS
Chairman Hoover asked for nominations and Bud Dolan was nominated as the Chair of the
Board of Park Commissioners. The vote was taken with the following results:
YEAH: Chairman Hoover, and Commissioners Dolan, Favors, Rogers,
Salmond, Sallee and Wright

NOMINATION AND ELECTION OF VICE CHAIR OF THE BOARD OF PARKS
COMMISSIONERS
Chairman Hoover asked for nominations and Jeff Salmond was nominated as the Vice Chair
of the Board of Park Commissioners. The vote was taken with the following results
YEAH: Chairman Hoover, and Commissioners Dolan, Favors, Rogers,
Salmond, Sallee and Wright
NAY: None
ITEM 6, being
MISCELLANEOUS
Mr. Jud Foster, Director of Parks and Recreation, provided an update for the Norman
Forward projects, beginning with the recent ribbon cutting for “Splash,” public art at
Westwood. Mr. Foster said he is very pleased and proud of the art. He said the art piece
tends to have motion when moving around it because of the “fins” on it. Mr. Foster said
landscaping will be installed around the base that will complete the project. Commissioner
Dolan asked if the City hired an architect to do the landscaping and
Mr. Foster said no, James Briggs, Park Planner, will assist and hire a local nursery.
Commissioner Rogers asked whether a camera will be set up near “Splash” to discourage any
possible vandalism and Mr. Foster said no, there are no plans to do so at this time.
Commissioner Salmond asked about the annual maintenance on the art and
Mr. Foster said it will only need to be power washed occasionally.
Mr. Foster said the Westwood Family Aquatic Center is near completion and the contractor
is working through a punch list in order to acquire the Certificate of Occupancy. He said the
contractor has started the curb and guttering and will complete the parking lot next week;
however, warmer weather is needed to pour the asphalt.
Chairman Hoover asked whether Fairway Drive will reopen and Mr. Foster said he is not
sure at this time; however, the Public Works Department is working up a couple of proposals
for consideration. Commissioner Sallee asked where Fairway Drive is located and
Mr. Foster said it is the street just west of the Westwood Family Aquatic Center. Mr. Foster
said Fairway Drive used to be the old 24th Avenue NW alignment until several years ago
when 24th Avenue NW was re-configured.
Mr. Foster said the lease agreement (for property next to the YMCA) with the University of
Oklahoma was approved. He said this location will be for the future indoor aquatics and
sports courts projects. Mr. Foster said the location will need to be checked for asbestos
before being demolished.
Mr. Foster said playground improvements continue at Sonoma and Oakhurst Parks.
Commissioner Wright asked when the swings will be open and Matt Hendren, Parks
Superintendent, said the equipment has been delivered and should be installed anytime now.
Mr. Jason Olsen, Interim Recreation Superintendent, said the Daddy Daughter Dance is
scheduled for Saturday, February 3rd. He said the 1 st annual Mother Son Spring Dance is

scheduled for Saturday, April 28th and tickets can be purchased for either event online at
www.normanfun.com.
Commissioner Sallee invited the Board to “Lunch and Listen” at the Norman Westside
Library. She said she will be playing the piano during the event which is the fourth
Wednesday of each month at noon.
